* ORDINANCE NO. 4 OF 2002
AN ORDINANCE TO PROVIDE FOR CONSTITUTION OF THE
UNIVERSITY BUILDING AND WORKS COMMITTEE FOR GOVERNANCE
AND CLASSIFICATION OF THE WORKS, PROCEDURE AND AGENCY
FOR EXECUTION OF WORKS ETC.
WHEREAS it is expedient to provide an Ordinance to constitute a
Committee for governance and classification of works, procedure and
agency for its execution, their overall co-ordinations, monitoring, control
and for the construction and maintenance of the buildings owned by the
University; The Management Council is hereby pleased to make the
following Ordinance :
1.
This Ordinance may be called “The University Buildings and Works
Committee and execution of University Works, Ordinance, 2002.”
2.
This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
In this Ordinance, unless the context otherwise requires :i)

‘Act’ means, Maharashtra Universities Act, 1994.
‘Vice-Chancellor’ means a person so appointed as per Section
12 of the Act.
‘Management Council’ means, the Management Council, duly
constituted as per Section 27(1) of the Act.
Finance and Accounts Committee’ means, the Committee duly
constituted as per Section 75(2) of the Act.
‘Board of College and University Development’ means the
Board of College and University Development duly constituted
as per Section 35(2) of the Act.
‘Registrar’ means a person duly appointed as Registrar as per
Section 17(1) of the Act.
‘University Engineer’ means a person duly appointed and so
designated as University Engineer.

the Hon’ble Chancellor on 3rd February, 2006.

5.
There shall be a “University Buildings and Works Committee” for
sanction, execution, co-ordination, monitoring of constructions and
maintenance work of the buildings, roads etc. owned by the
University. The University Building and Works Committee,
hereinafter called as “Committee” shall be constituted as follows :
i)
The Vice-Chancellor -Chairman (Ex-officio)
ii)
One Member of the Management Council nominated by the
Management Council.
iii)
One Member of the Management Council who is a member of
the Finance and Accounts Committee nominated by the ViceChancellor.
iv)
One Member of the Board of
Development nominated by the
University Development.
v)
One Eminent Engineer/Architect from the private sector
nominated by the Vice-Chancellor.
vi)
Chief Engineer of the Public Works Department, Government
of Maharashtra, In-charge of the Region in which the
University is located or his nominee not below the rank of
Executive Engineer.
vii)
Superintending
Engineer,
Public
Works
Department,
Government of Maharashtra, In-charge of the territorial circles
in which the University is located.
viii)
Head of the Department of Civil Engineering not below the
rank of a Professor of an Engineering College affiliated to
Nagpur University, nominated by the Vice-Chancellor.
ix)
The Registrar.
x)
The University Engineer- Member, Secretary.
College and University
Board of College and
The term of office of the members of the Committee other than Exofficio members shall be Five years.
-3Provided that if any vacancy occurs in the office of a member
of the Committee at sub-section (ii), (iii), (iv), (v), (viii) of Section (4)
of this Ordinance, it shall be filled in by the Vice-Chancellor/The
Management Council or the Board of College and University
Development as the case may be, by
nomination. The term of
such a nominated member shall be for the remaining period of the
office of the original member, in whose place the new member has
been nominated.
6.
No person other than the ex-officio members shall be eligible to be
nominated for the second consecutive term.
7.
There shall be not less than three meetings of the Committee in a
year.
8.
At a meeting of the Committee four members shall form a quorum
out of whom one should be a person from the categories v,vi,vii,viii of
Section 4 of this Ordinance.
Provided that, in case there is no quorum at the meeting, the
meeting shall be adjourned for half an hour and adjourned meeting
shall be held thereafter, for which no quorum will be necessary.
9.
The Vice-Chancellor will preside over the meeting(s) of the
Committee(s) and in his/her absence, the members present shall
elect the Chairman from amongst themselves for that meeting only.
10.
The Chairman shall have a vote and a casting vote.
11,
The University Engineer shall be the Member Secretary of the
Committee and he shall issue notice(s) of the meeting(s), record the
minutes and perform all other functions required to be performed by
the Secretary of the Committee.
12.
A meeting of the Committee shall be convened, under the orders of
the Vice-Chancellor and not less than 10 days notice of the date,
time and place of a meeting shall be given.
Provided in the case of an emergent meeting, such previous notice
shall be given as circumstances in each case may permit.
13.
The agenda of the meeting shall be dispatched 7 clear days before
the date of the meeting, other than an emergent meeting.

The meeting may be adjourned to any day in order to complete
unfinished business and notice of such adjournment meeting shall
be sent to all the members.
15.
The minutes of the proceedings of every meeting shall be drawn up
by the Secretary and signed by the Secretary and the Chairman.
16.
The minutes of the Committee shall be placed before the
Management Council for its consideration and approval at the first
opportunity.
17.
The University’s work shall be classified as follows :(A) MAINTENANCE WORKS :
These works shall include routine maintenance works and repairs
regardless of the total cost to be incurred for their execution.
(B) MINOR WORKS :
This will include original works, special repairs works and works
involving addition and alteration with an estimated cost upto and
including Rs. 40 lakhs.
(C) MAJOR WORKS :
These will include original works, special repairs works involving
adition and alteration with an estimated cost exceeding Rs. 40
lacs.
18.
The procedure for Maintenance, Minor and Major works and for its
approval and execution shall be as follows :
(A) MAINTENANCE WORKS :
Engineering Department under the guidance and supervision of
University Engineer will prepare the plans and estimates and
tenders for maintenance works, where the cost of each work does
not exceed Rs. One lac at a time. The University Engineer shall
obtain the approval for the plan(s), estimate(s) and tender(s) from the
Vice-Chancellor. The tenders for work costing more than 1 lac shall
be published in news-papers approved by the Committee.

