April 19, 2013 To: Athletic Review Committee Cc: Members of the SIFC and the Athletic Department Re: SIFC review charge for the Athletic Review Committee As outlined by the Special Commission for Student Fees Strategic Planning (SCSFSP), the Student Incidental Fees Committee (SIFC) has been charged with the responsibility to conduct reviews of student fee funded budget areas as a means to evaluate budgetary structures. I have chosen to end the review process for the 2012 – 2013 school year with the conduction of a review of Athletic fee. Review outline: Create as much dialogue as possible between the Athletic Department, the review committee, and SIFC. The process should be transparent to all parties involved and should ensure the improvement of the SIFC and Athletic Department processes. The scope of this review should include, but is not limited to: Fully assess programs and services that are within the scope of student fees. Examine the need of the current structure of the Athletic student fee and if a more transactional based structure would be more efficient and make more sense. In addition, make recommendations to reform the SIFC Bylaws and Budget Guidelines to reflect these structural changes. Develop ways to make sure students with disabilities, student parents, or any other student with obstacles to waiting in line for hours for football tickets can receive tickets fairly. Examine the current system for handing out football tickets, and assess whether it is the most feasible and most efficient. I would recommend looking at different schools and talking to their administrators to gather information. Include the cost of different systems for handing out tickets as well. For example, who pays for security at a line? Examine how the athletic department determines student ticket values and make sure this is transparent for students and SIFC. Determine if the current amount of tickets allocated for sports that require tickets (baseball, football, volleyball, gymnastics, wrestling, and men’s and women’s basketball) is sufficient or insufficient. Please look into the future as well. Establish procedures for if there is no student demand but extra community demand and Athletics would like to sell student fee paid for tickets to the general public. Look at the past when this has been done as well.
