Mandatory One-Year Compliance Date: April 29, 2015 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 5 Program Placement and Rating: Partially Implemented Structure Department CPR Finding: Documentation submitted by the district indicated that the time dedicated to direct ESL instruction in the district varies based on the grade and proficiency levels. Current hours of ESL instruction most ELLs receive are insufficient and therefore, are inconsistent with Department guidelines. Please see the “Transitional Guidance on Identification, Assessment, Placement, and Reclassification of English Language Learners August 2013” as found on http://www.doe.mass.edu/ell/guidance_laws.html MA Department of Elementary & Secondary Education, Program Quality Assurance Services Dennis-Yarmouth CPR Corrective Action Plan 7 Narrative Description of Corrective Action: The District recognizes that direct ESL instruction is essential to student success. In order to meet the regulations connected to providing sufficient hours of ESL instruction, there needs to be a significant number of certified ELL staff. We have been actively working toward this goal over the last few years and will continue to do so. Since the original visit by the CPR team in April, 2013, we have added two full time ESL teachers. This follows our pattern of adding two staff members each year since the 2008 CPR. Current efforts include collaboration between the Language Acquisition Coach, principals and ELL staff to develop workable schedules that reflect Department guidelines for instruction. We intend to advertise again for qualified ELL teachers in MATSOL, local papers, through networking meetings with other schools serving similar populations, and on our website in June, 2014. Finding qualified personnel on the Cape is quite challenging. We encourage the ELL assistants to pursue college degrees and ESL licensure whenever possible. Each year we view our enrollment patterns in late May and again in late August, to determine where the most significant need is for staffing. ELL staff are reorganized in an effort to provide maximum teacher support at all schools. Given the transitory nature of our ELL students, we will again review staffing patterns in January 2015, and determine if we need to reallocate staff at that time. Title/Role of Person(s) Responsible for Expected Date of Completion for Each Corrective Action Activity: April, 2015 Implementation: Director of Instruction Evidence of Completion of the Corrective Action: Schedules of teachers by school, grade, and proficiency levels should provide evidence of this corrective action. Description of Internal Monitoring Procedures: Staff caseload/schedules at each building will be completed by September 30, 2014. Copies of advertisements will be on file. Language Acquisition Coach works with principals to determine the most efficient schedule that meets both Department expectations and local staffing patterns. Budget preparation for the 2015-16 school year will identify additional ELL staff if needed.
