Before completing and emailing to pqacap@doe.mass.edu, please see separate Instructions for Completing Corrective Action Plans. All corrective action must be fully implemented and all noncompliance corrected as soon as possible and no later than one year from the issuance of the Coordinated Program Review Final Report to the school or district. Mandatory One-Year Compliance Date: August 29, 2012 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 5 - Program Placement and Structure Rating: Partially Implemented MA Department of Elementary & Secondary Education , Program Quality Assurance Services Boxborough CPR Corrective Action Plan 11 Department CPR Finding: Boxborough is a very low incidence district. It reports 9 enrolled English language learners (ELLs) in grades K-5. The district reports using a curriculum that is based on the Massachusetts Curriculum Frameworks, and an ESL Curriculum Designed for Newcomers, which is aligned with the English Language Proficiency Benchmarks and Outcomes (ELPBO). In addition, district documents show cover pages of curriculum materials that include: Reading Street @ 2008 for Kindergarteners, with an ELL Teaching Guide; The Oxford Picture Dictionary for Kids, with a workbook and stories for beginners and early intermediates; Americans Start with English, used with intermediates and more proficient students (grades 1-6); Accelerating English Language Learning, with supporting workbooks and activities (grades K-6); and Houghton Mifflin’s Reading. Instructional Strategies for English Language Learners, Anthology and leveled readers for ELLs (all grades). The above referenced materials, while interesting, do not provide a picture and/or evidence of how these materials are used to teach ELLs. As such they do not constitute a curriculum, rather a set of materials that are used to teach English. In regard to hours of instruction, documents show that regardless of level and English proficiency, all ELLs in Level 1, Level 2, and Level 4 are provided with a range of one to five hours a week of English as a second language (ESL) instruction per week (there appear to be no ELLs placed in Level 3 or Level 5). The Department recommends a minimum number of hours per English proficiency level of ESL instruction. Therefore, for ELLs in Level 1 and Level 2, even if they were offered hours of instruction at the top of the range, (or five hours per week), the district would still fall short of the minimal number of recommended hours of ESL instruction (2.5 hours per day/12.5 hours per week). ELLs in Level 4 need to receive minimally 2.5 hours of ESL instruction per week to meet the Department’s 2009 guidance document: “ Guidance on Using MEPA Results to Plan Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English proficient (LEP) Students.” Although the district’s efforts in getting all its teaching and administrative staff trained in some of the SEI training categories, most notably Categories I (8 teachers trained) and Category 2 (8 teachers trained), it is evident that most content teaches instructing ELLs also need to complete Category 3 and Category 4. Documents show that only one staff member is trained in Category 3 and eight teachers are trained in Category 4. The district does not have sufficient content classroom teachers , trained in all four categories of SEI necessary to shelter content, and does not offer ELLs sufficient hours of ESL instruction; therefore, the district does not provides ELLs with a sheltered English immersion program consistent with Chapter 71 A. MA Department of Elementary & Secondary Education , Program Quality Assurance Services Boxborough CPR Corrective Action Plan 12 Narrative Description of Corrective Action: 1. Boxborough is a low incidence district. The district is in the process if aligning curriculum with the Common Core and will select a curriculum to be used to teach ELL students once the alignments are made. 2. As a low incidence district, the decision to increase the ELL teaching position to more than a part time position is a financial and budgetary issue that needs to be addressed during the budget development process. The School Board would need to approve the increase in staffing level for the school. 3. The District has 21 teachers who are trained in Category I and II. Six classroom teachers are trained in Categories I, II and IV. A Reading Specialist, and the ELL Teacher are also trained in Categories I, II and IV. The Art, Music, Title 1 Math Instructor, Librarian, Paraprofessional and the Superintendent/Principal/Curriculum Director are also trained in Categories I and II. Only the Guidance Counselor is trained to give the MELA-O (Category III). The ELL teacher will be trained during the 2011-2012 school year in Category III in order to assist with MELAO testing. The School district provided an on –site graduate level course to train teachers in Category I and II. Opportunities for teachers to be trained in Category IV training will be provided and encouraged throughout the school year. Title/Role of Person(s) Responsible for Expected Date of Completion for Each Implementation Corrective Action Activity Superintendent/Principal All are expected to be addressed by the end of the 2012 academic school year. Evidence of Completion of the Corrective Action : 1. Implementation of the Common Core ELL curriculum will be immediately utilized once it is known to the District. 