Summary Statement: State the major function(s) of the position and its role in the university.
Attach an organizational chart with positions, ranges, and names for the division which reflects the

The Nevada University Center for Excellence in Developmental Disabilities (UCED) is
administratively housed in the Research and Educational Planning Center (REPC) and has
a campus, statewide, and national focus. The UCED offers multidisciplinary training,
provides exemplary services, disseminates information, provides technical assistance, and
conducts relevant research and evaluation projects in special education and disabilities
areas. Activities are supported through the Administration on Developmental Disabilities and
through related grants and contracts from federal, state, and private sources.
The Coordinator, UCED Data Systems is the data management specialist providing
technical expertise and guidance to REPC and NV UCED project teams (software
developers, project engineers/scientists) to determine technical direction, and/or solve
complex data problems on projects or parts of major projects. The incumbent is responsible
for establishing and coordinating data management for all sponsored research,
development and training projects of state and national significance in education and related
social science areas housed in the REPC.

40% - Consult, analyze, design and develop data management systems
 Provides technical expertise and guidance to REPC and NV UCED project teams (software
developers, project engineers/scientists) to determine technical direction, and/or solve complex data
problems on projects or parts of major projects
 Establishes and coordinates data management for all sponsored research, development and training
projects of state and national significance in education and related social science areas housed in the
REPC.
 Analyzes and develops advanced approaches, concepts, principles and processes behind data
management and analysis
 Designs data work flows, security and privacy to meet grant and contract requirements for Federal,
State agencies
20% - Direct and manage all programming of data management systems
 Responsible for NIRS databases that report and track all UCED activities
10% - Trains and maintains technical support for the REPC and UCED funded projects
 Makes technical presentations to management, funding entities, and conferences in areas of
specialization
20% - Grant proposal development
10% - Set standards and training for software coding, ADA and security requirements
 Sets standard practices and independently determines original design approaches and parameters

3. Describe how the decisions and judgments made by this position and the results of work
performed impact the department, division and/or the university as a whole.
The decisions and judgments made by the Coordinator set standard practices for data management in the
unit, which in turn affects the ability of the projects to meet their contractual/grant obligations in terms of data
and reporting requirements.
Technical support decisions made by the Coordinator maintain open, accessible standards, allowing for
flexibility across multiple data standards and multiple funding sites.
4. Describe the knowledge, skills and abilities essential to successful performance of this job.
Knowledge:
 Strong understanding of the full lifecycle development process of data management systems, including
reading and understanding business requirements and functional requirements, developing detailed
technical designs, and implementing testable solutions.
 Demonstrate understanding of Extreme Programming and Agile Development
 Thorough understanding of open-source and open standards implementation
 Knowledge of RDBMS (databases) and data structures (specifically SQL complaint dbs FrontBase,
EOModeler and FileMaker)
Skills:
 Strategies for analyzing and reporting both qualitative and quantitative data from large data sets
 Statistical software packages (specifically JMP)
 Unix based operating systems
 Manage the development of Web Applications (WebObjects)
 Manage and enforce HIPA, ADA Section 508 and other privacy requirements established by funding
agencies
 Apache and OS X Server configuration
 Deployment of J2EE applications
Abilities:
 Ability to manage multidisciplinary teams of coders, programmers, evaluators and other professionals
involved in funded projects
 Ability to work with variety of disciplines, personalities, and interests in others
 Self-motivated, pro-active and solution-oriented
 Ability to work well under pressure and be comfortable with deadline driven deliverables and regularly
shifting schedules.
5. Describe the type of personal contacts encountered in performing the duties of the job. Explain
the nature and purpose of these contacts: i.e., to provide services, to resolve problems, to negotiate.
The Coordinator, UCED Data Systems works with grad students, classified staff and faculty in the REPC, the
Nevada UCED and the College of Education. The Coordinator understands and works with a variety
disciplines and translate program/project needs into effective and coherent data work flows with appropriate
management/evaluation output. The Coordinator communicates with external fund sources, the national
office of the UCED, as well as other Campus departments and Campus Computing.
The incumbent communicates with software programmers in order to set and enforce stringent quality
controls while maintaining a cooperative software development environment .

Bachelor’s Degree from a regionally accredited institution
b. Minimum type and amount of work experience, in addition to the above required
education necessary for a person entering this position.
Bachelor’s Degree and four years or a Master’s Degree and two years of experience to include:
 Education, disabilities projects, software design, development and relational database
management
 UNIX (preferably NEXT-OS/X) technical experience
 Statistical analysis packages
 Multidisciplinary project management and planning skills
 Management of multiple priorities in a web-application development environment
