1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Director directs the Center for Program Evaluation (CPE) which provides full-scale evaluation
services and technical assistance to local, county, and state level private and public organizations.
This position reports to the Vice President of Health Sciences and works closely with Chairs and
Directors of other units under DHS and the Evaluation Task Force associated with CPE.
The major oversight functions include strategic planning for CPE, program assessment and
evaluation, establishing and monitoring quality assurance of the services provided by the center, and
maintenance of effective campus-wide, as well as external community and NSHE relationships that
foster effective delivery of services from the Center.
2. List the major responsibilities, including percentage of time devoted to each. Provide

30% - Management and Leadership
 Oversee contract and supplemental awards and activities
 Provide leadership and vision to establish CPE as a significant provider of evaluation services
and support
 Provide overall management to ensure maximum operational efficiency including personnel
and fiscal management
 Explore creative/innovative approaches to maximize the mission and goals of CPE
 Participate in the DHS Chairs and Directors meetings and College initiatives, e.g. “Building A
Healthy Nevada,” and faculty searches
 Participate in UNR committees, e.g. Health Sciences Task Force and University Planning
Council
30% - Grant Writing, Contract Negotiations and Management
 Collaborate with existing and new clients to obtain grants and contracts for the center
 Collaborate with other university centers and departments to secure grants and contracts for
the center
 Organize and coordinate meetings of CPE’s faculty associates and the Division’s Evaluation
Task Force
20% - Evaluation Support
 Provide overall evaluation support to CPE faculty and staff in evaluation design,
implementation, analysis and reporting
 Annually administer and utilize findings from Client Satisfaction Surveys to organize
professional development opportunities and review project protocols.
20% - Networking, Marketing and Evaluation Outreach
 Present the Center’s services to University organizations and departments as well as
Statewide organizations and community-based organizations
 Represent CPE/UNR and participate in local, state, regional, and national/international
professional organizations
 Prepare and post/distribute CPE annual report and press releases

3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
CPE is a self-funded center that provides evaluation services to both on- and off-campus entities
including individual faculty. All of the projects involve evaluation services and require that these
projects be designed and implemented in consultation and partnership with CPE clients. The Director
has authority for independent decision-making and judgment regarding the Center’s activities. The
decisions and judgments made by this position and the results of the work performed by CPE
contribute to the mission of the Division of Health Sciences and the University as a whole. The
Director works closely with the DHS Chairs and Directors. The individual is expected to provide
leadership in the performance of the responsibilities of the position in order to insure the success and
credibility of the center’s work and the reputation of UNR and NSHE.

Knowledge of:
 Professional standards and guiding principles of program evaluation
 Related health and/or human service discipline (i.e., theory) and the context of practice
associated with that discipline in various settings where evaluations will be conducted
 Human resource policies and practices
 Tenets of partnership evaluation and the profession as a whole
 Budget development and management
 Higher education policies and procedures on allowable use of funding resources and grants,
contracts and sponsored projects
 Proposal development and grant management
 Evaluation and reporting to funding agencies
Skills:
 Professional Practice-be able to apply professional evaluation standards, act ethically, and
consider the general and public welfare in evaluation practice;
 Project Management-ability to organize and respond to demands of the project, i.e., time,
human and physical capital requirements, and conduct the evaluation appropriately and in a
timely manner;
 Interpersonal Competence-use written, oral communication skills to negotiate, resolve conflict,
and facilitate constructive interpersonal interaction;
 Situational Analysis-ability to grasp program context, analyze issues impacting evaluation use
to modify the study as needed and stay open to the unique requirements of the program and
its constituents;
 Reflective Practice-capacity for self-awareness as a professional evaluator and willingness to
pursue professional development to enhance professional competencies;
 Systematic Inquiry-Ability to understand and apply key evaluation concepts, approaches and
terms, from conducting literature reviews to development of evaluation designs, to collecting
and analyzing data using appropriate (e.g., quantitative and/or qualitative) methods.
 Excellent oral and written communication skills to include presentation skills (development and
delivery)
 Teaching and training skills
 Proficiency in use of a personal computer and current software applications including but not
limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint, SPSS and email)

 Supervise staff (i.e., support, train and provide teaching assistance)
 Practice evaluation from a partnership evaluation perspective
 Manage complex projects and manage budgets and timelines
 Coordinate program activities among internal and external partners
 Effectively communicate evaluation results in written form and through facilitation of oral
presentations and dialogues
 Prepare written reports at the level commensurate with publishable manuscripts
 Develop clear and competitive proposals for funding

at management level in applied or in program evaluation setting with demonstrated
success in providing leadership and support to staff using teambuilding approaches
Preferred Licenses or Certifications: Completion of specific coursework (12 credits) or
certification/training program in Program Evaluation