(C)
MINOR WORKS AND MAJAOR WORKS UP TO FIFTY LACS :
(i)
In respect of works falling under this category, the University
Engineer shall prepare the plan(s), estimate(s) and tender(s), in
consultation with the Architect chosen from the panel of
Architects approved by the Management Council and place it
before the committee for its consideration and approval.
(ii)
Selection of an Agency/contractor for a specific job or other
work below Rs. One lac shall be placed before the ViceChancellor for his consideration and approval.
(iii)
Selection of a Contractor or an Agency for a specific job or
other work above Rs. One lac and upto and including Rs.40
lacs shall be placed before the Building and Works Committee
for its consideration and approval, with information to the
Management Council.
(iv)
Selection of a Contractor/Agency for a specific job or other
work above Rs. Twenty Five lacs and upto Rs. Forty lacs shall
be placed before the Management Council for its consideration
and approval on recommendations by the Committee.
MAJOR W0RKS ABOVE RS. FIFTY LACS :
(i)
Major works above 40 lacs or the maximum amount to be
decided by the Vice-Chancellor, from time to time shall be
entrusted to the Public Works Department of the Maharashtra
Government Incharge of the Region in which the University is
situated for execution on the payment of agency charge as
may be decided by Maharashtra Government and the R.T.M.
Nagpur University from time to time.
Provided that the work(s) the estimated cost of which is less
than Rs. Forty lacs but which are of specialised nature, the
Buildings and Works Committee with prior approval of
Management Council may entrust such work to Public Works
Department for execution.
(ii)
The University Engineer shall prepare plans in consultation
with the concerned Head of the Department of the University
through an Architect from the panel of Architects approved by
the Management Council. He shall place the plans before the
Committee for its approval.
-6(iii)
The approved plans then shall be handedover to the Public
Works Department of the Maharashtra Government, Incharge
of the Region for building permission and execution of the
Work(s)
(iv)
The plan and block estimates for these works shall be
prepared by the Government Architect, and shall be placed
before the Building and Works Committee for its approval.
(v)
After getting approval for the plans and block estimates by the
University, the Government Architect shall prepare detailed
plans and estimates and the same shall be placed before the
Buildings and Works Committee for its final approval before
submission of the same to the concerned Municipal
Corporation/Competent
Authority.
The
Public
Works
Department
authorities
shall
obtain
building
permission/Commencement Certificates from the concerned
Municipal Corporation/Competent Authority as per the
procedure of local authority.
(vi)
The Public Works Department shall follow the procedures laid
down by the Government for execution of its works, from time
to time.
(vii)
It shall be the responsibility of the Public Works department to
comply with the Municipal Corporation rules and to obtain the
occupation and completion certificates from the concerned
Municipal Corporation /Competent Authorities as per the
procedure followed in case of Government Buildings.
(viii)
The Buildings and Works Committee may inspect the works
being executed by the Public Works Department and if
required make suggestions and the Public Works Department
authorities shall take due cognizance of such suggestions. In
the event of Public Works Department not accepting any
suggestions made by the Buildings and Works Committee, the
reasons for not doing so shall be intimated in writing to the
University.
(ix)
In case Public Works Department of the Maharashtra
Government refuses to undertake any work proposed to be
entrusted to them, such work shall also be executed by the
University
with
the
help
of
such
specialized
authorities/department(s),
by
following
usual
P.W.D.
procedure.
-7Procedure for Calling Tenders, its Scrutiny, its Acceptances,
Enforcement of Terms of Contract etc. :19.
The following shall be the procedure for calling tenders, its scrutiny,
security for performance of contracts, acceptance of tenders and
enforcement of terms of contract shall be as follows :
(A)
TENDERS
Tenders should invariably be invited publicly, in the manner
prescribed as follows for all works to be given out of contract except
extra items which have to be undertaken as part of a scheme for
which tenders have originally been invited publicly and which are
required to be executed while the work originally undertaken is in
progress and which are really inseparable from the original contract
and cannot conveniently be done by different agency. Tenders, which
should always be sealed should invariably be invited in the most
open and public manner possibly either by advertisement in the
local newspapers or by a notice in English and the regional
language, pasted on notice board of the Registrar, R. T. M.
Nagpur
University and the
University Engineer, R. T. M.
Nagpur University
in their
offices.
If
the estimated
amount
is
more than Rs. 75,000/- or as
per Public
Works Department’s rules, the tender notice should be published
in the local newspapers and newspapers with sufficiently wide
coverage for all works including transportation, Tenderars should
have free access to the contract documents. In all cases the notice
should mention the following :(a)
The estimated amount of the work and the category of
contractors entitled to tender for the work.
(b)
The place where and the time when the contract documents
can be seen and the blank forms of the tenders obtained, also
the amount to be paid for such forms of tender. The value of
tender form should be based on actual cost estimates and
should be in round figure of Rs.50 subject of a minimum of
Rs.100 per set.
(c)
The place, the date on which and the time when tenders are to
be submitted and are to be opened.
(d)
The tender to be advertised in local newspapers in English,
Marathi and Hindi by rotation. The list of newspapers be
approved by Committee. Advertisement in newspaper shall be
given only once.
-8Provided when it is required as a special case to publish any
advertisement more than once, the approval of the Vice-Chancellor shall
be obtained.
The tender notice shall be published in the name of the University
Engineer, R.T.M. Nagpur University.
(e)
The publication of advertisement in the newspaper should be
processed in the standard form with the time schedule given
below.
The minimum time limit for inviting tenders shall be as follows :

Provided that these periods are minimum periods and the ViceChancellor can prescribe any higher period for particular case.
Where it is necessary to reduce this period, the case should be
referred to the competant authorities for a prior approval or
condonation. But such reduction in time limit for invited tenders
shall be done only when there is a prior approval of the competent
authority.
(f)
The amount of earnest money required and the amount and nature
of security deposit to be paid on acceptance of the tender.
(g)
The period during which the work is to be completed.
(h)
With whom or what authority the power of acceptance of the tender
will rest. The right of the authority should always be reserved to
reject any item of the tender, or a tender of all the tenders so
received without assigning any reason, and this should be
expressly stated in the advertisement
(i)
The necessity of attaching to the tender a list of documents
accompanying the tender under the signature of the contractor

At the advertised time and place, all tenders received for the work
above Rs.50,000/- shall be opened by a Committee consisting of the
Member of the Management Council who is a member of the
Committee as Chairman, Head of the Department of Civil
Engineering who is the member of the Committee, the Finance and
Accounts Officer and the University Engineer as Members. The
University Engineer shall act as the Member – Secretary of the
Committee. The quorum for above committee will be of two members
out of which either Management Council member or the Head of the
Deptt. must be present. While opening the tenders each member
present in the meeting should sign all original tender documents.
The tenders shall be opened in the presence of such of the intending
contractors or their agents as may choose to attend. No tenders shall
be accepted from any person directly or indirectly connected with the
University service.
(k)
The tender notice and tender forms will be issued by the University
Engineer.
(l)
The Sub Committee, in presence of all contractors, shall open the
sealed tenders. The University Engineer shall place all the
informations relating to tenders and each members of the Committee
shall sign the tenders papers.
(m)
The comparative statement should be prepared in the office of the
University Engineer and shall be placed before the Registrar/ViceChancellor/Committee/Management Council for approval according
to the cost of work.
(n)
After acceptance, all the tenders including rejected ones alongwith a
comparative statement should be retained in the office of the
University Engineer for taking further action regarding completion of
contract documents, returning of earnest money etc
(o)
The University Engineer should take necessary steps for avoiding the
possibility of legal complications and also subsequent tampering
with the tender documents.
(p)
As a rule, no tender for the execution of a work of any description
should be considered unless accompanied by a demand draft in the
name of the Registrar, R.T.M. Nagpur University as earnest money. A
contractor not borne on the register of approved contractors
-10maintained by the University Engineer, should produce alongwith
his tender a solvency certificate from the Collector of the district
within which he resides or a Banker’s Certificate of his financial
stability to the extent of not less than 20% of the tender value,
income-tax clearance certificate, earnest money in draft. If he fails to
produce these documents, his tender should not be accepted
without the production of these documents.
Provided that in regard to works estimated to cost less than
Rs.50,000/- the necessity for the production of solvency certificate
may be dispensed with at the discretion of the University Engineer.
Provided further that the solvency certificate issued by the
Tahasildar of the Taluka where the contractor resides would also
meet the requirement of this clause.
(q)
The amount of earnest money to be deposited with tender should be
sufficiently large to be a security against loss, in case of the
contractor failing to complete the contract documents and furnish
the required security deposit within the appointed time after the
acceptance of his tender, as the case may be. The minimum amount
of earnest money to be deposited by the contractor shall be 1% of the
estimated amount of work put to tender. The University Engineer
shall have discretion to recover an increased sum if this is
considered to be necessary or justifiable by peculiar circumstances
in a particular case. The names of those contractors whose tenders
are proposed to be accepted but who subsequently failed to complete
the contract documents or pay the security deposit, should be
brought to the notice of the Vice Chancellor with a view of debarring
them from being entrusted with any work in future. If he is borne on
the register of approved contractors steps should be taken by the
University Engineer to remove his name from the register.
(r)
Usually the lowest tender should be accepted unless there is some
objection to the capability of the contractor, his financial status, the
security offered by him or his performance in a former work. The
acceptance or rejection of tender is left entirely to the discretion of
the Registrar/Vice-Chancellor/the Committee/Management Council
to whom the duty is entrusted and no explanation can be demanded
of the cause of the rejection by any person submitting the tender.
Provided that in case where we propose to accept the tender other
than the lowest or by negotiations the decision shall be taken by the
Sub-Committee appointed by the Committee.
-11Provided further that the lowest tender before the final stage of
acceptance becomes invalid for any reason, say for non-payment of
the security deposit, non-completion of tender documents within the
stipulated time limit etc. such tender does not hold good and
automatically stands rejected with forfeiture of the earnest money
deposit and the second lowest tender becomes the lowest for being
considered for acceptance for which an approval of the committee is
not necessary.
Provided further that whenever any negotiated tenders are proposed
to be invited due to absence and inadequacy of response to open
tenders and any material variations are made in the terms later, the
fresh terms and conditions on which the contract is proposed to be
negotiated, should be made known to all the contractors who are
likely to be interested in the offer. Precautions, however, should be
taken to see that the terms offered by one contractor for the contract
are not disclosed to other contractors.
(B)
SECURITY FOR PERFORMANCE OF CONTRACTS
(a)
Security should in all cases be taken for the due fulfillment of
a contract. This security may be by way of :
i)

