1. Summary Statement: State the major function(s) of the position and its role in the

The Specialist, Hazardous Waste Pollution Prevention provides hazardous waste regulatory
compliance and multi-media pollution prevention technical assistance to small businesses throughout
Nevada. The position is located in the Business Environmental Program (BEP), Nevada Small
Business Development Center (NSBDC) within the College of Business (COB), at the University of
Nevada, Reno (UNR). The position may be housed in any one of the NSBDC’s service centers
located throughout the state in order to best meet assistance delivery needs. This position is
consistent with the University’s community outreach efforts and NSBDC’s mission to serve small
businesses throughout Nevada. This position strives to improve the economic competitiveness of
Nevada businesses while reducing environmental impacts, and improving compliance with hazardous
waste regulations.

85% - Technical Assistance
 Conduct on-site assessments of waste management and pollution prevention practices at
businesses and offering personal counseling to businesses across the state
 Develop and present training seminars on hazardous waste management and pollution
prevention to the business community across the state
 Provide assistance through a toll free assistance line
 Write fact sheets, manuals, and articles for publication and distribution to businesses and
participate in the development of other special reports or projects
15% - Training
 Be involved in program outreach efforts through group presentation to trade associations,
economic development agencies, and at various trade shows and conferences and maintain
the mailing list and database marketing of services and training seminars
 Maintain professional competency, track new information/materials, and maintain a resource
center to support hazardous waste management and pollution assistance services
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom
This position is funded by the Nevada Division of Environmental Protection/USEPA to provide
technical and hazardous waste management compliance assistance on a free and confidential basis
to Nevada businesses. Since this position is associated with the University, it serves as an excellent
tool for building stronger bridges between the community and the University. BEP is already
recognized as one of COBA’s strongest community outreach programs. Incumbent must work
independently under minimal supervision and with considerable latitude for initiative and independent
judgment.

Impact
The Specialist’s performance affects the economics of the assisted businesses while reducing
environmental impact. This position is very visible to the public and therefore has a direct impact on
the perception and professional reputation of the NSBDC/BBER and university.
4. Describe the knowledge, skills (to include cognitive requirement and verbal and written
communication), and abilities (to include task complexity, problem solving, creativity and
innovation) essential to successful performance of this job (in bullet format).
Knowledge of:
 Processes and operations typically used by industry and small businesses (dry-cleaning, auto
repair/auto body, etc.) and the different waste streams they generate are required
 Concepts of pollution prevention, waste reduction techniques and technology are essential
 The hazardous waste regulations and the environmental regulatory structure is imperative
 Training methods
Skills:
 Excellent verbal and written communication skills including public speaking
 Interpersonal and human relations skills
 Proficiency in use of a personal computer and current software applications including but not
limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, and email)
Ability to:
 Develop credibility, establish rapport, and formulate partnerships with diverse populations that
result in collaborative efforts, and sustain effective cooperative working relationships
