The Board of Trustees of the Houston Community College System held a Meeting of the
Bond/Annexation Committee on September 18, 2002, at the System Administration
Building, Chancellors Conference Room, 12th Floor, 3100 Main, Houston, Texas.

CALL TO ORDER
Ms. Navarro Flores called the meeting to order at 5:40 p.m. and declared the meeting
convened to consider matters pertaining to the Houston Community College System as
listed on the duly posted meeting notice.
STATUS REPORT ON PROPOSED BOND ELECTION
Paula Arnold and Robert Jarra, consultants, gave a status report on the proposed bond
election. Mr. Jarra presented a statistical analysis of HISD bond elections in 1996 and
1998 and factors that influenced election results. The Committee recommended holding
further discussion at the next Board retreat.
ADJOURNMENT
With no further business to come before the Committee, the meeting was adjourned at
6:05 p.m.
