K van der Merwe, Eskom: Yes, all sub-stations have emergency
plans. Also, sub-stations adhere to NOSA safety regulations. Local
emergency services are in communication with the sub-station and
action will be taken
Mr K van der Merwe, Eskom: Perhaps only small contracting
opportunities in relation to other projects. Also, there are a limited
number of companies which are able to erect power lines.

S Dunsmore: Research is on-going in this field, but is currently
inconclusive.
Potential developments to promote agri-tourism could be negatively impacted on by the
transmission lines due to the visual impacts.
If the southern route is used, it could follow an existing 400 kV Line, this would run
across arable land of the Steinthal school. Would it be possible to move the proposed
line approximately 200 meters to maximise the available arable land?
Construction camps could lead to potential social problems at the Steinthal school.
Discussions should take place timeously with the Board.
Foreign capital investment in the area is important to future growth and the sustainability
of existing infrastructure, more transmission lines could be detrimental to this.
S Dunsmore – this would be negotiated with Eskom.

1. Erosion
Erosion on Eskom access roads is a problem. Preventative action should include the
construction of berms. The farmer, and/or private contractors could maintain access
roads. Eskom should compensate the landowner if he appoints the contractor or hires
the necessary equipment.
Alternatively, Eskom should pay the farmers to build and maintain the access roads.

How and where are used PCBs disposed of?
Disposal of PCBs is done strictly in compliance with the
requirements of the Basil convention, an international agreement
controlling the trans-boundary movement of hazardous waste. This
entails carefully packaging, storing and eventually transporting the
PCBs to avoid leakage. The packaged PCBs are sent either to
Denmark or the United Kingdom where the PCBs are destroyed in

I note that ESKOM has secured the services of Johathan Kaplan as an arcaeologist to

2. Servitude compensation
Does Eskom pay for the servitudes on a monthly basis? It has been rumoured that this
could be R 25 000 per month.
K van der Merwe, Eskom: It is Eskom’s policy to pay for the used
of servitudes according to market related prices. Registered
valuators are appointed to determine these values which will
depend on land use and area. The landowner receives a single
payment.
Should the landowner not be satisfied with the evaluation, he/she
may appoint an evaluator at own cost.
Although, landowners may not erect or build infrastructure under
the lines, farming activities may continue.
Understanding that landowners do not like servitudes, Eskom will,
as far as possible run parallel to boundaries or where no
developments are planned.
Should no agreement be reached with the landowner on
servitudes, the matter will be referred to court.

Will there be sub-contracting opportunities for locals and will these be advertised in the
local media? Eskom should investigate potential opportunities for locals that would
include bush clearing, fence erecting, administration, security etc.
Mr K van der Merwe, Eskom: Perhaps only small contracting
opportunities in relation to other projects. Also, there are a limited
number of companies which are able to erect power lines.

emergency services are in communication with the sub-station and
action will be taken

intention is to identify key stakeholders and to create an
opportunity for participation throughout the Environmental Impact
Assessment. Feedback will be given to the Interested And
Affected Parties registered on the database. Also, the deadlines

What will be the visual impacts from Tulbagh?
Menno Klapwijk- The new structures are not as dense as the old
structures. When there is a high ground view, with the mountain
serving as a backdrop, the structures blend into the visual
diversity. When the structures break the skyline, the pylons and
lines become dominant and these can then become intrusive.
Fires - Thulbagh area
Height of the vegetation could lead to greater fire hazards.
Cape Nature Conservation no longer implement fire breaks under the lines, especially
where fynbos is involved.
Access Roads can serve as effective fire breaks.
Fires – Fynbos management
Fynbos does not need to be burnt artificially, this should be left to burn naturally. 50 % of
