Department CPR Finding: A review of documentation indicates that the district’s student handbooks
omit procedures for the discipline of students not yet eligible for special education and procedures for
accepting, investigating and resolving complaints alleging discrimination.
Narrative Description of Corrective Action: During the spring of 2009, procedures for the discipline
of students not yet eligible for special education were added to student handbooks at the high school,
middle school and elementary school for the 2009 – 2010 school year (Jacobs Elementary page 15,
Memorial Middle School page 22, Hull High School page 14) – No Corrective Action Activity

The Director of Student Services in collaboration with the Principals and Assistant Principals revised
the procedures for accepting, investigating and resolving complaints alleging discrimination.

Criterion & Topic: ELE 5 Program Placement and
Structure

Department CPR Finding: Sheltered English immersion (SEI) is a program model for limited English
proficient (LEP) students composed of two parts—English as a second language (ESL) and sheltered
content instruction. ESL is explicit, direct instruction about the English language, delivered to LEP
students only and designed to promote the English language development of LEP students. Sheltered
content instruction is an approach for teaching content to LEP students in strategic ways that make the
subject matter concepts comprehensible while promoting the LEP students’ English language
development.
The Hull Public Schools serves English Language Learners (ELL) through a Sheltered English
Immersion (SEI) model. All of the ESL classes meet the recommended numbers of hours of direct ESL
instruction as outlined in the Department’s guidance document on this topic issued in June 2005.
ESL instruction is currently based on the English Language Proficiency Benchmarks and Outcomes
(ELPBO), and the district indicated that there is a formalized ESL curriculum in place district-wide,
but did not provide its curriculum as required.
Because some staff members have not completed SEI PD in all of the four Categories, it is unlikely that
all English Language learners are receiving effective sheltered content instruction at appropriate
academic levels.

Narrative Description of Corrective Action: The district developed a formalized ESL curriculum
based on the English Language Proficiency Benchmarks and Outcomes (ELPBO), which is attached.
The Assistant Superintendent reviewed the curriculum with ESL teachers and the principals distributed
it to the general teachers. The Assistant Superintendent is monitoring its implementation through
quarterly informal review meetings with ESL teachers and principals.
At the elementary level, we have trained one teacher at each grade level in Categories 1-3. These
teachers are all signed up at the North River Collaborative to be trained in Category 4 beginning on
February 4th and ending March 4th, 2010. Therefore, by March 4, 2010, all of our elementary teachers
will be completely trained in all of the Categories.
There are no ELL students at the middle school.
There are 3 ELL students at the high school. We are planning on training the English, science, social
studies, and math teachers in Categories 1 and 2 over the summer. The ESL teacher is trained to
administer the MEPA and the MELA-O. The English teacher will also be trained in Category 4 over
the summer or in the fall. Training at the high school will be completed by December 7, 2010.

training as of December 7, 2010. The ESL
teachers will administer the MEPA and MELAO.

will send a copy of that evidence to the Assistant Superintendent.
Description of Internal Monitoring Procedures: The Assistant Superintendent and the high school
principal will schedule the trainings at times that are convenient for the teachers and will monitor their
attendance.

Department CPR Finding: There are no schools within the district currently with staff who have

Public Schools is making steady progress with assisting teachers to take Category trainings for
sheltered English Immersion professional development.

Department CPR Finding: On August 10, 2009, the Office for Career/Vocational Technical
Education sent Superintendent Tyrell a report titled Financial Review of Perkins Act Requirements
Hull School District Fiscal Year 2008 that was prepared by the Department’s Audit and Compliance
Unit as part of the Coordinated Program Review. The district is required to submit a corrective action
plan in response to this report.
Narrative Description of Corrective Action:
A letter was sent from the Hull Public Schools to Jeffrey Wheeler stating that the Hull Public Schools
would reimburse the DESE the amount of money indicated as a result of the financial review of
Perkins Act Requirements during the fiscal year 2008. The Hull Public Schools has made a
commitment to reimbursement the DESE. Lynn Summerill was given a copy of this letter on
December 29, 2009.
