Description of Corrective Action: A series of meetings have been held to review the regulation and staff obligations. On November 20, 2009, immediately following the CPR exit meeting, a TEAM Chairperson meeting was conducted to review the finding of partial implementation regarding AHS students in and out of district. On December 11, 2009, at a second meeting with TEAM Chairpersons, the regulation was reviewed for a second time to insure that the TEAM Chairpersons/Out of District Coordinators understood their obligation that shared decision making must be agreed to at a team meeting. At a Special Education Department meeting at AHS on February 25, 2010, the regulation was reviewed with the entire Special Education Department to ensure regulatory understanding by all Ashland High School liaisons and the Team Chairperson. Anticipated Results: No student will be requested to make the age of majority choice prior to their 18th birthday. Any student who chooses to share decision-making, the choice will be made in a Team meeting setting. ESL is explicit, direct instruction about the English language, delivered to LEP students only and designed to promote the English language development of LEP students. Sheltered content instruction is an approach for teaching content to LEP students in strategic ways that make the subject matter concepts comprehensible while promoting the LEP students’ English language development. A review of district documents shows that the district does currently have an ESL curriculum based on the Massachusetts English Language Proficiency Benchmarks and Outcomes. For students who do receive direct ESL instruction, documentation indicates amounts of ESL instruction below recommended hours as outlined in the Department’s September 2009 guidance document: “Guidance on Using MEPA Results to Plan Sheltered English Immersion (SEI) Instruction and Make Reclassification Decisions for Limited English Proficient (LEP) Students." For example, Beginners at most every grade level receives approximately one hour per day of direct ESL instead of the recommended amount of 2.5 hours per day. Content instruction is based on the appropriate Massachusetts Curriculum Framework; however, it is clear that LEP students do not receive sheltered content instruction as no teachers have completed all of the required categories of SEI professional development focused on the skills and knowledge necessary for sheltering instruction, described in the Commissioner’s Memorandum of June 2004 (see findings ELE 15). Several teachers within the district have completed Category 1 training, and some have completed Category 2 as well. Narrative Description of Corrective Action: 1.
