If you plan to exhibit one of the above at the county or state fair, it must have a CC ear tag
and be weighed in here at Carroll County. Registration forms are at the end of this
newsletter and will be online at our website. The Animal Science Code of Ethics will
be on the reverse side, please sign and date. Tags cost $1 each and checks can be made
payable to CCEAC. You must turn in a completed form with the number of tags you will need
by April 30th for Swine and May 4th for Lambs and Goats. Anyone who does not turn in
the registration form by the above deadlines will not be eligible for the fairs. In addition,
several youth show 4-H in one county and FFA in another: you must register, tag, and
weigh-in the appropriate animal for that county!! You may not weigh in your animals at
another county and be eligible for the Carroll County 4-H/FFA Fair. Questions?? Call 410386-2760.
Castration Policy of the Maryland 4-H AnSc Program: All male steers, lambs, pigs, and goats must be
neutered and healed prior to 4-H weigh-in and tagging. The only exception would be animals that
have obvious signs they have been banded, however, their scrotal sac is still intact.

UME Volunteer Leader Training
Would you like to be a University of
Maryland Extension Volunteer? Are you
helping out at club meetings with projects
or activities? Do you have parents in your
club who have expressed an interest in

Oh Look… It’s Snowing!
It may be snowing, but that means
things at the Extension Office may be
closing! If there is no school or there is
early dismissal in Carroll County due to
inclement weather, all 4-H events are to be
cancelled. In addition, if the snow
emergency plan is in effect by 6:00 pm, all
4-H events are to be cancelled for that
evening. If you have any questions, call
the Extension Office at 410-386-2760.
HORSE AND PONY CARDS
All Horse and Pony ID cards and
Performance Leases are due to the
Extension Office by May 1, 2012. Passing
of Horsemanship Levels 1 and 2 are
required to show at County and State
Fairs. Info on the Horsemanship Standards
can be found at: www.4hhorse.edu under
“Activities”.
This year the State 4-H Office has decided
to host all 3 contests on the same
weekend, April 21-22, 2012 at the
University of Maryland College Park
Campus. Following are the list of dates
for judging/bowl practices.

MANDATORY HORSE SAFETY CLASS
FOR 1ST YEAR HORSE MEMBERS!!
All 1st year 4-H horse members will need to
attend a mandatory horse safety class to
be eligible to show at the Carroll County 4H/FFA Fair. Dates for these classes are:

at 7pm here at the Carroll County

American Youth Horse Council’s 35th
Annual Symposium
Hosted by Virginia Tech University March
23-25, 2012 in Herndon, VA. For more
information and the registration form see
the flyer in the January Tribune.
Public Speaking Day!
Procedure will be the same as last year, no
pre-scheduled times, but you must be
present by 11am to deliver your speech.

QUALITY ASSURANCE
If you are a new member or have moved
to a new age group (Junior to
Intermediate, Intermediate to Senior)
you will be required to take the Online
Quality Assurance Program this year.
The program is online and required for
ALL 4-H Members showing beef, dairy,
hog, sheep, goats, horses/ponies, poultry,
rabbits, and alpacas/llamas. The website
to
complete
this
program
is

You must register and complete this
program if you are going to show. The
website will be open on March 15th and is
available 24 hours a day. If you receive an
error message while trying to complete the
program, please let Kathy know.
The CC 4-H Extension Office has a
“Computer Lab” which is available to all.
Contact Kathy if you need to use the
computer lab. It can be used for both the
QA training and for CC 4-H/FFA Fair
Entries starting in May.

Sheep Workshop!!

