UNIVERSITY OF MAINE SYSTEM Wage Determination Process (1) Campus requests wage determination from UMS when submitting Project Create form. (If more than one contract will be bid under account, submit additional requests, as needed. For example, asbestos contract and GC contract.) (2) All projects with budgets greater than $50,000 are required to have a wage determination request. Please note on the WDR if the funds associated with the project are 100% private funds. (3) UMS Facilities Office will request wage determinations from Bureau of labor Standards. (4) Wage determination must be received by UMS before advertising a project. UMS will submit requested Wage Determination to campus project manager (listed on Project Create form). (5) Wage determination form must be attached and be part of contract specifications and bidding documents. (6) Contract must contain a provision requiring contractor and all subcontractors to pay a rate or rates of wages and benefits that are not less than the listed fair minimum wage and benefits. (7) The contractor and each subcontractor shall keep a record showing the names and occupation of all laborers, workers and mechanics employed by them and all independent contractors working under contract with them in connection with University construction. (8) The contractor’s record must show hours worked, title of the job, hourly rate or other method of remuneration and the actual wages or other compensation paid. (9) A copy of each record must be kept at the job site for review by University or BLS. (10) A copy of each record must be filed monthly with the University. University will not accept nor keep any record containing Social Security numbers, taxpayer identification numbers or any other record protected under privacy laws. (11) Projects using Federal funds required to follow the Bacon-Davis Act are exempt from this process. r. 05/2007
