Meeting Minutes
August 20, 2009
The Professional Educators Council Meeting was called to order. Those in attendance were Wayne
White (Moderator), Pam Arkin, Vonnie Colvin, Audrey Church, Dave Geraghty, Lily Goetz, David
Locascio, Pat Lust, Rachel Mathews, Kelly Nelson, Jeannine Perry, Lissa Power-deFur, Gerry Sokol,
Peggy Tarpley, and Kathleen Wiesendanger. Other attending were Alissa Baldwin, Judy Allen and
Margie Godfrey.
I.
Conceptual Framework - Dr. Colvin motioned that the revised Conceptual Framework be
accepted as amended (last revision was 8/11/09). The main change was replacing the word
teachers with educators. It was approved unanimously to accept the revised Conceptual
Framework.
II.
General Assessment—Dr. White will be bring general assessment to program areas for
comment. The group was advised not to “crunch” numbers or to use data being sent for
research or individual assessment purposes. Instead, program areas are to look at the
assessment data to see how it impacts the program and unit development. It should foster
creativity and growth. Assessment will change make up of program as information indicates
and promote professional development. General assessment data being sent now is in
relation to teacher preparation program and Virginia teaching license, but in near future will
be more program area assessment data.

Program Assessment—All program areas should have matrices from Virginia Department
of Education (VDOE). Please look at program assessment matrices in CanTeach and make
sure they align with VDOE, if don’t align do what is necessary to make them align. The
VDOE program assessment approvals thus far are CSDS, English, Library Media, Reading,
Social Science and SPED. This process went from and external review process to an internal
review due to budget. There is a three month window for a review response and respond.
If no response they are still reviewing.
Compliance for licensure will change after December 31, 2009. There will need to be
exceptions made for current candidates in the program.

Program Review—Dr. White will send the PowerPoint in regard to Program Review with
exhibits that will be needed for NCATE. NCATE has asked Longwood to pilot NCATE
Continuous Improvement Review for 2011. The advantage to programs if we accept the
Pilot is that they can submit their report and have it reviewed and then be able to submit
their final report. If we do not accept program reports are due on September 15, but if we
accept the Pilot Continuous Review program reports are due in the spring. It was
unanimously minus one voted to accept the NCATE Pilot Review
NCATE Review—Alissa attended NCATE Redesign Announcement in DC. The
announcement was NCATE’s commitment to create general partnerships with PK-12 schools.
Institutional Research (IR) will have one year of data by September 2010. Bi-annual report,
Title 2 and state licensure by program area information are assessments being done. NCATE
has asked Longwood to pilot their Continuous Improvement Program in 2011. The
advantage would be that the programs would submit their program review, have it come
back and be able to make changes prior to the IR submission. If we stick with the
traditional program then the program reviews will be due September 10 th of this year.

State Review Process—VDOE would like to negotiate to be accrediting body instead of
NCATE. Some program areas have had to realign their SPAS. In order for VDOE to
recognize a program area you need to have 10 completers within a 2 year period. Physics
and German have not had completers in the last four years.
We will begin to look at liberal studies students that are non-completers of the programs.
Dispositions during student teaching are being tracked and will be given to the program area.
Graduates are being tracked and will be surveyed. Assessment is being gathered on GPA. The
overall GPA of teacher candidates entering the Teacher Preparation Program and the overall and
major GPA of those applying for the student teaching semester and prior to beginning their
professional semester will be collected and sent to the program areas.
If teacher candidates complete your program and they do not take the required assessments they
are counted as a non-completer of your program. This information goes in the Bi-annual report
which is submitted June 15 of each year. If a student changes their major they are not counted as
a non-completer. If VDOE requires Praxis II then program area needs to institute. Program areas
need to make the decision, if this should be included in their program requirements. VCLA and
VRA have an approximate 99% pass rate.
VITAL has been discontinued to due to state budget cuts.
Closing—Please take your Program Report and update and have ready to submit by Spring 2010.
