Summary Statement: State the major function(s) of the position and its role in the university. The Fiscal Manager – Northern Area (Washoe, Douglas, Carson, Storey, Elko, Pershing, Humboldt and Lander Counties), is responsible for financial management and budgetary development functions of the Northern Area of the University of Nevada Cooperative Extension. The incumbent is responsible for financial reports and oversight of all Northern Area accounts, working closely with the Northern Area Director and faculty on budgetary development functions of grant and self-supporting budgets. Responsibilities include supervision of accounting staff and general management of Northern Area administration and Washoe County facility support. The position reports to the Area Director, Northern Area Extension. 2. List the major responsibilities, including percentage of time devoted to each. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 55% - Budget Development and Administration Research, forecast income and expenses, develop and prepare budget from state, selfsupporting, county and federal funding sources Design new and/or revise existing procedures and policies for fiscal operation, procedures, policy, compliance requirements Oversee daily accounting activities (e.g. AP/AR, taxes, account balancing); ensure compliance with applicable regulations Monitor accounting activities in relation to budget; review and evaluate financial status and conditions; recommend or make corresponding adjustments and revisions; update Area Director Prepare & submit County Schedule B annual budget to county agency for integration into external county budget Conduct ad hoc or regularly scheduled audit as needed Plan, organize and implement year-end spend down and close out Provide consultation to Area Director, Area HR Manager, Dean, Statewide, county staff and others Develop and produce statistical and narrative reports, charts, graphs, automated tools. Level of Freedom: The position has delegated authority from the Northern Area Director and must be able to make independent decisions regarding financial and budget administration and implementation. The position must be able to justify decisions to Area Director and Statewide Fiscal and HR Officer. Impact: Decisions and judgments could have significant impact on how effectively resources are utilized which directly impacts the effectiveness of the Area outreach and goals and objects and on the fiscal stability of the Northern Area Nevada Cooperative Extension. Decisions impact Northern Area office funding and strategic planning. The Northern Area consists of eight counties therefore, decisions affecting the Northern Area impact the entire College. Poor judgment and decisions could adversely impact the ability to deliver and maintain continuity of community programming and hamper most public relations efforts in accomplishing our mission. Poor judgment could jeopardize federal/state/county funding with serious consequences to continued programming/community engagement and negatively affect the reputation of UNCE, UNR and NSHE. 4.