(b)
An amount deposited by demand draft in favour of
Registrar, R.T.M.Nagpur University as earnest money.
Deduction of percentage fixed for balance security
deposit from the bills of the work done.
Guarantee bonds executed by scheduled banks on
behalf of their clients subject to the conditions laid down
by the Maharashtra Government from time to time. The
bank guarantee should be got renewed before its validity
expires. In case the contractor is hesitating to extend the
validity, the guarantee should be encashed by the
Registrar before its expiry.
The Registrar, Nagpur University receiving government
security as deposit should see that the securities stand in the
name of the depositor and that the contract or the document
executed by the depositor conveys authority to University to
appropriate or cancel the security if the contract is not
fulfilled.
-12(c)
The following scale of percentage should be adopted for the
security deposit to be taken from the contractors :

Provided further that the contractors should never be permitted
to start the work before minimum security deposit is paid.
Provided further that the liability of the contractor under the
conditions of the contract is to the extent of the whole of the amount of the
security deposit which is stipulated deduction from bills under the
provisions of clause (ii) above.
Provided further that where it is not possible for the Committee,
for one or the other reasons to review and revise the estimates prepared
years back as per provision in para 315 of the Manual of B and C
department and getting them freshly sanctioned after recasting them at
the C.S.R. before the works are put to tender, the University Engineer
should take care to see that the security deposit to be taken is not lower
than the amount worked out, at the lowest percentage prescribed for
security deposit on the likely cost of work at C.S.Rs.
Acceptance of Tenders
(a)
The cases pertaining to the acceptance of tenders should not take
more than 90 days after opening of tenders at the level of
Registrar/Vice-Chancellor/the Committee as the case may be. In
case where these periods are exceeded for some reason or the other,
the report of the special circumstances which made the delay
inevitable should be reported to the committee or the Management
Council for its information with the consent of the lowest contractor.
(b)
After acceptance of tenders the University Engineer may forward the
contractor the decision regarding the acceptance and after getting
the contract documents completed in all respects should get the
contract executed by the Registrar on behalf of the University.
-13(c)
The University Engineer should maintain a register of all contract
executed by the Registrar on behalf of the University in his office.
Enforcement of terms of contract :
(a)
The University Engineer and his subordinates are responsible to
ensure that the terms of contract are strictly enforced and no act is
done tending to nullify or vitiate a contract.
(b)
Cases involving commitments of appreciable extra expenditure in
respect of the provisions in the contract agreement which are in
explicit or where there is some sort of ambiguity about the
interpretation shall invariably be referred to the ViceChancellor/Committee/Management Council as the case may be
before taking action.
NOTE : The powers of granting rates in excess of the sanctioned tender
rates
to
contractors
be
referred
to
the
ViceChancellor/Committee/Management Council as the case may be for its
consideration and approval.
(c)
The Vice-Chancellor shall be the final authority as per clause 2 of B1, B-2 of tenders form for levying the compensation on the
contractors and since his decision while acting under this clause is
of an executive officer and not arbitrator, he is competant to review
and revise his own decision, if any new relevant facts are brought to
light which he might not have taken into account when the original
issue was taken.
(d)
Whenever any compensation is decided to be levied on the
contractors for delay in execution of works in terms of the contract
conditions, the decisions of the Vice-Chancellor should be conveyed
to the Finance and Accounts Officer in writing and recorded in the
relevant measurement books by the Junior Engineer/University
Engineer
(e)
The University Engineer shall have the powers to grant extension in
time limit of contract period up to three months and the ViceChancellor shall have the powers to grant extension from three
months to Nine months and the committee shall have the power to
grant extension from Nine months and above.
-14(f)
In cases in which the time limit after taking into consideration of the
extension granted has expired and yet it is considered desirable to
allow the contractor to continue with the work. The minimum
compensation which the Vice-Chancellor should levy on the
contractor in exercise of the posers vested in him under clause 2 of
the conditions of B-1 and B-2 contracts should generally be not less
than the extra cost to be incurred by the University i.e. 5% of the
contract cost.

The University Engineer is authorized to recommend execution of
and the rates to be paid for, extra items of work, not provided for in
regular
tender
accepted
by
the
Registrar/ViceChancellor/Management Council subject to the following conditions
i)
The amount of an individual extra item does not exceed
Rs.15,000/-.
ii)
Where extra item is comparable with similar item already
included in the accepted tenders, the rate to be fixed and
mutually agreed upon between the University and the
contractor should be based as far as possible, on the tender
rate for the similar item modified to the extent necessitated by
the change in specification, provided that, if the rate is
provided for the said item in the schedule of rates of the
P.W.D. the rate to be fixed shall not exceed such scheduled
rate
iii)
Where the extra item does not correspond to, or is not
comparable with an item in the accepted tender it shall be
paid for at the rate mutually agreed upon between the
University and the contractor provided that, if a rate is
provided for that class of work in the schedule of rates of the
P.W.D., the rate to be agreed upon shall not exceed such a
scheduled rate.
The extra cost of the extra item or items is already covered by
savings effected, or clearly anticipated , on other items (including
contingencies) of the work. In such a case, the savings in question
should be specified in the extra item rate list.
-15(c)
If the amount of an individual extra item exceeding Rs.15,000/- of
the rate proposed therefor is not one already sanctioned in the
P.W.D. schedule or is in excess of a rate therein sanctioned, prior
sanction of the Vice-Chancellor/Committee to such rate should be
obtained.
(d)
No extra item should be got executed from the contractors on oral
orders.
(e)
The University Engineer, should, whenever he settles rates for extra
items with contractors which are beyond their power of sanction,
make it quite clear to the contractors in writing that the rates so
settled are subject to the approval by the Vice-Chancellor and that
only such rates as are finally sanctioned will be paid.
(f)
Subject to the condition that a work may not be let out on contract
to one contractor in piocus, the authority for the acceptance of an
original contract is sufficient to cover extra items of work (sanctioned
by competent authority) which form part or legitimate extensions of
such contract and are covered by the provisions of the contract
agreement, whether or not the cost of such extra items raises the
total amount of the contract to a sum exceeding the powers of the
original sanctioning authority.
(g)
The rates for extra items should be scrutinised by the Finance &
Accounts Officer before they are accepted and sanctioned by the
competent authority.
Departure from the rules of contract
1.
Departures from the rules of contracts specified above can only be
permitted or condoned by Vice-Chancellor/Committee.
2.
The following principles should govern cases of ex-gratia payment to
contractors :i)
The actual loss suffered by the contractor should be proved by
documentary evidence and a certificate of Finance and
Accounts Committee should be obtained on production of all
the connected records in connection with the documentary
evidence produced by the contractor in support of the actual
loss suffered by him

