(Which for the FRCC also includes 69 kV facilities.) Applicable FRCC Reliability Standards: FRCC has adopted the NERC Reliability Standards. Applicable FPL Criteria: TRANSMISSION PLANNING RELIABILITY CRITERIA FPL has adopted transmission planning criteria that are consistent with the planning criteria established by the Florida Reliability Coordinating Council (FRCC). The FRCC has adopted transmission planning criteria that are consistent with the Reliability Standards established by the North American Electric Reliability Council (NERC). The NERC Reliability Standards are available on the internet http://www.nerc.net/standardsreports/standardssummary.aspx In addition, FPL has developed a Facility Connection Requirements (FCR) document as well as a Facility Rating Methodology document that are available on the internet under the FPL OATT Documents directory located at: : https://www.oatioasis.com/FPL/index.html With respect to thermal ratings for specific transmission lines or transformers, they are found in the load flow cases that are provided by the FRCC as part of this filing. Generally, FPL limits its transmission facilities to 100% of the applicable thermal rating. There are several factors could influence this criteria, such as the overall potential customers that may be impacted, the probability of an outage actually occurring, or transmission system performance, as well as others. The criteria referenced above are used for planning purposes and not for operating the transmission system. Some operating parameters (switching actions) may be factored into the planning process provided there is sufficient time for operator actions without jeopardizing the safety and reliability of the transmission system.
