To help members save on travel costs, the PNAAW
has made arrangements with IA to offer their
certification program in WI.
Iowa Mandatory Commercial Manure
Applicator Certification Training Jan 7
If you plan to apply manure for hire in Iowa in
2003, all employees working in the state will need
to be certified by the Iowa DNR. Iowa State
University Extension, in cooperation with the
University of Wisconsin-Extension will be
offering two sites in Wisconsin where applicators
can attend the certification training. These
meetings are only open to applicators who wish to
become certified in Iowa. The two Wisconsin sites
are in Sauk and Grant County.
Applicators (and any employees) wishing to
become certified in Iowa must attend the 3 hour
training program or take and pass an annual exam.
An additional site may be added if enough people
request it. (contact Kevin Erb at 920.391.4652 to
inquire about additional sites)
Pre-registration is required by December 31
with Iowa. For information, or if you have any

associate members. Treasurer Jan Ruhland will be
mailing renewal notices for 2003 before the end of
the year. You can also renew or join when you
register for the annual meeting. Those that joined
after July 1 will not need to renew for 2003.
Annual Meeting January 31, 2003
Antiqua Bay, Wisconsin Dells
The Association annual meeting is set for Friday,
January 31, 2003. The full registration info and
agenda are enclosed. Highlights include:
 Regulatory Update (DNR, DATCP,
USDA)
 Odor Issues (Robt Meinen, Penn State)
 DOT Road Weight/Implement of
Husbandy Rule Revisions/Enforcement
 Our voluntary certification program
This year’s program is a one day event, however
we are meeting jointly with the WI Forage
Council and Custom Forage Harvesters. Those
two groups will have presentations on both
Thursday and Friday. You can register to attend
either the one day (Friday) or both days.
Business items include board of director elections
and a formal approval of the Association by-laws
(which will be mailed in mid-January)
Open board slots (and current director) are:
1.
Turn off the pump. If it is a hose break, park, the tractor
on the hose.
2.
Take steps to stop the flow. If the flow is headed for the
creek, till up the ground ahead of the flow. If in a road
ditch, a small dam will suffice.
3.
Contact the DNR. Spill reporting is mandatory by state
law. You can call the DNR Spills Hotline at 800-9430003, or you can call the county sheriff and ask them to
notify the DNR warden on duty.
4.
Preserve human life. Don’t make a bad situation worse
by acting without thinking (i.e. driving a skid steer
without lights down a town road after dark)
5.
Clean up the site. If in a ditch, flush with approximately
three times as much water as the volume of the spill
(whatever it takes to remove the solids). Land apply all
manure in a proper way. Remove soil that is soaked
with manure and land apply.
6.
Do not draw attention to yourself. Six pickup trucks and
30 people standing around will draw unwanted
attention.
7.
Document what you did when, who you called and
when, etc.

Spill Response
A spill response fact sheet is being developed,
along with a wallet card for all employees and a
videotape detailing proper response techniques.
When a spill happens, there are several important
steps that must be taken quickly.

Training Survey
We are trying to determine how many Wisconsin
applicators are either already certified in
Minnesota by their Commercial Animal Waste
Technician program and how many others may be
interested. If you fall into either of these