The loss should not be attributable to cases for which the
contractor can be held responsible.
iii)
In assessing the amount of loss to be compensated not only
the loss suffered by the contractor in the particular contract should
be taken into account but also the profits, if any, made in other
contracts entered into by the contractor with Government about the
same time.
iv)
The department should satisfy itself that the contractor has
worked in an efficient manner and with due regard to economy and
avoided wasteful methods of work.
(v)
The compensation to be paid in any case should not be in
excess of the actual loss suffered by the contractor.
(vi)
As far as possible, cases considered for ex-gratia payment
should be those where the contractor’s full capacity has been utilised
by the department.
(vii)
Subsequent increase in prices should, in no way, be a basis for
ex-gratia payments to the contractors, unless there is a
stipulated terms in the contract itself on that account.
.
20.
The Committee shall perform the following functions :-
i)
The Committees, under directions and the over all supervision of
the Management Council, shall be responsible for the execution
of all types of works including Major Works.
ii)
The Committee will be competent to accord administrative
approval and financial sanction to all works exceeding Rs.One
lacs and upto and including Rs.Forty
lacs subject to the
availability of funds in the budget.
Provided that the Vice-Chancellor will be competent to
accord administrative approval and the
financial sanction to all
works less than Rs.One lac or upto and including Rs. One lac
subject to the availability of the funds.
-17iii)
Programme of works to be executed in the ensuing year will be
prepared by the University Engineer on the requirements received
from the respective Department/Section for Maintenance of
Minor/Major works. This programme shall be placed before the
Budget Committee for its consideration and approval. On
recommendation of the Committee, the programmes shall be
placed before the Management Council for its consideration and
approval by the Finance and Accounts Committee.
iv)
The Committee shall prepare a panel of not less than six
Architects of proven experience and merit for the University
works for a period of maximum Five years. Such panel shall be
placed before the Management Council for its consideration and
approval. Management Council may make such modifications as
deemed fit.
v)
On getting approval of the Management Council to Minor/Major
Projects/Works, the plans and estimates shall be prepared by the
University Engineer or the Architect selected by the Committee
from the panel of approved Architects.
Provided that these plans and the estimates, as far as possible
will be based on schedule of rates of the Public Works Division in
whose jurisdiction the works in question are located. The
University Engineer will maintain a list of approved Contractors
on the basis of their technical experience and financial capability
for execution and he will register them according to class of
registration.
vi)
The Committee shall exercise general supervision over works of
University Engineer and Engineering departments staff of the
University. It shall, in particular be ensured that essential
records and dates like the Registers of University Building, the
works registers etc. are maintained upto date. Likewise it shall be
ensured that the rejected tenders are retained for a period
decided by the Committee. The University Engineer shall certify
the completion of Works in accordance with the plans prepared
by the Architect, if appointed, in respect of maintenance works
and original works and he shall report the same to the
Committee. If the work is not completed within a stipulated
period or the financial estimates approved, or if the expenditure
on a project exceeds the approved cost more than 5% the
University Engineer shall place the reasons in writing before the
committee or Vice-Chancellor for its approval as the case may be.
-1821.
The Committee shall have the following powers :
i)
The Committee shall have the powers to grant approval to the plans,
estimates and tenders exceeding Rs. One lac upto and including Rs.
Forty lacs for maintenance and all other works subject to the
availability of funds in the budget.
ii)
The Committee shall make recommendations to the Management
Council for its consideration and approval the plans, estimates and
tenders exceeding Rs. Forty lacs for all works subject to the
availability of funds.
iii)
The Committee shall have powers to settle rates covered by the
tenders and also to settle claims and disputes with contractors in
respect of Maintenance, Minor and Major works.
Provided that the disputes regarding the rates and claims will
be settled by the Public Works and Housing Department in respect
of Major Works entrusted to that Department with information to the
University.
Provided that any such claim, dispute etc. is likely to cause
excess by 5% of the approved cost of the project, prior sanction of
the Vice-Chancellor/Management Council shall be obtained.
iv)
The payments of the works for Maintenance, Minor and Major Works
will be made by the Finance and Accounts officer after getting
himself satisfied after due audit and as per the approved tenders. On
the recommendations of the University Engineer, if the expenditure
on works exceeds more than 5% (Five percent) on the sanctioned
amount, the University Engineer shall obtain the approval from the
committee/Vice-Chancellor as the case may be.
Provided that in case of emergent circumstances, the
Committee or the Vice-Chancellor can allot a work to any registered
contractor at rates based on the current schedule of rates/estimated
rates not exceeding Rs.15,000/- (Rupees Fifteen Thousand).
Provided that in case of emergency the Vice-Chancellor may
exercise all the powers of the Committee and such cases shall be
reported by him, for approval, at the next meeting of the Committee.
-19v)
The Committee shall have power to settle rates not covered by the
tender and settle claims and disputes with contractors in respect of
all works undertaken by the University. As regards the works
undertaken by the Public Works Department, Executive Engineer or
the Superintending Engineer shall have the power to settle the
rates not covered by tender under powers delegated to him in Public
Works Department of Maharashtra Government. As regards the
claims and disputes with the contractors in respect of such works
the Chief Engineer of Public Works Department of Maharashtra
Govt. will have full powers to settle claims up to Rs. 1 lac whether or
not sanctioning such claims involves excess over the approved cost
beyond permissible limit of 10%. The claims and disputes with
amount of claim more than 1 lac will be examined by the Chief
Engineer, P.W.D. and if he is convinced that prima facie the
contractors claim is genuine and that there is some substance in the
claim of the contractor as would be made out after detailed
examination, the Chief Engineer will place such claim for decision
before the committee which will have the full powers to settle such
claims However, if sanctioning such claims involves in excess
beyond 10%over and above the approved estimate during the
execution of the project and approval of the Management Council to
such excess shall be obtained.
vi)
If there are reasonable ground for the Chairman of the Committee to
believe that there is an emergency which requires immediate action
to be taken, he shall taken, he shall take such action, as he thinks
necessary, and shall at the next meeting report in writing the action
taken by him for the approval of the Committee.
vii)
After the close of each financial year, the Committee shall report to
the Management Council the cases where any delay has been caused
in settling the claims of contractors.
viii)
In respect of maintenance works and other works to be undertaken
by the University, the Chairman of the Committee shall have power
to sanction payment of bills if the overall division in the bills is
within the sanctioned estimate of if it does not exceed or records by
10% of the sanction.
22. (A}
The Building and works Committee shall constitute the
technical committee which shall consist of the following members. :
i)
One member of the Management Council who is a member of
the Committee as Chairman.