Junior Stock Show!!
Goat, Sheep and Hog Fitting and Showing:
If you are a Clover that might want to try
showing a pig, goat, or sheep, or if you
need more practice before this year's
County Fair, mark June 23rd on your
calendar. The annual Jr. Stock Show will
be held at High Ridge Farm in
Manchester. Animals will be provided that
day for those of you that need them for
practicing. Details and the registration
paperwork are on the 4-H website and also
in this Tribune. Questions, please call

Dairy Lease/Own
The 4-H AnSc committee is doing a 2-year
trial, where Dairy Steer owners may lease
a Dairy Heifer. If you have any questions
about this policy, please contact Kathy at
410-386-2760.
All leases are due to the 4-H Office by
May 1, 2012.
Maryland-Delaware Sheep Shearing
A class is being held for beginning
shearers on March 23 & 24. More
information with the registration form is
located on our website.

Animal Health Certificates
Update: There are no changes to the
health certificates required for show
animals for the 2012 show season.
Remember, prior to attending a show or
field day, a CVI must be obtained by your
veterinarian. In addition, the selfcertification form must be completed while
loading your animals for the show. There
are currently only two labs open at this
time due to budget cuts. The Frederick Lab
is open, but is the only lab for Western MD.
Please leave adequate time when needing
paperwork or lab work completed due to
the increase in clients using the Frederick
Lab on Rosemont Avenue.
VETERINARY SCIENCE
Do you have an interest in becoming a
veterinarian or a veterinarian’s lab
technician? Or do you just want to learn
more about animals? Our veterinary
science program has begun; you may still
attend if you have an interest. The next
session will be on March 7th at 7pm here at
the CC Extension Office.
2012 JUNIOR SHEEP & WOOL SKILLATHON
The 2012 Junior Sheep & Wool Skillathon
will be held on Sunday, May 6, 2012 at the
Maryland Sheep & Wool Festival. The
Festival is always held the first full
weekend in May at the Howard County
Fairgrounds in West Friendship, Maryland.
The skillathon will be held in the dining hall.
Registration will begin at 8 a.m. The
contest will start at 9 a.m. Results are
usually announced around 2 or 3 p.m.
Lunch will be provided. Premiums and
awards will be provided by the Festival
Committee of the Maryland Sheep
Breeders Association and the University of
Maryland Extension Small Ruminant
Program. The skillathon is open to
individual and teams (3 or 4) of youth, ages
8 to 18, from any state or province. Youth
compete according to their age as of
January 1, 2012. Pre-registration is
requested by Monday, April 30. Teams
must be pre-registered in order to
compete. To pre-register, send names and

Unit Completions have been judged and
are available for pick-up at the Extension
Office. Incomplete units were returned to 4Her’s. If your animal unit was recorded
as incomplete, you will not be eligible
for the 2012 CC 4-H/FFA Fair Livestock
Sale.

Revue is attached to this Tribune and can
also be found on the 4-H website. Fashion
Revue isn’t just for youth who enjoy making
their outfits. You can enjoy shopping, as
well. Show off one of your favorite outfits
this year in one of the many categories.
Have fun finding accessories to go with that
outfit!! There is also an opportunity for
senior members to participate at the
Maryland State Fair Fashion Revue
Contest, too! Don’t forget Clovers, you can
participate too!

Clover Camp Returns to Carroll
County!!
Theme: Little Critters, Big Deal!

Time: 8:30AM-4:00 PM every day
Come join the fun as Clover Camp returns
to the UME Carroll County Office!
Campers will learn about tiny creatures,
mainly insects and other “bugs,” that make
a huge impact on our world. Activities will
include bug-related games, arts and crafts,
composting, plenty of experiments and
exploration, stories, songs, and snacks
(no, we probably won’t eat any bugs).

