1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Director, Research, is responsible for generating new contracts, research projects, and grants at
the Nevada Small Business Development Center (NSBDC), the Bureau of Business and Economic
Research (BBER), and the Center for Regional Studies (CRS) under the College of Business (COB)
at the University of Nevada, Reno (UNR), as well as supervising the Business Environmental Program
(BEP). The Director is the administrator and manager of BBER research activities and must assure
timely and satisfactory completion of research projects. Specific duties include initiating and
managing external and internal research and business-related revenue-generating projects as
required, acting as a principal investigator on research projects, and coordinating faculty, staff and
private sector consultants in other university sponsored research, proposal writing, and reporting.
The NSBDC’s program outreach efforts require the Director to assist in the development and
maintenance of strong relationships between the University and the business community, state, and
local governments. The individual strives to develop working relationships between COB and the
financial and investment communities, legal associations, private consultants, local and state
agencies, and local, regional, and statewide small business groups.
The NSBDC program, in addition to the NSBDC, BBER and CRS office on the UNR campus, has
offices throughout the State of Nevada.
2. List the major responsibilities, including percentage of time devoted to each. Provide

35% - NSBDC/BBER/CRS/BEP Program Development
 Initiate new contracts with individuals or groups who are involved with business development
in the state
 Promote awareness of NSBDC/BBER/CRS/BEP services and how constituents can receive
these services
 Target promotional efforts for private sector individuals and groups throughout the state and to
entities such as development authorities, non-profit business groups, government agencies,
and other involved with business and economic development
 Market services of NSBDC/BBER/CRS/BEP
 Meet with prospective clients such as private-sector businesses and federal, state, and local
agencies who are seeking research and other business-related assistance which includes
providing economic/business information to the business community and to entities concerned
with economic development
 Work closely with the State Director, COB Dean, and other NSBDC/BBER/CRS/BEP and COB
faculty to explore opportunities for business related research and service contracts
 Solicit national research contracts, specifically, grants with agencies that promote business
development and/or business research
 Establish and build relationships with managers from federal agencies and national
foundations and promoting awareness of NSBDC/BBER/CRS/BEP services to managers in
these organizations

40% - Administration of BBER arm of the NSBDC
 Oversee grants and contracts administration
 Where applicable, act as principal investigator/participant for NSBDC/BBGER grants,
contracts, and projects
 Generate scope of work and work plans
 Write proposals, draft reports, and final reports, as needed
 Work with State Deputy Director to develop project time lines and schedules to allocate
faculty, staff, student personnel, consultants, and operating resources for projects
 Interact with clients to insure that work is done on time, within budget, and to client’s
satisfaction by managing and coordinating staff activities to manage issues which affect grant
or contract performance
 Has authority to administer research budgets, supervise employees, and manage activities in
order to ensure completion of all research within the NSBDC/BBER
 Develop administrative procedures for the NSBDC/BBER as it pertains to research
25% - Supervision of the Business Environmental Program (BEP) Arm of the NSBDC
 Oversee personnel issues, including annual evaluations, counseling employees when
necessary, etc.
 Work with BEP on development and/or revision and implementation of its strategic plan
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Director assumes almost total responsibility for BBER projects and activities. In addition to
generating new grants/projects, this position monitors and manages ongoing research activities and
when appropriate, may delegate stipends for COB faculty. The Director must be able to budget and
estimate costs for new projects, manage concurrently large research activities, assign priority to
various projects, and delegate work to other faculty, staff and students. The Director has
considerable latitude for independent action and is evaluated on intermediate term results of actions,
not necessarily on specific procedures used. The Director may make immediate operating decisions
affecting other involved in projects. The contracts generated by this position are the basis for external
services offered by the University, opportunities for faculty outreach research, and recovered indirect
costs.
Impact:
The Director is a visible advocate of the NSBDC/BBER/CRS/BEP and the University and the degree
to which the incumbent performs his/her functions can significantly impact the University’s role in
economic development in Nevada and impacts the entire NSBDC/BBER/CRS/BEP programs. These
decisions affect the visibility of the program, budget allocation, and personnel selection that influence
the productivity of the programs and ultimately their success or failure in Nevada. Effective
development and management of grant and contract opportunities affect the funding level of the
programs, new and expanded services to businesses, future funded research opportunities for faculty,
and new grant and contract opportunities for the programs. Because the NSBDC/BBER/CRS/BEP
work with many economic development entities, private businesses, and public agencies, it is
imperative that quality assistance be of the highest caliber or it will have major repercussions for the
NSBDC programs and the University.