(B)
ii)
Eminent Engineer/Architect nominated by the
Chancellor on the Building and Works Committee.
iii)
Superintending or Executive Engineer of Public
Department who is a member of the Committee.
iv)
University Engineer as Member-Secretary.
ViceWorks
The Technical Committee shall :i)
Scrutinize the Proposal(s) prepared by the University Engineer, if
necessary.
ii)
Periodically inspect the progress of the building and report to the
Buildings and Works Committee.
iii)
Advise the Buildings and Works Committee on any technical
matter.
iv)
Advice the Buildings and Works Committee as regards the
extension in time limit of the project, sanction of extra items
which are not included in the original estimates, escalation in the
cost of building.
v)
Check the quality of various material used for the project.
vi)
Perform such other duties as may be assigned to it by the
Buildings and Works Committee, from time to time.
vii)
Submit its report on the above matters to the Building and Works
Committee once in six months for its consideration and approval.
23.
Upon promulgation of this Ordinance, the existing Ordinance
No.138-A shall stand repealed.
-21STATEMENT OF OBJECTS AND REASONS
The proposed draft of an Ordinance to provide for constitution of
the University Buildings and Works Committee for governance
and classification of the works, procedure and agency for
execution of works etc. seeking to replace the University
Ordinance N0.138-A was under the consideration of the
University. Hon’ble Chancellor vide a communication dated 21st
July, 2001 had made certain suggestions regarding the tenure of
the panel of consulting Architects/R.C.C. consultants and that of
the elected/appointed or nominated members of the Buildings
and Works Committee. After taking into consideration above
suggestions, the Draft was finalised and placed for the approval
by the Management Council. Upon its approval of the
Management Council in its meeting dated 6.7.2002 vide item No.
140 it was forwarded to the Hon’ble Chancellor for his assent.
The Chancellor’s office had got the draft examined by the
Principal Secretary to the Government in consultation with Public
Works Department. The Government vide its communication
dated 1 December, 2004 informed that as per G.R. dated 18
November 1996 of P.W. Department, two and half times
enhancement was made in money matters, and hence it would be
consistent with the Government policy to treat the works worth
less than 40 Lacs as Minor works and the Works Worth more
than 40 lacs as Major works. Upon consideration of these
communications, corresponding changes have been incorporated
in clause 17(B) and (C) of the Ordinance.

(An Ordinance to amend the Ordinance No. 26 of 1998 and
Direction No. 15 of 2002)
Whereas it is expedient to provide an Ordinance for the Examination
Leading the Degree of Master of Laws in the Faculty of Law, the Management
Council is hereby pleased to make the following Ordinance :
1.
This Ordinance may be called
EXAMINATION LEADING TO THE
DEGREE OF MASTER OF LAWS (AMENDMENT) ORDINANCE, 2004 in
the Faculty of Law.
2.
This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
The course for the Degree of Master of Laws under this Ordinance shall
extend over a period of four semesters. At the end of each semester
there shall be a university examination known respectively as LL.M.
First Semester Examination , LL.M. Second Semester Examination,
LL.M Third Semester Examination and LL.M. Fourth Semester
Examination.
4.
The examination of First and Third Semester will be held in NovemberDecember every year and examination of Second and Fourth Semester
will be held in May-June every year. The Examination shall be held at
such places and on such dates as may be appointed by the university.
5.
Subject to the compliance with the provisions of this ordinance and of
any other ordinances in force from time to time an applicant for
admission to examination shall have passed THREE YEAR BACHELOR
OF LAWS DEGREE OR FIVE YEAR BACHELOR OF LAWS DEGREE
Examination of the R.T.M. Nagpur University or of any other statutory
university recognized as equivalent thereto with a minimum of 50
percent of marks.

The scope of the topics in various papers will be as indicated in
the syllabus.
7.
The medium of instruction and examination shall be in English.
Question papers for the examination shall be set in English.
8.
The fee for the examination shall be as prescribed by the university
from time to time.
9.
In order to be successful at the examination and to be eligible for the
Degree of Master of Laws under this Direction, an examinee shall
obtain :
i)
A minimum of 50% marks in each paper and obtain 50% marks
in aggregate to be declared successful.
Provided that an examinee securing 50% or more marks but less
than 60% marks in the aggregate in all the four semester examinations,
taken together, shall be placed in second division.
Provided that an examinee securing 60% and above marks in the
aggregate, in all the semester examinations, taken together, shall be
placed in First Division.
Provided that an examinee securing 75% or more marks in a
paper shall declared to have passed in that paper with distinction.
ii)
There shall be no classification of examinees successful at the
LL.M. First Semester, Second Semester and Third Semester
Examination .

(i)
An examinee who is unsuccessful at the examination shall be
eligible for admission to next written examination on payment of fresh
fees as prescribed by the university and in compliance with the
conditions of the ordinance in force from time to time.
(ii)
For being eligible for exemption in a paper, a candidate must
have obtained minimum 50% of marks in that paper.
(iii) 1)
A candidate who does not pass LL.M. First Semester
Examination will be allowed to take admission in Second Semester
course.
2) For admission in the Third Semester a candidate should have
passed in atleast 50% of papers in First Semester and Second Semester
Examination That is, out of eight papers, the candidate should have
passed in four papers. Each paper will comprise of Theory paper &
Internal Assessment taken together. The candidate should pass the
examination under both the heads separately with 50% of marks.
3) For admission in the fourth Semester a candidate should have
cleared at least 50% of papers in the Third Semester.
4) However, a candidate shall not be allowed to appear for Fourth
Semester Examination unless the candidate is declared passed in First
and Second Semester Examination in full, i, e, in all the eight papers.
11.
Without prejudice to other provisions of Ordinance No. 6 relating to the
examinations in general, the provisions of paragraphs 5,7,8,10,31 and
32 of the said Ordinance shall apply to every examinee appearing for
the examination
12.
Provisions of Direction 9 of 2002 as amended from time to time relating
to the award of grace marks for passing as examination, securing
higher division class and for securing distinction in subject (s) shall
apply to the examination under this Ordinances.
13.
Notwithstanding anything contrary in the Ordinances , no person shall
be admitted to this examination if the candidate has passed the same
examination or an equivalent examination of any other statutory
university.
13.
A candidate who has qualified for the Master of Laws Degree may apply
for admission to the examination in additional group of subjects
seeking fresh admission as provided in paragraph five in the PostGraduate Teaching Department of Law or in a college affiliated to the
-25university for LL.M. course . The candidate will appear for examination
in optional group papers and also write dissertation
Provided that a candidate who has qualified for the Master of Law
Degree as per the new scheme shall appear for any one of the optional
group of subjects in LL.M. First, Second, Third and Fourth Semester
Examination separately
Provided further that an examinee successful under these provisions
shall not be entitled for the award of a division or a place in the merit
list or for any other award. But shall however, receive a certificate in
the prescribed form signed by the Controller of Examinations.
15.
An examinee successful at all the Examinations shall, on payment of
the prescribed fee, receive a degree in the prescribed form signed by the
Vice-Chancellor.
16.
Ordinance No. 26 of 1998 and Direction No.15 of 2002 stands repealed

