Market service, such as priority call
• Service for small percentage of subscriber(authorities),
but large investment (the whole network)
• Standard is ready, but how to use and implement
standard is more important
• How to encourage the operator to update the network ?
• The feeling of citizen: unfair? Equal communication right.
