and carried that the Board of Trustees approve the Consultant
Services as listed below. There were no objections for a
unanimous consent. Motion passed.
a)
Chris Pitchess – To present an on-line professional
development workshop, “Making the Work-Based
Learning Connection,” providing concepts on connecting
faculty to the workplace with a variety of strategies and
resources; March 1-April 9, 2004; not to exceed $3,300
(VTEA – Career Counseling Funds).
b)
Mary Hibbard - To present four 3-hour workshops as
follows: February 10 – “Resources”, March 2 – “Post
Traumatic Stress Disorder”, March 30 – “How Alcohol
Affects Women and Children”, and April 22 – “Post
Traumatic Stress Disorder”; not to exceed $400 (Foster
Care funds).

It was moved by Mr. Quintero, seconded by Mr. Montoya
and carried, that the Board of Trustees accept the donations
listed in the agenda from the City of Monrovia Police
Department and the City of Vernon Fire Department. There
were no objections for a unanimous consent. Motion passed.

Design Work on Temporary Administration of Justice
Facility
It was moved Ms. Martinez, seconded by Ms. Yanez and
carried, that the Board of Trustees approve HMC to provide
design services for the temporary AJ facility. There were no
objections for a unanimous consent. Motion passed.

Small Business Development Center
It was moved by Mr. Mendez, seconded by Mr. Montoya
and carried, that the Board of Trustees approve the award
from the City of Santa Fe Springs in the amount of $10,000 for
the period of January 1, 2004 – December 31, 2004. There
were no objections for a unanimous consent. Motion passed.

Renewal – Agreements Between American Heart
Association and Rio Hondo Community College District
It was moved by Mr. Quintero, seconded by seconded by
Ms. Martinez and carried that the Board of Trustees approve a
renewal agreement with the American Heart Association. There
were no objections for a unanimous consent. Motion passed.

Revenue Agreement for Wildland Firefighting Training
and Certification
It was moved by Mr. Mendez, seconded by Mr. Montoya
and carried that the Board of Trustees approve a revenue
agreement with the Public Health Foundation Enterprises
(PHFE). There were no objections for a unanimous consent.
Motion passed.

Emergency Resolution – Repair of Natural Gas Line
It was moved by Mr. Quintero, seconded by Ms. Yanez
and the Board of Trustees declared an emergency
authorizing payment for emergency repair of the natural gas line
and executing the Los Angeles County Office of Education
Emergency Resolution form to acquire the approval of the
County Superintendent of Schools.
Mr. Camalich called for a role call vote on this agenda
item. Members of the Board voted as follows:
Ms . Yanez – Yes, Mr. Mendez –Yes, Ms. Martinez – Yes, Mr.
Quintero - Yes, Mr. Camalich-Yes and Student Trustee
Montoya-Yes. There were no objections for a unanimous
consent. Motion passed.

and carried that the Board of Trustees relieve Best Roofing and
Waterproofing Inc., of their bid. There were no objections for a
unanimous consent. Motion passed.

Award of Bid No. 1053 Roof Project – Garage Building
It was moved by Mr. Quintero, seconded by Mr. Montoya
and carried that the Board of Trustees accept and award Bid #
1053 submitted by Commercial Roofing Systems Inc., in the
amount of $68,997. There were no objections for a unanimous
consent. Motion passed.

Reject all Bids No. 1054 Metal Door and Hardware
Replacement for the Child Development Center
It was moved by Ms. Martinez, seconded by Mr. Quintero
and carried that the Board of Trustees reject all bids
submitted for Bid #1054. There were no objections for a
unanimous consent. Motion passed.

PUBLIC EMPLOYEE PERFORMANCE EVALUATION
Pursuant to Section 87607 of the Education Code, full-time tenure-track
faculty have been evaluated, the Board will have received statements of
the most recent evaluations along with the recommendations of the
President and the Board will consider the recommendations. There are
54 faculty members who will be reviewed, including those in their first,
second and third contracts.
Mr. Camalich reconvened the meeting and reported the following
action out of Closed Session:
The Board of Trustees did not enter into contract with Inas Azzam for the
2004-05 academic year; and the Board appointed Zolita Fisher as the new
Director Trio Programs/Upward Bound Program/Student Support Services.