-26N.B.:- The object of the LL.M. studies is not merely to prepare conscientious &
competent members for the profession but it is expected to advance and
disseminate knowledge of law and legal processes in the context of national
development. The endeavor of the Deptt. of Law is to look at law as an
instrument for social change and human well-being. The course is aimed at
inculcating in every student a sense of responsibility towards the society
and towards ones own country. This is done by developing in the students
the ability to assimilate and utilize the studies and suggest law reform
measures. The main object is to develop an all round personality of every
student who will become good citizen and will have respect for human life.
For the LL.M. course there was already in existence an Ordinance No. 26 of
1998 and Direction No. 15 of 2002. The Direction was specially made to
implement the new syllabus proposed by UGC in its CDC Report.
The Direction No. 15 of 2002 is now repealed and a new Ordinance has come
into existence in 2003-04.

An ordinance to amend the ordinance No. 3-A, Board of
Physical Education and Sports.
Whereas, it is expedient to amend ordinance No. 3-A i.e. Board of
Physical Education and Sports for the purposes hereinafter appearing, the
Management Council is hereby pleased to make the following ordinance :1.
This ordinance may be called “Board of Physical Education and Sports
(Amendment) ordinance 2004.
2.
This ordinance shall come into force with effect from the date of its
approved by the Management Council.
3.
The word “three” appearing in para 2(b) of ordinance No. 3-A i.e. Board
of Physical Education and Sports be substituted by the word “five”.
Statement of Object & Reasons
As per the provisions of Section 42 of Maharashtra Universities Act,
1994, the tenure of all Authorities has been prescribed as 5 years. Therefore,
in order to make the tenure of the Board of Physical Education and Sports
consistent with the tenure of other Authorities & bodies, the Board proposed
in its meeting dated 13th Nov. 2001, that the tenure of the Board shall be of 5
years. Accordingly, the Board suggested this amendment to the Management
Council, which was approved by the Management Council on 20.5.2003, vide
item No. 22. Hence, this amendment.

AN ORDINANCE TO AMEND THE ORDINANCE NO. 65.
An ordinance to amend the Ordinance No. 65 titled “Degree of Doctor of
Philosophy (Ph.D.) in the Faculty of Medicine (including Ayurvedic Medicine).”
Whereas it is expedient further to amend Ordinance No. 65 titled,
“Degree of Doctor of Philosophy (Ph.D.) in the Faculty of Medicine (including
Ayurvedic Medicine) for the purposes hereinafter appearing, the Management
Council is hereby pleased to make the following Ordinance :
1.
This Ordinance may be called, “Degree of Doctor of Philosophy (Ph.D.)
in the Faculty of Medicine (including Ayurvedic Medicine) (amendment)
Ordinance, 2004”.
2.
This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
In para 1(1) of the main Ordinance, after the words “M.Sc./M.D.”
following be added –
“M.D.S./MPhT/MOTh (Regular/By Research)”
and before the words “in the Faculty of Medicine”.
STATEMENT OF OBJECTS AND REASONS
In view of the fact that the Faculty of Medicine includes Dental Sciences
and the stream of Occupational Therapy and Physio Therapy within its ambit,
yet the existing Ordinance No. 65 governing Degree of Doctor of Philosophy
(Ph.D.) in the Faculty of Medicine in its eligibility clause does not provide for
the registration of students from the stream of Dentistry and Occupational
Therapy and Physio Therapy. In order to broaden the eligibility and thereby
providing for the registration of students for the doctoral degree in the stream
of Dental Sciences and Occupational Therapy and Physio Therapy, hence this
amendment.

TOPICS, THESIS SUBMISSION AND ITS EVALUATION FOR THE DEGREE OF
DOCTOR OF PHILOSOPHY IN THE FACULTY OF SCIENCE.
Whereas it is expedient to provide for an Ordinance prescribing
eligibility criteria and procedure for registration of candidates, selection of
guides and research topics, thesis submission and its evaluation for the
Degree of Doctor of Philosophy in the Faculty of Science, the Management
Council is hereby pleased to make the following ordinance. :
1.
This Ordinance may be called “Ordinance prescribing eligibility criteria
and procedure for registration of candidates, selection of guides and
research topics, thesis submission and its evaluation for the degree of
Doctor of Philosophy in the Faculty of Science, Ordinance, 2005”.
2.
This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who has
passed the M.Sc. Examination or M.Sc. Tech. (Applied Geology)
Examination of this University at least in Second Division or an
examination recognised as equivalent thereto shall be eligible to apply
for registration as a candidate for the Ph.D. Degree in the Faculty of
Science.
Provided firstly, that an applicant shall be eligible for registration for
research in a subject in which he/she has passed his/her M.Sc.
Examination. But in exceptional cases a candidate may be permitted to
register in any other subject (for research in a borderline topic) in the
Faculty, if the Board of University Teaching and Research on the
recommendations of the Supervisor and the Research & Recognition
Committee is satisfied that he/she has the necessary background and
special qualifications required for such study.

-39Provided secondly, that in exceptional cases the Board of University
Teaching and Research may, on the recommendations of the Research
& Recognition Committee of the Board concerned, permit registration of
a person who has not passed the M.Sc. Examination in Second
Division, if the person concerned has research publications of sufficient
merit to his/her credit.
Provided thirdly, that any candidate who has passed the qualifying
examination from any of the Statutory University shall also be allowed
to register for Ph.D. Degree under this Ordinance, if he/she resides
within the territorial jurisdiction of this University and carries on
his/her research in a laboratory recongised by the University for this
purpose.
4.
Every candidate for the Degree shall submit an application for
registration in the prescribed form to the University stating –
(i)
(ii)
(iii)
(iv)
(v)
(vi)
the subject of the proposed thesis;
detailed outline of the proposed thesis;
the evidence of his/her qualifications and eligibility for the
proposed research;
the recognized place where he/she proposes to carry on his
research wherever necessary;
the name of the approved Supervisor(s) under whom he/she
proposes to carry on his/her research work; and
For the purposes of compliance of clauses (v) and (vi) above the
consent in writing from the Head of concerned institution and
from the concerned supervisor(s) would be necessary.
Provided that no candidate shall apply for registration as a
research student for Doctoral Degree in a subject, if he/she is already
registered in another subject unless –
(a) He/she has submitted his/her thesis for evaluation in the
other subject; or
(b) His/her name has been removed from the Roll of Register for
Research Students of that subject maintained by the
university.
5.
The application under the preceding paragraph shall be submitted by
the candidate on or before 15th January or 15th July of the year as the
case may be, along with such fee as would be prescribed by the
university from time to time.

