Department CPR Finding: Interviews and document review indicate the Culinary Arts 2-year program utilizes the nationally-recognized Pro Start curriculum and each program has a Scope and Sequence outlining some of the skills students will learn. However, there was no evidence the district assesses the acquisition of safety & health, technical skills that includes embedded academic, employability, management & entrepreneurship, and technological knowledge and skills for all students enrolled in career/vocational technical education programs. Narrative Description of Corrective Action: Assess which programs include what aspects of this Topic. The department head will conduct a review of all curriculum maps. Perkins Sections 122 & 135, Vocational Technical Education Regulations 603 CMR 4.03(4) (6 (7), M.G.L.c.76, Section 5. Department CPR Finding: Document review and interviews indicate that the district has a lowincidence population of students with limited English proficiency and a dedicated staff member to support them. While teachers of students participating in career/vocational technical education programs receive rosters of students with limited English proficiency, there was no evidence that these students receive language accommodations, where appropriate, in their career/vocational technical education programs. Documentation reviews revealed that information regarding the Chapter-74 career/vocational technical education programs available to students through Lower Pioneer Valley Collaborative is not provided to students and their parents/guardians. In addition, minority and students with disabilities enrolled in career/vocational technical education programs do not always have the same level of access as their peers to participate in the district’s honors and advanced placement classes. Also see CVTE 4. MA Department of Elementary & Secondary Education, Program Quality Assurance Services Amherst-Pelham CPR Corrective Action Plan 32 Narrative Description of Corrective Action: Students with limited English proficiency are assigned bilingual tutors and these tutors accompany students to their career/vocational classes at ARHS. The priority is given to ELL Level 1 and 2 when there is a shortage of staffing. The district is currently educating cohorts of teachers in RETELL and the career/vocational teachers will be included in this. Amherst Regional High School is not a member district of the Lower Pioneer Valley Collaborative but does provide information to students in 8th grade, which is the grade level in which they are accepted to our two vocational schools serving Amherst Regional HS: Smith Vocational and Franklin Technical HS. AP and Honors classes at ARHS are not closed to any student. While pre-requisites often exist for some courses (mostly math and science courses), all students are encouraged to sign-up for the most rigorous course load that they can reasonably handle. Additionally, all of the ARHS English classes are heterogeneously grouped and all students are encouraged to do the AP/Honors projects, which certainly includes students enrolled in career/vocational technical programs. Perkins Sections 3 & 135. Department CPR Finding: Document review and interviews with district staff indicate that none of the career/vocational technical education programs meet the Perkins IV definition of career and technical education. While some programs have established a few connections with businesses, industry, and/or specific organizations related to the program, there are no established Program Advisory Committees, and only one program has an articulation agreement. See CVTE 12. The district does not have a process in place to assess labor market demand for their career/vocational technical education programs. Narrative Description of Corrective Action: ARHS has contacted Greenfield Community College (GCC) to reinstate several of the articulation agreements and forge new ones based on our updated curriculum. Additional agreements will be pursued with other area colleges and universities. Advisory committees will be created and our ongoing work with the Amherst Chamber of Commerce will focus on our Perkins programs. Perkins Section 113, Vocational Technical Education Regulations 603 CMR 4.05. Department CPR Finding: Document review, enrollment data review, and interviews with staff indicate that the district is inaccurately reporting some students in the Department of Elementary and Secondary Education’s Student Information Management System (SIMS). For example, interviews confirmed that the majority of students participating in the districts career/vocational technical education programs are in grade 9 and grade 10. However, the district is currently only reporting students in grade 11 and grade 12. Perkins Section 135, Vocational Technical Education Regulations 603 CMR 4.03 (4). Department CPR Finding: Documentation provided by the district suggests that there is one articulation agreement (See CVTE 8.) with Greenfield Community College for Engineering signed in 2009; however it is not clear if the agreement is current since the form specifies continuation of the agreement is subject to yearly review. In addition, the documentation included a certificate issued to Amherst PS from the Culinary Institute of America indicating the program “meets the food service experience requirements” but no evidence of an articulation agreement with the Culinary Institute of America. There was no evidence that any other career/vocational technical education programs have articulation agreements. Perkins Section 135, M.G.L. c. 74 Section 2A, M.G.L. c. 152, Vocational Technical Education Regulations 603 CMR 4.03(4), Chapter 385 of the Acts of 2002. Rating: Partially Implemented Department CPR Finding: Interviews and documentation revealed that while the district has written policies, procedures and forms for the Experiential Education program, the program does not have a policy addressing that criminal offender record information (CORI) checks are completed, where required, prior to student placement at the worksite. One student (18 years old) was placed in a private home providing 1:1 care of a minor working as a personal care assistant with no CORI check on the student or the “employer” (parent/guardian). In addition, the following concerns resulted from interviews, documentation review and student record review: The Internship Agreement does not include a statement requiring employers to agree it will not discriminate on the basis of protected status. Teachers are required to conduct one worksite visit; however, this does not provide sufficient supervisory time between the district, student and the employer. There was no evidence that the district provides a safety and health orientation specific to the worksite for participating students. There was no evidence that the district verifies the employers’ workers compensation insurance policy. There was no evidence that participating students are only those that have demonstrated the acquisition of the technical knowledge and skills necessary for participation. While the employers are required to evaluate the student’s general employability skills, there was no evidence that the occupation-specific knowledge and skills to be acquired by participating students are assessed by the employer. The Experiential Education program allows students to leave the school during the last block, two days per week, to go to the worksite. However, on the other three non-Experiential Education days students are routinely allowed to sign-out for the school day. Narrative Description of Corrective Action: Revised Experiential Education Documents will include statement about anti-discriminatory practices; students in the CVTE programs will have a minimum of three worksite visits/meetings with supervisor; the district will provide a safety and health orientation in conjunction with the employer, the experiential education supervisor will ask for a copy of the employer’s workers compensation insurance policy before students begin their placement; teachers of students enrolling in the program will provide evidence through their course assessments that students have acquired the necessary technical knowledge and skills needed for full participation; Employers will complete an assessment for their students that include occupation-specific knowledge and skills. We have already modified our practices and we require students to be on campus engaged in a directed study when not at the worksite. CORI checks will also be made prior to students beginning their work and will be stated as part of the program policies. Rating: Partially Implemented Perkins Section 135; Vocational Technical Education MA Department of Elementary & Secondary Education, Program Quality Assurance Services Amherst-Pelham CPR Corrective Action Plan 40 Regulations 603 CMR 4.03(4). Department CPR Finding: Document review and interviews indicate that the district has a scope and sequence for all programs; however, there are no Program Advisory Committees, no process in place to evaluate the career/vocational technical education programs, nor a system to ensure technical skill attainment is being recorded or any current articulation agreements. Therefore, there is no evidence that the programming provided prepares students, including students that are members of special populations, for high skill, high wage, or high demand occupations that will lead to self-sufficiency. Rating: Partially Implemented Department CPR Finding: A review of documentation, including the FY11 and FY12 Perkins grants prepared by the Collaborative for Educational Services (CES), and interviews with district and collaborative staff revealed that Perkins professional development that was planned, approved and funded was not implemented for Amherst-Pelham Public School staff. In addition, while teachers of career/vocational technical education programs seek out professional development on their own (funded by the individual), none of the teachers were aware that Perkins-funded professional development opportunities existed.
