AUTHORIZATION TO PLAN
An Authorization to Plan (ATP) is issued to those projects identified in the Integrated
Transmission Process (ITP) that are needed beyond the financial commitment window.
SPP will post a document on the SPP website that lists all projects that have been issued
an ATP. The process flow diagram for issuing an ATP is located in Appendix A.
Once ATPs have been issued from SPP’s Board of Director approved projects, SPP will
include all applicable ATPs into the models for the Aggregate Study (ATSS) and
Generator Interconnection (GI) study processes. ATPs will be modeled as described by
the following conditions:



An ATP project will be modeled if the in-service date is prior to (or equal to) the
model date.
An ATP project will not be modeled if the in-service date is later than the model
date.
An ATP project will not be modeled if no in-service date has been assigned to
that project.
SPP will consider those ATP projects that do not fall within any of the modeling horizons
as possible solutions in future studies, but will not be limited to just those ATP projects
as solutions.
The authority for SPP to issue an ATP is derived from approval by the SPP Board
of Directors or when such upgrade is otherwise required pursuant to the tariff.