2. Final budget recommendations are voted on at Town Meeting in May 2012. 3. ELL Teacher will get Category IV certified before the end of the 2011-2012 school year. Description of Internal Monitoring Procedures 1. Yearly review of ELL curriculum materials will done to ensure compliance. 2. Compliance of hours needed to serve the needs of ELL students will be monitored, checked against regulations and complied with within the extent of staffing levels. 3. Documentation of teacher training for ELL Category training will be kept in personnel files. Notification of new people trained will be sent to ELL Coordinator for recording. 4. ELL Teacher will go to Category 3 training during the 2011-2012 school year and provide evidence of passing the exam to the ELL Coordinator and/or Principal/Superintendent. CORRECTIVE ACTION PLAN APPROVAL SECTION (To be completed by the Department of Elementary and Secondary Education) Criterion: ELE 5 - Program Placement and Structure Status of Corrective Action: Approved Partially Approved Disapproved Basis for Partial Approval or Disapproval: The district reported in its proposed CAP that it was then in the process if aligning curriculum with the Common Core and would select a curriculum to be used to teach ELL students once the alignments are made. The district does not address ELD or ESL standards or curriculum in its proposed CAP. The district reported that the decision to increase the ELL teaching position to more than a part time position is a financial and budgetary issue that needs to be addressed during the budget development process. This is not a sufficient response, as it does not address the concern identified in the CPR report, and as it appears that the district continues to fail to offer sufficient hours of ESL to its ELLs. MA Department of Elementary & Secondary Education , Program Quality Assurance Services Boxborough CPR Corrective Action Plan 13 The district reported in its CAP that it then had 21 teachers who are trained in Category I and II; six classroom teachers are trained in Categories I, II and IV; and that the Reading Specialist, and the ELL Teacher were also trained in Categories I, II and IV. The Art, Music, Title 1 Math Instructor, Librarian, Paraprofessional and the Superintendent/Principal/Curriculum Director are also trained in Categories I and II. The district reported that one person was trained in MELA-O; that test will no longer be used. The School district provided an on –site graduate level course to train teachers in Category I and II. Opportunities for teachers to be trained in Category IV training will be provided and encouraged throughout the school year. The district did not report whether any teachers had successfully completed Categories 1, 2 and 4. As evidence of corrective action, the district states that the ELL teacher will become certified in Category 4, and that documentation of teacher training for ELL Category training will be kept in personnel files, and notification of new people trained will be sent to ELL Coordinator for recording. The district does not, other than the ELL teacher, intend to provide ESE with evidence of completion of SEI training by additional staff. Please see http://www.doe.mass.edu/RETELL/, and the Order of Corrective Action below. Department Order of Corrective Action: Provide the Department the plan for making the SEI cohort training available to the core academic teachers of ELLs and the building administrators who supervise such teachers and to arrange for the participation of such teachers and administrators in the training. Provide the Department with evidence that ELLs receive subject matter content that is based on the current Massachusetts Curriculum Frameworks in English/Language Arts, mathematics, science and social studies. Provide the Department with the district’s new ESL/ELD curriculum, which should be aligned with all Massachusetts Curriculum Frameworks (e.g., English/Language Arts, mathematics, science, social studies) and the WIDA English language development standards. Provide the Department with evidence that all ELL students receive sufficient ESL instruction, consistent with the students’ levels of English proficiency and Department guidance (http://www.doe.mass.edu/mcas/mepa/2009/guidance.doc). Provide ALL of the above by February 8, 2013. Ensure that the internal monitoring includes the status of the implementation of the plan and the requirements referenced above in the Order of Corrective Action. Required Elements of Progress Report(s): Provide a report of the internal monitoring of the following, on the dates indicated: 1. Implementation of the plan for making the SEI cohort training available to the core academic teachers of ELLs and the building administrators who supervise them on February 8, 2013 and April 22, 2013. 2. Yearly review of subject matter content delivered to ELLs, to ensure that all content is based on the current Massachusetts Curriculum Frameworks in English/Language Arts, mathematics, science and social studies on April 22, 2013. 3. Yearly review of the ESL/ELD Curriculum on April 22, 2013. 