Berlin Memorial Public School District, along with Boylston Public School District and Berlin-Boylston Public School district have less than 20 ELE students in total and together have established a Sheltered English Immersion (SEI) program. Due to the low number of ELLs, Berlin Memorial is planning to place its ELE students at the Boylston Elementary School for their ESL/SEI program. Transportation will be provided by Berlin Memorial to ensure services for these students. The district has not developed an ESL/ELD curriculum that is based on the English Language Proficiency Benchmarks and Outcomes (ELPBO). (Refer to letter sent with the draft report, regarding the phasing out of the ELPBO and changes in curricula requirements). Content instruction is based on the Massachusetts Curriculum Framework; however, and although the district has several teachers who have completed the required SEI professional development categories, sheltering of content is ineffective as not all teachers working with ELE students have completed their training in the required SEI categories. See also ELE 15. Documentation submitted by the district showed that ELE students at Berlin Elementary school receive the recommended hours of ESL instruction consistent with their MEPA level. The district has not developed an ESL/ELD curriculum that is based on the ELPBO, and content area teachers have not completed the required categories of SEI professional development. MA Department of Elementary & Secondary Education , Program Quality Assurance Services Berlin CPR Corrective Action Plan 17 CORRECTIVE ACTION PLAN APPROVAL SECTION (To be completed by the Department of Elementary and Secondary Education) Criterion: : ELE 18 Records of LEP Students Status of Corrective Action: Approved Partially Approved Disapproved Basis for Partial Approval or Disapproval: The district has named the ELE teacher as responsible for ensuring that ELE student records contain all appropriate documentation. The BMS principal and building secretary now have a translation form and procedures for its use and filing. The district needs to additionally conduct an internal administrative review of all ELE files to ensure compliance. Department Order of Corrective Action: Conduct an administrative review of student records for ELE students with the district’s implementation of its corrective action activities to determine if the district is compliant with the requirements of this criterion. *Please note when conducting internal monitoring the district must maintain the following documentation and make it available to the Department upon request: a) List of student names and grade levels for the records reviewed; b) Date of the review; c) Name of person(s) who conducted the review, with their role(s) and signature. Required Elements of Progress Report(s): Submit the results of the administrative review of student records. Indicate the number of records reviewed, the number found compliant, an explanation of the root cause for any continued noncompliance and a description of additional corrective actions taken by the district to address any identified noncompliance. Please submit this to the Department on or before January 31, 2013.
