Guidance Notes on Integrating Gender into Security Sector
Oversight:
Experiences from the OSCE and Beyond
Expert Workshop

Background and Objectives
This workshop takes place as part of a project to develop a series of three guidance notes on
gender and security sector oversight, due for publication in April 2014. These practice-oriented
guidance documents will provide practitioners and policymakers in the OSCE area with
information on key gender issues, entry points, strategies and existing good practice. The series
of guidance notes will look at:

Integrating gender into internal oversight within the police;
Integrating gender into internal oversight within the armed forces; and
Integrating gender into security sector oversight by ombuds institutions and national
human rights institutions.
The project is a collaboration between the Geneva Centre for the Democratic Control of Armed
Forces (DCAF), the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the
OSCE Gender Section, with the support of the Swiss Development Corporation (SDC).
The participants in the workshop are members of the project’s Advisory Council, individuals
from a wide range of OSCE participating States who have provided expert input into the
guidance notes through the drafting process, as well as a select number of other experts on the
issues.
The objective of the workshop is to reflect on and refine the good practice recommendations in
the three guidance notes. The discussions will be reflected in the finalisation of the drafts. There
will also be sharing of ideas of how the guidance notes can be brought to the attention of key
stakeholders in the police services, armed forces, oversight institutions and other bodies in the
OSCE area.

Format
The workshop will involve four 75 minute panels, with two introductory speakers for each
panel. Speakers will present pre-prepared comments during the first 15 minutes, and
participants will contribute throughout the rest of the session with observations and
commentary.
