Department CPR Finding: Boxborough is a very low incidence district. It reports 9 enrolled English
language learners (ELLs) in grades K-5.
The district reports using a curriculum that is based on the Massachusetts Curriculum Frameworks,
and an ESL Curriculum Designed for Newcomers, which is aligned with the English Language
Proficiency Benchmarks and Outcomes (ELPBO). In addition, district documents show cover pages of
curriculum materials that include: Reading Street @ 2008 for Kindergarteners, with an ELL Teaching
Guide; The Oxford Picture Dictionary for Kids, with a workbook and stories for beginners and early
intermediates; Americans Start with English, used with intermediates and more proficient students
(grades 1-6); Accelerating English Language Learning, with supporting workbooks and activities
(grades K-6); and Houghton Mifflin’s Reading. Instructional Strategies for English Language
Learners, Anthology and leveled readers for ELLs (all grades). The above referenced materials, while
interesting, do not provide a picture and/or evidence of how these materials are used to teach ELLs. As
such they do not constitute a curriculum, rather a set of materials that are used to teach English.
In regard to hours of instruction, documents show that regardless of level and English proficiency, all
ELLs in Level 1, Level 2, and Level 4 are provided with a range of one to five hours a week of English
as a second language (ESL) instruction per week (there appear to be no ELLs placed in Level 3 or
Level 5). The Department recommends a minimum number of hours per English proficiency level of
ESL instruction. Therefore, for ELLs in Level 1 and Level 2, even if they were offered hours of
instruction at the top of the range, (or five hours per week), the district would still fall short of the
minimal number of recommended hours of ESL instruction (2.5 hours per day/12.5 hours per week).
ELLs in Level 4 need to receive minimally 2.5 hours of ESL instruction per week to meet the
Department’s 2009 guidance document: “ Guidance on Using MEPA Results to Plan Sheltered
English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English
proficient (LEP) Students.”
Although the district’s efforts in getting all its teaching and administrative staff trained in some of the
SEI training categories, most notably Categories I (8 teachers trained) and Category 2 (8 teachers
trained), it is evident that most content teaches instructing ELLs also need to complete Category 3 and
Category 4. Documents show that only one staff member is trained in Category 3 and eight teachers
are trained in Category 4.
The district does not have sufficient content classroom teachers , trained in all four categories of SEI
necessary to shelter content, and does not offer ELLs sufficient hours of ESL instruction; therefore, the
district does not provides ELLs with a sheltered English immersion program consistent with Chapter
71 A.

Narrative Description of Corrective Action:
1. Boxborough is a low incidence district. The district is in the process if aligning curriculum
with the Common Core and will select a curriculum to be used to teach ELL students once the
alignments are made.
2. As a low incidence district, the decision to increase the ELL teaching position to more than a
part time position is a financial and budgetary issue that needs to be addressed during the
budget development process. The School Board would need to approve the increase in staffing
level for the school.
3. The District has 21 teachers who are trained in Category I and II. Six classroom teachers are
trained in Categories I, II and IV. A Reading Specialist, and the ELL Teacher are also trained
in Categories I, II and IV. The Art, Music, Title 1 Math Instructor, Librarian, Paraprofessional
and the Superintendent/Principal/Curriculum Director are also trained in Categories I and II.
Only the Guidance Counselor is trained to give the MELA-O (Category III). The ELL teacher
will be trained during the 2011-2012 school year in Category III in order to assist with MELAO testing. The School district provided an on –site graduate level course to train teachers in
Category I and II. Opportunities for teachers to be trained in Category IV training will be
provided and encouraged throughout the school year.

in the process if aligning curriculum with the Common Core and would select a curriculum to be used
to teach ELL students once the alignments are made. The district does not address ELD or ESL
standards or curriculum in its proposed CAP.
The district reported that the decision to increase the ELL teaching position to more than a part time
position is a financial and budgetary issue that needs to be addressed during the budget development
process. This is not a sufficient response, as it does not address the concern identified in the CPR
report, and as it appears that the district continues to fail to offer sufficient hours of ESL to its ELLs.

Category training will be kept in personnel files, and notification of new people trained will be sent to
ELL Coordinator for recording. The district does not, other than the ELL teacher, intend to provide
ESE with evidence of completion of SEI training by additional staff. Please see

teachers of ELLs and the building administrators who supervise such teachers and to arrange for the

Provide the Department with the district’s new ESL/ELD curriculum, which should be aligned with all

The District has implemented a Program Exit policy and a form to track exit criteria for the following 2
years.
The exit policy looks at: MCAS results; teacher comments and observations; assessments; MELA-O
and MEPA results; comfort and confidence level; observations with peers and ability to produce at
grade level work with no support.
When a student is no longer in need of ELL services, the student will be tracked for the next two years
(at three month intervals) to ensure their progress is not slipping. At any time during those two years, if
a student needs the support services provided by ELL, he or she may have access to those services.

programming and reclassification of a student as non-LEP, including a review of:
• the student's scores on locally-administered reading and other academic assessments, such
as DIBELS, GRADE, DRA, Terra Nova, or Stanford 9
• the student's scores on locally-administered diagnostic language assessments
• the student’s academic grades
• the written observations and recommendations documented by the student's classroom
teachers
• the new MEPA performance level descriptors found in Appendices A and B, which
describe the general characteristics of students performing at each MEPA performance

The district includes a FLEP monitoring checklist. It is not clear from the checklist that the district
is aware that students who have been classified as FLEP may re-enter the ELL program, if
necessary. The district should ensure that this option is brought to the attention of staff.