4. Review of compliance with guidance concerning the amount of ESL provided to each ELL and the qualifications of the staff providing the ESL on February 8, 2013 and April 22, 2013. MA Department of Elementary & Secondary Education , Program Quality Assurance Services Boxborough CPR Corrective Action Plan 14 *Please note when conducting internal monitoring the district must maintain the following documentation and make it available to the Department upon request: a) List of the student names and grade level for the records reviewed; b) Date of the review; c) Name of person(s) who conducted the review, their role(s), and signature(s). Progress Report Due Date(s): February 8, 2013 and April 22, 2013 COORDINATED PROGRAM REVIEW CORRECTIVE ACTION PLAN (To be completed by school district/charter school) Criterion & Topic: ELE 6 - Program Exit and Rating: Partially Implemented Readiness Department CPR Finding: The district’s submission included examples of the tools used to track ELL progress towards English proficiency; however the district did not clearly describe their redesignation process and exit criteria. Narrative Description of Corrective Action: The District has implemented a Program Exit policy and a form to track exit criteria for the following 2 years. The exit policy looks at: MCAS results; teacher comments and observations; assessments; MELA-O and MEPA results; comfort and confidence level; observations with peers and ability to produce at grade level work with no support. When a student is no longer in need of ELL services, the student will be tracked for the next two years (at three month intervals) to ensure their progress is not slipping. At any time during those two years, if a student needs the support services provided by ELL, he or she may have access to those services. Title/Role of Person(s) Responsible for Expected Date of Completion for Each Implementation: Corrective Action Activity: ELL Coordinator and ELL Teacher Completed September 2011 Evidence of Completion of the Corrective Action: Forms and policy is submitted along with this report. Description of Internal Monitoring Procedures: 1. Letter to parents will be sent indicating ELL services are no longer needed. 2. Classroom teachers will be given exit materials to monitor student at 3 month intervals. 3. Review of standardized assessments (MCAS, GMADE, DIBELS) will be done yearly. 4. ELL teacher will gather information three times a year from classroom teachers to monitor progress. CORRECTIVE ACTION PLAN APPROVAL SECTION (To be completed by the Department of Elementary and Secondary Education) Criterion: ELE 6 - Program Exit and Readiness Status of Corrective Action: Approved Partially Approved MA Department of Elementary & Secondary Education , Program Quality Assurance Services Boxborough CPR Corrective Action Plan Disapproved 15 Basis for Partial Approval or Disapproval: The district submitted a program exit checklist and parent notification letter that includes the following: - Performance in regular classroom - Regular classroom teacher recommendation - E.L.L. teacher recommendation - E.L.L. Assessment scores: MELA-O Listening MELA-O Speaking MEPA performance level - MCAS Reading/ELA score The district’s checklist does not account for sufficient data in order to determine whether a student should exit; specifically, progress in other content areas are not clearly considered. ESE Guidance indicates that, in addition to MEPA results, educators should evaluate and consider a range of other evidence of the student’s performance collected by the district in making decisions about instructional programming and reclassification of a student as non-LEP, including a review of: • the student's scores on locally-administered reading and other academic assessments, such as DIBELS, GRADE, DRA, Terra Nova, or Stanford 9 • the student's scores on locally-administered diagnostic language assessments • the student’s academic grades • the written observations and recommendations documented by the student's classroom teachers • the new MEPA performance level descriptors found in Appendices A and B, which describe the general characteristics of students performing at each MEPA performance level in the four areas of reading, writing, speaking, and listening. • student performance on other MCAS content area tests. Italicized measures are not included. See “Guidance on Using MEPA Results to Plan Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English Proficient (LEP) Students (September 2009)”, at http://www.doe.mass.edu/mcas/mepa/2009/guidance.pdf. The parent notification letter should reflect similar criteria. The district includes a FLEP monitoring checklist. It is not clear from the checklist that the district is aware that students who have been classified as FLEP may re-enter the ELL program, if necessary. The district should ensure that this option is brought to the attention of staff. Department Order of Corrective Action: Create a new exit checklist that includes sufficient review of student performance across all academic areas, consistent with the above-referenced guidance. Note that the MEPA will be replaced in the 2012-13 school year by the WIDA. Create a new parent notification letter for parents of students who will be exited from the ELE program. Required Elements of Progress Report(s): Provide the new exit checklist and parent notification letter by January 2, 2013.