CAKE SHOW
Want to practice your baking skills and
possibly win a prize? Want to compete in a
Teen Cake Challenge and possibly win more

Network Stars? You can accomplish all this
at the Great American Cake Show and
Wedding Cake Competition. This annual
event will be held in the Shipley Arena on
May 5 and May 6, 2012 from 10-5. There are
still openings for Teen Competitors in the
"Teen Cake Challenge" and this year's
theme is "Techno" (iPads, iPods,

Outdoor Recreation Club!!
Do you have an interest in exploring the
outdoors? Would you like to learn basic
outdoor survival skills? Do you like to hike
and camp?

may be a new opportunity for you at 4-H!
The UME Carroll County Office is
considering forming a new club focused on
outdoor recreation, potentially beginning
activities this summer! If you are interested
in being a part of this club as a member or

To Brittany Lippy!! She applied to
participate in the Winter AGsploration
Program. This is a program that has
lessons for middle school youth. She was
one of 30 youth from across the State of
Maryland chosen to do this. Congrats Brit!

FFA Fair will be held

Fair Theme!!
“Our Kids, Our Fair,
Our Future!”
This month I begin my series of articles
highlighting new classes or class changes
for Indoor Depts. at the 2012 County Fair.
Now is the time to use indoor time to work
on craft projects or other department’s
projects that can be made and set aside for
the fair. Public schools will be closed for a
long spring break. Why not use some of
that time to work on projects to enter in the
fair? By not waiting until school is out to
start your projects you have more time, will
not be rushed, probably have a neater
project and be able to complete more
projects to give us more entries for our
public to view.
We will start with the Crafts Dept. We
have a new duct tape class, which is any
item constructed from duct tape. There will
be 3 jewelry classes. They are 1. Jewelry
made from fiber (ex. Friendship bracelet) 2.
Jewelry-traditional, (beads, wire, charms,
etc) single piece and 3. Jewelry settraditional. A nature craft can be a wreath
or a centerpiece. There will not be a stamp
art class of different designs.
There is a new class in the Clovers
Dept. It will be photography. Each clover
can enter one photograph.
There are no new classes in the
General Dept. but classes have been
combined. There is no longer a separate
class for posters and displays. Instead the
class now is listed as poster OR display.
A department that has declined in
entries is the Mechanical Arts. We usually
think of restored farm machinery or
antiques for this dept. There are also
classes for restored residential equipment,
modified equipment or fabricated. If you
have any questions about entries for this
dept. now is the time to contact the supt.

Once again I would encourage 4H’ers to enter their school writing projects
in the Writing Dept. 4-H’ers can see how
their writing compares to others, receive
premium money and give the public the
opportunity to read their entries.

Too Many Ribbons?
Don't throw them away. Bring
them to the Extension Office or
a Fair Board Meeting. The Fair
will recycle them for next year!
So don't throw them out, let's
recycle everything, including
ribbons.
Horse Exhibitors!!
For the County Fair the following is
required:
Exhibitors, English and Western, must
have passed Horsemanship Standards
Levels 1 & 2 for Knowledge and Levels 1,
2, & 3 for Riding to show at a canter or
lope at the 2012 County Fair. A copy of the
tests must be presented to the 4-H Office
by the tester to be placed on file. Riders
only passing Standards Levels 1 & 2 for
Riding will be restricted to entering the
Short Stirrup Walk, Walk/Trot classes,
Long Stirrup Walk, Walk/Trot classes, and
Western walk/jog classes. If you previously
rode at a canter or lope at the fair, you
cannot step down to the walk/trot or
walk/jog classes with the mount you rode
at a canter or lope.
Starting at the 2013 Fair, riders will have to
pass Jumping Levels 1 & 2 to show in the
Short Stirrup and Long Stirrup jumping
classes and for the Pleasure and Hunter
classes, riders will also have to pass
Jumping Level 3. This will finally bring us in
line with State Fair 4-H Horse Show
requirements. You now have more than a
year to pass the jumping levels so please
don't wait until the last minute.
For State Fair the following is required
per the Horse and Pony Rule Book:
A 4-Her must have successfully
passed Maryland 4-H Horsemanship
Knowledge and Riding Levels 1 & 2 and
English or Western Riding Level 3. 4-Hers
entering a jumping class must specifically
pass English Riding Jumping Level 3. 4Hers showing in halter or showmanship
classes ONLY are required to have
Knowledge Levels 1 & 2 and must have
prior approval by their club leader and/or
county Extension Educator. All rankings
must be on file at the county 4-H office
prior to the State Fair.