The technical screening of each application will be done by the threemember committee, constituted by the Controller of Examinations of
the university in that behalf under the chairmanship of the officer of
the university not below the rank of Deputy Registrar.
7.
Every application for registration, upon its technical screening, shall be
placed for consideration before the Research and Recognition
Committee of the concerned subject, constituted as per Section 36(A)(5)
of the Act. The Research Recognition Committee shall take decision
either accepted, rejected or suggest necessary modifications. The
decision of Research Recognition Committee shall be final and shall be
communicated to the candidate. In the event Research Recognition
Committee has suggested for modifications the candidate shall submit
the revised outline within 30 days from the date of receipt of
communication and the application shall be placed before Research
Recognition Committee for its decision.
After acceptance of the
application by the Research and Recognition Committee, the
registration of the candidate shall be considered to be final.
8.
(i)
The University shall maintain a requisite register with
respect to candidates registered for Ph.D. in the subject
concerned and shall also announce on its website the name of
the candidate, topic of the research, name of the Supervisor and
the institute to avoid duplication.
(ii)
The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research
work of the Ph.D. standard are available in the University,
together with a list of the approved supervisors in those
branches. Such information shall be made available to a person
on request. The list of Supervisors shall be revised from time to
time.
(iii)
Each candidate shall settle the subject of his thesis and prepare
a brief outline under the guidance of his Supervisor under whom
he/she proposes to carry on his/her research work. He/She
shall submit his/her application through his/her Supervisor who
shall state on the application form that the subject of the thesis
and the proposed outline of research have his/her approval and
that he/she is willing to supervise the research work of the
candidate.
-41(iv)
If the proposed research work entails experimental work or work
in a laboratory, the application shall be accompanied by a
certificate from the Head of the Department or Head of the
Institution where the proposed experimental work or laboratory
work is to be carried out stating that necessary facilities will be
made available to the candidate.
(v)
If a candidate intends to prosecute his research in a subject for
which no approved Supervisor is available within the jurisdiction
of the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the
Master’s Degree from the RTM Nagpur University.
(vi)
Where facilities for research work do not exist in the University, a
candidate may be permitted to carry on his/her research work at
an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such candidate
holds Master’s Degree from the R.T.M. Nagpur University.
(vii) The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.
(viii) The number of students registered for their research work at a
time under one Supervisor in any case shall not exceed TEN.
(ix)
In exceptional cases the Board of University Teaching & Research
may permit a research student to prosecute his/her research for
one of the two academic years in another University or approved
Institution which is not connected with the University.
9.
On being approved by the Research and Recognition Committee,
the name of the candidate shall be registered as a Research
Student of the university. He/she shall pay to the university such fees
for Supervision, Laboratory work or Lectures as may be prescribed
from time to time.
10.
(i)
(ii)
It would be obligatory for the registered research students,
to submit progress report of the work at the end of the
term of every six months, forwarded through the
Supervisor.
The progress report, so received by the university, shall be
assessed by the committee, consisting of –
(a) Dean of the concerned Faculty;
-42(b) Chairman, Board of Studies of the concerned subject
(c) Head of the University Department or Institution in
the relevant subject, if any,
Provided that where there is no university department in
the subject, Head of the Department from an affiliated
college having post-graduate teaching in that subject, who is
also approved Ph.D. supervisor will be nominated by the
Vice-Chancellor.
(d) A subject expert in the concerned subject nominated
by the Vice-Chancellor, and
(e) Deputy Registrar (Exams) Ex-officio Secretary
(iii)
(iv)
11.
The quorum for the aforesaid committee will be two of which one
shall be subject expert, nominated under clause (d) above.
The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the
Assessment Committee in further course of the research work.
No candidate shall submit his/her thesis for evaluation until two
years have lapsed from the date on which the candidate’s application
was approved by the Research & Recognition Committee.
Provided that the Board of University Teaching & Research may,
in exceptional cases, and on the recommendations of the Research and
Recognition Committee, reduce this period to not less than one year;
Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has
passed his/her Master’s Degree examination.
12.
(a)
Every candidate shall submit his/her thesis within a
period of five years from the date on which his/her application
was approved by the Research & Recognition Committee. The
names of the candidate failing to submit their theses within the
prescribed period shall be removed from the register of research
students.
(b)
The candidate who has failed to submit his/her thesis within the
specified period of 5 years from the date of his/her registration
and whose name is removed from the register of research
students may re-register. In case the subject offered at the time
of re-registration is the same as before he can submit his thesis
even before the completion of the minimum period of two years,
but in no case after the maximum period of five years from the
date of re-registration.
-43Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the thesis
after completing the period of at least one year from the date of reregistration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (14) would be applicable.

14.
(a)
The candidate shall submit five copies of his/her thesis in
suitable legible
print. He/she shall also submit along with
his/her thesis five copies of the summary of his/her thesis.
(b)
The candidate shall indicate generally in a preface to his/her
thesis and specifically in notes, the sources from which the
information is taken, the extent to which he/she has availed
himself of the work of others and the portions of the thesis which
he/she claims as original.
(c)
The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the
advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or
conjointly with others.
(d)
The thesis submitted for Ph.D. should not be the part or whole of
any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated
in the thesis.
(e)
If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as
above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.
(f)
In addition to five copies of the thesis submitted to the university,
the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all
necessary “No Dues Certificates” from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.

The thesis shall comply with the following conditions: (i)
It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the
interpretation of facts or theories. In either case it should evince
the candidate’s capacity for critical examination and sound
judgement. The candidate shall communicate the extend to
which the thesis embodies the result of his own observations and
in what respect his investigations advance knowledge in the
subject;
(ii)
It should be satisfactory in terms of its presentation, language
and depiction.
16.
The candidate, will be entitled to submit five copies of summary of
his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of
six months from the date of submission of summary.
17.
On receipt of the copies of the thesis or summary of the thesis, as the
case may be, the same shall be placed before the Research and
Recognition Committee for recommending panel of referees for the
thesis comprising of not less than six referees in alphabetical manner
along with the full address for correspondence.
Provided that the panel shall be recommended in such a fashion
so as to include at least two referees within the State, at least two
referees outside the State and at least two referees outside India
(wherever available).
Provided further that if the referees, outside India, are not
available, the panel shall be recommended so as to have minimum two
referees within the State and four referees outside the State of
Maharashtra.
Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of
five years.
18.
The panel recommended by the Research & Recognition Committee will
be placed before the committee, appointed under Section 32(5) of the
Act and the said committee shall recommend the names of the referees
in order of preference category-wise for being finally approved and
appointed by the Board of Examinations.
-45Provided that it shall be ensured that the three referees are from
the three categories namely :(i)
(ii)
(iii)
One within the State of Maharashtra;
One from outside the State of Maharashtra, and
One from outside India (wherever available)
Provided further that in the event the referees outside India
are not included in the panel, two referees shall be appointed
from outside the State of Maharashtra.
19.
(i)
Officer of the Ph.D. Section shall inform the referee(s) by
Registered Post about their appointment(s) along with copy of summary
of thesis and request for sending the consent in the prescribed format
in any case within a period of 30 days from the date of receipt of the
communication.
(ii)
In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a
reminder letter for the letter of consent granting the grace period of 15
days.
(iii)
In the event despite the reminder letter the consent is not
received from concerned referee the officer after obtaining the orders
from the Vice-Chancellor shall issue the letter to the next
referee of the concerned category and shall simultaneously inform the
earlier referee that his nomination be treated as cancelled.

