1. Summary Statement: State the major function(s) of the position and its role in the
university. Attach an organizational chart with positions, ranges, and names for the division
which reflects the position in it as well as those supervised in the department. (This section is
used for advertisement of the position.)
The Coordinator, Human Resources, serves as a member of the Extended Studies leadership team
and reports directly to the Vice Provost. The position manages the day-to-day operations of the
Division’s centralized human resources department and oversees the administration of over 2000
employment contracts for academic and administrative faculty, classified staff, student workers, letters
of appointment, independent contractors, and guest speaker agreements in statewide, national, and
international locations. The incumbent provides guidance to the Vice Provost, directors, faculty and
staff concerning personnel matters. The incumbent ensures the quality assurance and timeliness of
faculty, staff and student employment contracts and personnel action forms; ensures compliance with
position control; ensures Faculty Human Resources, BCN Human Resources, Payroll, and Affirmative
Action policies and regulations are adhered to for all personnel matters; prepares reports as
requested by University personnel; ensures that work performance standards are current for classified
employees; and, serves on search committees for faculty and staff and supervises human resources
staff. The position reports to the Vice Provost, Extended Studies.
2. List the major responsibilities, including percentage of time devoted to each. Provide

60% - Human Resources Administration
 Manage all aspects of EXS HR including: payroll, personnel, employment configurations,
compensation, employee relations, rule interpretation and application, recruitment and leave
keeping; designated Appointing Authority for classified actions
 Review and evaluate work performance standards (WPS) and evaluations prepared for
classified staff by supervisors to determine appropriate tone, methodology, clarity and
justification for given rating. Provide guidance, consultation and mediation as needed
 Troubleshoot and facilitate problem solving, coach and counsel employees, and supervisors,
in order to resolve employee relations issues before the formal grievance or disciplinary
process is used
 Provide consultation and guidance to directors, faculty, staff and students on applicable
policies, procedures and state and federal laws pertinent to employee relations activities
 Ensure the accuracy and timeliness of faculty, classified staff, and letter of appointments
students, graduate assistants employment contracts, independent contractors and guest
speaker agreements
 Initiate hiring and search processes for all employment types; ensure compliance with all HR
and affirmative action regulations in the search and hiring process
 Communicate personnel rules, relevant university, state policies and federal labor laws to
ensure compliance i.e., Fair Labor Standards Act (FLSA), Americans with Disabilities Act
(ADA), Family Medical Leave Act (FMLA), etc.
 Coordinate faculty contract renewals
 Serve on administrative faculty search committees
 Provide consultation review of all e-Search submissions as department representative; review
search committee makeups, position descriptions before posting, offer letters, etc.
 Review or draft documentation concerning performance problems, disciplinary actions, and
grievances, medical leaves, etc.
 Act as point of contact for campus Human Resources and Payroll offices

25% - Supervision, Training and Development
 Coordinate and supervise the work of one classified employee including: hiring, training,
coaching, evaluating and disciplining in accordance with State Classified Personnel rules and
regulations
 Conduct formal and informal assessments to identify organizational training needs and
recommend appropriate responsive professional development activities to Vice Provost and
Directors
 Organize employee functions (training, staff retreats, social events, etc.) to foster positive
morale and team building
 Coordinate onboarding and exit interviews of all faculty, staff and students employees to
improve retention and reduce turn-over
10% - Budget and Reporting
 Develop self-supporting salary budget in consultation with accounting manager
 Monitor 70+ program accounts and ensure compliance to position control
 Prepare a variety of reports regarding human resource or budget data
5% - Service
 Represent Extended Studies at various meetings on campus (i.e., Human Resources
Management System User’s Group, Human Resources Business Partners, Personnel,
Controller and Budget offices, Network, etc.)
 Stay abreast of current policies and procedures as related to human resources management
 Assists with special projects
3. Describe the level of freedom to take action and make decisions with or without
supervision and how the results of the work performed impact the department, division and/or
the university as a whole.
Level of Freedom:
The Coordinator oversees the day-to-day operations and has signature authority on all HR actions for
letters of appointment, overloads, temporary classified staff, and student workers. The individual is
expected to make sound decisions and judgments on personnel and payroll matters to carry out daily
operations of EXS Human Resources department. The position consults with the Vice provost on
more complex employee relations or HR issues that may have extenuating circumstances and which
require higher level support or decision-making.
Impact:
Extended Studies is a self-supporting unit that serves over 80,000 students and constituents and hires
2000+ employees of all employment types. Efficient and timely completion of responsibilities and
compliance with all required regulations, policies, and procedures is essential to the success of the
organization. Failure of the incumbent to follow all university, state and federal policies and regulations
as it relates to personnel and payroll could jeopardize the organization’s ability to meet its mission.
Failure to meet deadlines for completion of personnel actions for payroll would cause employees to not
be paid in a timely manner thereby hurting the reputation and service of the unit.