Announcing, 2012 Maryland
4-H Engineering Camp!!!!!!
Get ready for the 2012 Maryland 4-H
Engineering Camp at the Rocks 4-H camp in
Harford County. At this camp intermediate
and senior 4-H members and adult volunteers
will get hands on introduction to 4-H
engineering projects while meeting other 4Hers from across the state. Engineering
projects include: Large tractor operation, lawn
tractor, small engines, welding,
and
electricity/energy. The workshops will include
safety training, hands-on experience, and
information about regional and state contests.
Engineering Camp will be held April 20
– 22, 2012. The cost for the Maryland 4-H
Engineering camp is $125.00 for 4-H members
(before April 9, 2012) and $145.00 for non-4-H
members (before April 9, 2012). Registration

2012 Exhibitor Requirements for Animal Health

*** A person may not show livestock at any petting zoo, unless all exhibited animals in the petting zoo,
105 days of age or older, are vaccinated against rabies as provided in COMAR 10.06.02, unless there
is no rabies vaccine licensed and approved by the USDA for that animal species. Approved species
are Cattle, Sheep, Horses, Dogs, Cats, and Ferrets.
Carroll County 4-H Dog Training Registration
Registration for Carroll County 4-H Dog Training
Classes will be on Tuesday, April 10 from 6:30 – 8pm at the Carroll County Extension Office. Youth
hoping to participate will need to call Robin Korotki at 410-239-6251 (leave message, please).
Youth and parents need to come at 6:30pm to register and attend an initial program session.
DO NOT BRING YOUR DOG. YOU MUST BRING A COPY OF YOUR DOG’S RABIES
CERTIFICATE AND COUNTY DOG LICENSE/TAG to be left on file with the trainers. No dog without
a valid rabies certificate or county dog license will be allowed to attend training classes. If the rabies
expires during training, you must bring the new certificate with you at the next possible training date.
If you think you might be substituting a dog within the training classes, bring those certificates and

license/tags with you also. Please take the time to register as many dogs as you think you may
need through the training sessions.
Additionally, on Thursday, April 12, there will be an initial DOG EVALUATION SESSION.
The dog (or dogs) the youth is registering to train with will need to come and be evaluated as to their
suitability. If a dog is deemed to be not suitable for this kind of training, it will be dismissed. A youth
may substitute another dog for training, but it must be there on the 12th for the evaluation. The
minimum age for dogs participating in this program is at least 4 months of age by the April 12th date.
In addition, this year, there will be no classes for Clover age youth.
Both meetings are mandatory!!
The training sessions will start on May 1st and run through July 24th.
Fees for this year are:
$ 5.00 for current CC Dog Club members
$20.00 for all other CC 4-H members
Carroll County 4-H Dog Training Classes are open only to Carroll County 4-H members ages 8-18.

Classes are as follows:
A. GARMENT MADE AND MODELED BY 4-H MEMBER
1. Sports Wear/Lounge Wear- Outfits include jogging outfits, beach wear, tennis wear, riding habits, ski
outfits, skating, or other sports outfits. Lounge wear includes appropriate sleep wear.
2. Costumes - Costumes which are historic, ethnic, or created for theatrical or special events.
3. Creative Choice - Outfits which are knitted, crocheted, or made from fabric that the member has tiedyed, batiked, handpainted, appliquéd or created by similar methods.
4. Re-design – Outfits created by re-constructing or re-utilizing an existing garment.
5. Formal Wear - Outfit suitable for evening or semi-formal events, including men's wear, long or short
dress, skirt or evening pants.
6. Business/Professional – Outfits appropriate for job interviews or professional settings.
7. Outer Wear - Pull-over jackets, short and long coats, rain wear, capes, blazers, and other garments to
be worn outdoors but not specifically designed for a particular sport.
8. Dresses – could include a sundress or other non-formal dress.
9. Separates – Jacket, vest, slacks, skirt, blouse, shorts an outfit appropriate for school or casual affair.

