consistently listed on the attendance sheet and do not consistently sign-in using the Team

Description of Corrective Action:
IEP Team members who are present and noted in the Team meeting summary notes will
all be listed on the attendance sheet and sign in. The Education Team Leader will be
responsible to carefully note this agreement of participants on all papers documenting the
meeting.
An email notification to ETLs and Administrators will be sent from the Director regarding
this non-compliance along with the full description of SE Criterion #8.
At the next High School SE Department meeting and the ETL meeting, this topic will be on
the agenda for further discussion and clarification of any questions or lack of
understanding.

places special needs students in substantially-separate History, Social Studies, and
English classes taught by a certified special education teacher but does not state why the
student's removal from the general education program is considered critical to his or her
program. Furthermore, the Team does not document the basis for its conclusion that the
students cannot be educated in a less restrictive environment, with the use of
supplementary aids and services.
Description of Corrective Action:
Meetings with High School SE personnel will be held to review Criterion #20.
A discussion will include the use of supplementary aids and services to support students in
less restrictive settings as well as training to clearly document justification if the student
is removed from the general education classes.
Discussion of LRE will be included with HS Administrators to include in their meetings with
the general education personnel.

By Nov. 2014, IEPs that have students placed in SE classes for any academic subject will
clearly reflect what supplementary aids and services have been tried or considered and
why they are concluded to not be appropriate for the student in the general education
classroom. The justification statement will include what about the SE classroom will meet
the student needs more effectively than the general education classroom.
Description of Internal Monitoring Procedures:
Attendance and participation in SE Department meetings with this on the agenda.
Agenda and attendance for the HS meeting(s) where LRE is discussed will be submitted
by the HS Administrators.
Review of IEP LRE justification statements will be done by the SE Director and the HS

Student record review and interviews indicate that at the high school level, there are 14
students with IEPs placed in a substantially separate history class that serves solely
students with disabilities, with one certified special educator and no aides, exceeding
instructional grouping requirements.
Description of Corrective Action:
All SE personnel and HS Administrators are provided with information regarding Criterion
#40. This will be reviewed at the HS SE department meeting in January 2014.
The assignment and scheduling of paraeducator support in classrooms will be
accomplished with primary oversight of the HS Assistant Principal with collaboration with
the HS SE Department Head.

then expected to be an agenda item at the beginning of each school year.
Regular meetings with the HS Assistant Principal and SE Department Head will review SE
class sizes and personnel assignment to insure compliance. Documentation of these

bilingual tutors and these tutors accompany students to their career/vocational classes at ARHS. The
priority is given to ELL Level 1 and 2 when there is a shortage of staffing. The district is currently
educating cohorts of teachers in RETELL and the career/vocational teachers will be included in this.
Amherst Regional High School is not a member district of the Lower Pioneer Valley Collaborative but
does provide information to students in 8th grade, which is the grade level in which they are accepted to

AP and Honors classes at ARHS are not closed to any student. While pre-requisites often exist for

home providing 1:1 care of a minor working as a personal care assistant with no CORI check on the
student or the “employer” (parent/guardian). In addition, the following concerns resulted from
interviews, documentation review and student record review:
 The Internship Agreement does not include a statement requiring employers to agree it will not
discriminate on the basis of protected status.
 Teachers are required to conduct one worksite visit; however, this does not provide sufficient
supervisory time between the district, student and the employer.
 There was no evidence that the district provides a safety and health orientation specific to the
worksite for participating students.
 There was no evidence that the district verifies the employers’ workers compensation
insurance policy.
 There was no evidence that participating students are only those that have demonstrated the
acquisition of the technical knowledge and skills necessary for participation.
 While the employers are required to evaluate the student’s general employability skills, there
was no evidence that the occupation-specific knowledge and skills to be acquired by
participating students are assessed by the employer.
 The Experiential Education program allows students to leave the school during the last block,
two days per week, to go to the worksite. However, on the other three non-Experiential
Education days students are routinely allowed to sign-out for the school day.

statement about anti-discriminatory practices; students in the CVTE programs will have a minimum of

orders from the FY12 Perkins grant (at the time of the visit the district did not expend any FY13
Perkins funds), revealed the purchase of some items not authorized by the Department and some
unallowable expenses under the Carl D. Perkins Act of 2006 (e.g. consumables items, such as
batteries). This suggests that the Perkins grant is not appropriately monitored by the grant recipient,
