The Assistant Director, Environmental Health and Safety (EH&S) oversees the Emergency

Information & Safety Program and Training Functions within the EH&S Department. The Emergency

Information & Safety Program includes Geographic Information Systems (GIS) application development, export control equipment inventory, safety investigations, training development and implementation, and emergency planning. The Assistant Director ensures safety investigations are accurate and thorough. In addition, corrective actions are implemented, emergency information in support of Knox Box materials, egress maps and building emergency plans are maintained accurately and updated as necessary, maintaining the EH&S departments spatial applications and databases, and overseeing the support activities by campus IT to the department, and Export Control Inventory and support. The incumbent provides supervision of administrative faculty, classified staff and graduate and undergraduate student workers.. The incumbent is responsbile for budget planning and projection for the emergency information management, training development and implementation, export control equipment tracking, and information technology (IT) for all programmatic needs for every EH&S specialty in regard to IT program development and deployment. In addition, the incumbent is responsible for appropriate strategic planning in relation to development of the programs and the annual reporting for the departments goals and objectives throughout the year. The Assistant

Director serves on University committees to represent EH&S and has the authority to commit departmental resources and personnel to adequately satisfy the concerns from the committee. The

Assistant Director meets with the other Assistant Directors and the EH&S Director for development and refinement of programs and to clearly define the responsibilities for the departmental administration to identify training requirements and professional development for EH&S staff and students.

40% - Emergency Information & Safety Program Management

Manage the development of procedures and policies for handling safety investigations by working with the Manager, Risk/Worker’s Compensation, Police Services, and the Emergency

Communications Officer on Worker’s Compensation claims, property loss events, catastrophic events

Recommend corrective actions in response to safety investigation findings and follow-up corrective actions to ensure completion.

Ensure safety investigations are completed in a timely and thorough fashion

Present technical information to middle management, Department Directors, Vice Presidents,

Deans and various public entities

Architect and implement work-flows for collecting and maintaining critical emergency information contained in building Knox Boxes, emergency egress maps, and building emergency plans used by first responders, fire fighters, hazardous material teams and other emergency personnel

Establish procedures to be used for maintenance of emergency planning applications

35% - Supervisory and Personnel Management and Leadership

Manage and supervise various EH&S functions which include EH&S Training Manager,

Safety Specialist, and a classified support position; act as the work manager for the IT faculty that report to EH&S; supervise staff in Emergency Management and GIS to include development of priorities and performance objectives, and annual performance evaluation

Select, supervise, train, and coach administrative faculty , classified staff, and undergraduate or graduate student employees

Provide leadership and mentoring to all direct report personnel, to include guidance and expectations regarding performance, timeliness and quality of services and products, and interactions with campus personnel

Resolve personnel issues and make decisions involving higher level personnel issues, to include hiring, conflicts, and discipline

Conduct performance evaluations and carry out personnel actions, disciplinary or otherwise for direct reports

Evaluate direct report personnel for necessary training and professional development activities to ensure that all professional certifications are maintained and staff are well trained for their positions

Oversee the computer program development and implementation (e.g., Waste submission, facility and lab inspection software, learning management system, chemical inventory system, etc.) by the two administrative faculty from Information Technology (IT) that support all programs in EH&S; provide feedback to Information Technology supervisors for annual performance evaluations and participate in the development of each faculty individual performance objectives

Provide budget planning and projection for the emergency information management, training development and implementation, export control equipment tracking, and information technology (IT) for all programmatic needs for every EH&S specialty in regard to IT program development and deployment

Provide appropriate strategic planning in relation to development of the programs and the annual reporting for the department’s goals and objectives throughout the year

Serves on University committees to represent EH&S and has the authority to commit departmental resources and personnel to adequately satisfy the concerns from the committee

Meet with the other Assistant Directors and the EH&S Director for development and refinement of programs to grow the expertise of the department

25% - GIS Development & Export Control Tracking

Train and coach administrative faculty (Range 2 and 3), classified staff, and undergraduate or graduate student employees in the use of GIS for tracking purposes for multiple programs

Integrate data from other campus systems and create Feature Datasets and Feature Classes in ArcSDE; off campus data, such as Chemical Inventory data (ChemTracker) may also be incorporated into GIS displays

Assist EH&S and other campus staff in identifying needs and/or possibilities for GIS products

Create, modify, test, implement and support GIS applications

Develop applications based on user specification including testing and deploying of the applications

Upgrade the information technology programs after deployment and maintain the programs for the department and the institution

Provide technical support and training to end users, which include, Geography Department,

Facilities Services, Facilities Planning, and Knowledge Center

 Work directly with the Controller’s office, purchasing, and research administration to continue development of methodology and data acquisition techniques for inventorying equipment regulated by the U.S. Department of Commerce, Bureau of Industry and Security under the

Export Administration Regulations (EAR)

Develop training courses (preferably online) with research administration to educate all

Academic and Administrative personnel at mid-to high-levels in Export Control regulations, the ramifications of non-compliance, and the ease of which the inventory can be implemented and completed.

Oversee the staff in capturing all data in spatial (GIS) and non-spatial (Visual Compliance) information systems where it can be consumed by other campus systems

3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or

the university as a whole.

Level of Freedom:

The Assistant Director oversees a number of critical functions that seek to limit institutional liabilities in the areas of managing safety incidents, emergency planning and export control. The Assistant

Director is given the authority to make high level decisions including the ability to commit EH&S resources and personnel to accomplish work scope. The Assistant Director also has the authority/freedom to make decisions and commit the department within University committee meetings in order to satisfy the needs of the institution. As the incumbent is responsible for accident investigations and other type of investigations (i.e., property loss), the incumbent is given the freedom to make decisions committing resources and personnel in order to implement corrective actions from investigations. The incumbent will also be responsible to communicate frequently with regulatory agencies, fire department, and emergency response personnel, including commitment of personnel and resources to avoid any regulatory action. The incumbent takes an active role in the overall management and strategic planning of the department and acts in the Director’s absence when necessary. The Assistant Director obtains input from the Director on complex situations, goal-setting and resource needs.

Impact:

The Assistant Director is responsible for accident and property loss investigations. Errors within these types of investigations could cause a likelihood of recurrence of events, up to and including, potential legal action from injured parties. OSHA enforcement may also investigate employee injuries resulting in potential regulatory fines, if the cause of the accident is not mitigated. Improper techniques to the investigatory process could cause the institution to have greater Worker’s Compensation costs resulting in less funding to the institution. Other responsibilities include working with other regulatory agencies, such as the State Fire Marshall and the City of Reno Fire Department. Improper negotiations with agencies could cause increased inspections resulting in fines and/or penalties and/or delay other aspects of the institution’s operating capability. Errors in technical or administrative judgment in any of these areas could result in substantial regulatory fines, penalties, hazardous conditions and negative publicity for the University.

Safety, Health, and Environmental Regulatory Compliance Standards, specifically, Emergency

Planning and Compliance, including OSHA regulations in 29 CFR, City of Reno regulations in relation to the operational aspect of the Fire Department, International Fire Code for discussions with the State Fire Marshall

Export Control Regulations including the Export Administration Regulations (EAR)