NARRATION: Write a three minute script limited to one side of an 8 ½” x
11” sheet of paper, double spaced. Please attach your narration. Remember that it’s much
easier to model your garment on stage while the narrator has interesting things to say!!! Do a good job
of describing your garment and your work creating the garment. You may also add what clubs you are
enrolled in and the 4-H projects you carry. For example, "Sally made a red dress with white polkadots"
we can see that, it should say, “Sally chose this fabric because she loves the color" the narration tells us
about the person, what they learned, and what they do in and outside of 4-H. This will be read during
the 2011 CC 4-H Fashion Show. (You may submit the script used in your county/city Fashion Revue

swap. Gunpowder and High Ridge Farms will be providing a
silent auction as well.
Market hogs will be provided for everyone attending for fitting
and showing practice.
Lambs and goats will be provided to all Clover exhibitors for
fitting and showing practice. They will also be provided to
participants who are not showing sheep and/or goats this year,
but would like to try fitting and showing at the Jr. Stock Show.
If you or your family have market sheep or market goats
tagged in your name for 2012, you need to bring them. If your
animal is unavailable and you need to use a lamb or goat at the
Stock Show, please call to confirm availability. All sheep and
goats must have current Maryland Health Papers for this show.

University of Maryland Extension (UME) 4-H Code of Animal Science Ethics
4-H members enrolled in animal science projects (e.g., beef, camelids, dairy, dog, goat, horse, poultry, rabbit, sheep, small pet, and swine) shall, at all times, conduct themselves with honesty and good sportsmanship,
including while with their projects and at all 4-H animal science activities and events. Their conduct should always reflect the highest standards of honor and dignity to promote the advancement of 4-H and its animal science program. 4H members, as well as parents, UME volunteers and others working with them, are under an affirmative responsibility to do more than avoid improper conduct or questionable acts; and their conduct and values must serve as a positive
influence on others.
This Code of Ethics applies to all 4-H members who are enrolled in animal science projects, and to others (4-Hers, parents, volunteers, owners, etc.) who participate in the animal science program; and it covers daily animal
care, as well as participation in competition and other 4-H animal activities and events.
4-H members and others who violate this Code of Ethics demean the integrity of 4-H and its animal science program. 4-H members who violate the code of animal science ethics are subject to sanctions including, but not
limited to, forfeiture of premiums, awards, and/or auction proceeds and may be prohibited from participation in 4-H or 4-H/UME events or activities; other violators may also be subject to sanction, as appropriate. Infractions may be
reviewed by 4-H and/or UME (on the local or state level, as appropriate to the infraction and to the event and/or activity in question), and/or may be subject to a fair oversight committee or other entity that oversees an activity or event. In
addition, some acts may also be subject to review based upon the 4-H Behavioral Expectations (4-H 418) and/or other UME policies.
The following is a list of standards and requirements for all 4-H animal science projects, at all times, whether at home, at animal exhibitions or events, or any other 4-H event or activity.
1. The care of all 4-H project animals is the responsibility of the 4-H member. 4-H members must properly care for and groom their animals for the duration of their project.
2. All project animals are expected to be housed at the 4-H member’s residence unless a different location is submitted to and approved in writing by the local 4-H staff. Any change in location must be approved in writing by the local 4H staff; however, it is not necessary to report direct transport to and from shows or other events.
3. Upon request of 4-H, UME, or other program, fair, event or animal officials, 4-H members must present proof of ownership, length of ownership, identity and/or age of all 4-H project animals owned or leased. Misrepresentation of
ownership, age, or identity of animal, or any facts relating thereto is prohibited. If a 4-H project animal is sold in a livestock sale, it is no longer eligible to be shown in a 4-H event in Maryland in that year.
4. 4-H members must provide appropriate animal health certificates upon request of 4-H, UME, or other program, fair, event or animal officials.
5. 4-H project animals must be presented to competition, activities and/or events, where they will enter the food chain, free of volatile drug residues. Animals which are presented to competition, events and/or activities that do not
