Team Chairs and Psychologists were informed of corrective action needed on 10/8/13.
They will meet with school special education teachers within the month to review criteria
for progress reports. An attendance sheet will be submitted to central office as evidence.

An organization meeting is scheduled for October 23, 2013. An introductory brochure has
been sent to the schools for distribution to invite parents. Principals are using newsletters
and Alert Now to notify parents of the upcoming meeting.

Department CPR Finding: Documentation submitted by the district indicated that the time dedicated to
direct ESL instruction in the district varies based on the grade and proficiency levels. Current hours of
ESL instruction most ELLs receive are insufficient and therefore, are inconsistent with Department

Narrative Description of Corrective Action: The District recognizes that direct ESL instruction is
essential to student success. In order to meet the regulations connected to providing sufficient hours of
ESL instruction, there needs to be a significant number of certified ELL staff. We have been actively
working toward this goal over the last few years and will continue to do so. Since the original visit by the
CPR team in April, 2013, we have added two full time ESL teachers. This follows our pattern of adding
two staff members each year since the 2008 CPR.
Current efforts include collaboration between the Language Acquisition Coach, principals and ELL staff
to develop workable schedules that reflect Department guidelines for instruction.
We intend to advertise again for qualified ELL teachers in MATSOL, local papers, through networking
meetings with other schools serving similar populations, and on our website in June, 2014. Finding
qualified personnel on the Cape is quite challenging. We encourage the ELL assistants to pursue college
degrees and ESL licensure whenever possible.
Each year we view our enrollment patterns in late May and again in late August, to determine where the
most significant need is for staffing. ELL staff are reorganized in an effort to provide maximum teacher
support at all schools.
Given the transitory nature of our ELL students, we will again review staffing patterns in January 2015,
and determine if we need to reallocate staff at that time.

Narrative Description of Corrective Action: In the 2013-2014 School Year the Dennis-Yarmouth
Regional School District, ELE Program began to develop a district-wide K-12 ELL Progress Report that
would go home to parents/guardians when report cards are issued. An English Learner Education
Network Group for the Cape and Islands (ELE-C&I) was formed during the summer of 2013 with one of
the goals being to research and share common resources, the group has become a Low Incidence Special
Interest Group of the Massachusetts Association of Teachers of Speakers of Other Languages
(MATSOL). Subsequently the ELE Language Acquisition Coach explored some of sample ELL Progress
Report Card forms used in ELL Programs of Massachusetts’ School Districts and samples from WIDA
Consortium States. An ELL Progress Report has been modeled from reports used in other WIDA
Consortium States and local Massachusetts’ ELL Programs. ELL Progress Reports will be developed for
every grade and proficiency level. ELL Teachers, in each building, will complete one each term for each
LEP student in the district.