culminate with the animal entering the food chain, shall not be administered drugs other than in accordance with applicable federal, state, and local laws, regulations and rules. 4-H project animals shall not be exhibited if drugs
administered in accordance with federal, state, and local regulations and rules may affect the animal’s performance or appearance at the event. At any time after an animal arrives on a fair or other 4-H activity or event premises, a
licensed veterinarian must administer or, in consultation with fair, event, UME, or 4-H officials, direct the administration of any treatments involving the use of drugs and/or medications.
6. The act of enrolling in a 4-H animal science project, and/or entering a project animal in a 4-H competition, show, activity, or other event, gives consent for 4-H or UME or event authorities to obtain any specimens of urine, saliva,
blood, hair, tissue, or other substance from the animal to be used for testing purposes including, but not limited to, drugs or identification. It is presumed that the sample of urine, saliva, blood or other substance tested by the approved
laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved, and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and
the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the 4-H owner to prove otherwise at
any review in regard to the matter conducted by a fair or other event or the 4-H program. If the laboratory report on the chemical analysis of saliva, urine, blood, hair, tissue or other sample, taken from a 4-H animal science project,
indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally.
7. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counter irritant, or similar substance) which could affect the animal's performance or alter its natural contour,
conformation, or appearance, except external applications of substances to the hoofs or horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of
protecting the health of the animal, is prohibited.
8. Using ice, ice packs, cold packs, or cold compresses, internally or externally, other than those prescribed to relieve heat stress or a medical condition as diagnosed by a duly licensed veterinarian for the sole purpose of protecting the
health of the animal, is prohibited.
9. The use of showing and/or handling practices or devices, such as striking animals to cause swelling, using electrical devices, or other similar practices, are not acceptable and are prohibited.
10. All judges, fair and event officials and/or UME/4-H staff and volunteers shall be treated with courtesy, cooperation, and respect, and no person shall direct abusive or threatening conduct toward them or toward exhibitors or others
participating in the activity. In addition, direct criticism or interference with a judge, fair, show or event official, exhibitor, breed representative, or UME/4-H staff or volunteer before, during, or after an event or other activity is
prohibited.
11. No one shall violate this Code of Animal Science Ethics or conspire with another person or persons to intentionally violate this Code of Ethics or knowingly contribute or cooperate with another person or persons either by affirmative
action or inaction to violate this Code of Ethics.
12. The application of this Code of Ethics provides for absolute responsibility for an animal's condition to the 4-H member whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in
contravention of this Code of Ethics.
13. By enrolling in an animal science project and/or entering an animal in a fair or other 4-H event or activity, the 4-H member, and his/her parent or guardian, consent to have disciplinary action taken by appropriate authorities
(including UME, 4-H, fair, event and/or other activity officials) for violation of this Code of Animal Science Ethics and/or any other applicable rules of UME, 4-H, a fair, activity or other event, without recourse against UME, 4-H and/or
other authorities. In addition, the 4-H member, and his/her parent or guardian, further understand and agree that any action which contravenes these rules, and is also in violation of federal, state, or local laws, statutes, regulations, or
rules, may be released to appropriate law enforcement authorities with jurisdiction over such infractions.
Note: By signing this form the 4-H member, and his/her parent or guardian, each verify that he or she has read and understands the UME 4-H Code of Animal Science Ethics and the consequences of and penalties provided for
violations of the Code.
4-H ANIMAL SCIENCE PROJECT ENROLLMENT STATEMENT
I have read and understand the UME 4-H Code of Animal Science Ethics, and, in consideration of being permitted to enroll in a 4-H animal science project and/or participate in Maryland 4-H animal events or