After receipt of the consent from the referees, the thesis of
the candidate shall be forwarded by the Officer of the Ph.D.
section to the concerned referee within a period of 15 days from
the date of receipt of the consent letter along with the copy of this
Direction as well as the necessary forms for forwarding his
evaluation report.
The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of
three months from the date of receipt of the thesis.
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.

21.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be
cancelled.
(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.
(a)
The candidate shall be declared eligible for appearing in
open viva-voce test if all three referees or at least two referees
recommend the acceptance of the thesis. If the referee(s) by
majority recommend the acceptance by conducting open viva
then candidate will be declared eligible for award of Ph.D.
(b)
If by majority the thesis is not approved by the referees
then the candidate shall be held to be not eligible for award of
Ph.D. degree.
(c)
If by majority the referees recommend revision of the thesis then
the candidate shall submit revised thesis (five copies) within 12
months from the date of the communication by the Officer, Ph.D.
Section and the revised thesis then shall be sent to all three
original examiners and be subjected to the process of evaluation
and conduct of viva-voce as mentioned above.
(d)
Procedure for conducting compulsory open viva voce shall
be as follows:
(i)
The officer of the university, in consultation with the referees,
shall fix the date of open viva-voce and shall communicate the
date to the examinee, supervisor and referees belonging to the
State of Maharashtra and outside State of Maharashtra.
(ii)
In the event all the referees express their difficulty to attend the
viva-voce on the date so fixed the revised date shall be fixed by
the officer within next 30 days.

If one of the referees is not in a position to attend the viva, he
shall be required to forward the queries in writing to the Officer of
Ph.D. section, who shall hand over to the another referee and the
viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.
The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
22.
(i) The officer of the Ph.D. section shall place the original reports as
well as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the viva-voce
report.
(ii)
After acceptance of the reports by the Board of Examinations the
officer of the Ph.D. section shall issue the notification declaring the
candidate eligible for award of Ph.D. degree within 15 days from the
date of acceptance as above.
23.
The Ph.D. degree shall be conferred on the candidate in the ensuing
convocation of the university.
24.
The provisions of this Ordinance are prospective in nature and
are not applicable to all those candidates who have submitted their
applications for registration to the university on or before
15.1.2005.
Such candidates shall be governed by the provisions of Ordinance No.
50.
The candidates who have submitted their applications for
registration to the university from 16-1-2005 till the issuance of the
present Ordinance shall be governed by Direction No. 14 of 2004.
25.
Upon promulgation of this Ordinance, Direction No. 14 of 2004,
Shall stand repealed.
STATEMENT OF OBJECT & REASONS
In order to streamline the procedure, eligibility and modalities
governing the conferment of Doctoral Degree in various faculties in the
university, so as to be commensurate with the desired fulfillment of legitimate
academic aspirations of the aspiring population, which was required to be
regulated statutorily by the university, hence this Ordinance.

DENTAL SCIENCES, OCCUPATIONAL THERAPY AND PHYSIOTHERAPY,
HOMEOPATHY, PHARMACEUTICAL SCIENCES AND FACULTY OF
AYURVEDIC MEDICINE.
Whereas it is expedient to provide for an Ordinance prescribing
eligibility criteria and procedure for registration of candidates, selection of
guides and research topic, thesis submission and its evaluation for the
Degree of Doctor of Philosophy in the Faculty of Medicine including Dental
Sciences,
Occupational
Therapy
and
Physiotherapy,
Homeopathy,
Pharmaceutical Sciences and Faculty of Ayurvedic Medicine, the Management
Council is hereby pleased to make the following ordinance. :
1.
This Ordinance may be called “Ordinance prescribing eligibility criteria
and procedure for registration of candidates, selection of guides and
research topic, thesis submission and its evaluation for the Degree of
Doctor of Philosophy in the Faculty of Medicine including Dental
Sciences, Occupational Therapy and Physiotherapy, Homeopathy,
Pharmaceutical Sciences and Faculty of Ayurvedic Medicine,
Ordinance, 2005”.

This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
1. Subject to his/her compliance with the requirements of this
Ordinance and of other Ordinances in force from time to time, any
person who has passed (i) the examination for the Degree of
M.Sc./M.D. in the Faculty of Medicine or (ii) the examination for the
Degree of Master of Pharmacy of this University at least in Second
Division, or an examination recognized as equivalent thereto shall be
eligible to apply for registration as a candidate for the Ph.D. Degree in
the Faculty of Medicine.
Provided firstly that an applicant shall be eligible for registration for
research in that subject only in which he/she has passed his/her M.S.
/ M.D. or M.Pharm. Examination.

Hon’ble Chancellor on 3rd February, 2006.
-49Provided secondly that a candidate who has passed the qualifying
examination from any other Statutory University shall also be allowed
to register for Ph.D. Degree under this Ordinance, if he/she resides
within the territorial jurisdiction of this University and carries out
his/her research in a Laboratory recongised by the University for this
purpose.
2. Subject to the conditions prescribed in the above paragraph of this
Ordinance, an applicant who has passed M.S. or M.D. Examination of
this University or an examination recognised as equivalent thereto shall
be eligible for registration in any one of the subject (except the subjects
of Ayurvedic Medicine) of Post-graduate degree in the Faculty of
Medicine.
4.
Every candidate for the Degree shall submit an application for
registration in the prescribed form to the University stating –
(i)
(ii)
(iii)

(vi)
the subject of the proposed thesis;
detailed outline of the proposed thesis;
the evidence of his/her qualifications and eligibility for the
proposed research;
the recognized place where he proposes to carry on his/her
research wherever necessary;
the name of the approved Supervisor(s) under whom he/she
proposes to carry on his/her research work; and
For the purposes of compliance of clauses (v) and (vi) above the
consent in writing from the Head of concerned institution and
from the concerned supervisor(s) would be necessary.
Provided that no candidate shall apply for registration as a
research student for Doctoral Degree in a subject, if he/she is already
registered in another subject unless –

(a)
He/she has submitted his/her thesis for evaluation in the
other subject; or
(b)
His/her name has been removed from the Roll of Register
for Research Students of that subject maintained by the
university.
The application under the preceding paragraph shall be submitted by
the candidate on or before 15th January or 15th July of the year as the
case may be, along with such fee as would be prescribed by the
university from time to time.

The technical screening of each application will be done by the threemember committee, constituted by the Controller of Examinations of
the university in that behalf under the chairmanship of the officer of
the university not below the rank of Deputy Registrar.
7.
Every application for registration, upon its technical screening, shall be
placed for consideration before the Research and Recognition
Committee of the concerned subject, constituted as per Section 36(A)(5)
of the Act. The Research Recognition Committee shall take decision
either accepted, rejected or suggest necessary modifications. The
decision of Research Recognition Committee shall be final and shall be
communicated to the candidate. In the event Research Recognition
Committee has suggested for modifications the candidate shall submit
the revised outline within 30 days from the date of receipt of
communication and the application shall be placed before Research
Recognition Committee for its decision.
After acceptance of the
application by the Research and Recognition Committee, the
registration of the candidate shall be considered to be final.
8.
(i)
The University shall maintain a requisite register with respect
to candidates registered for Ph.D. in the subject concerned and
shall also announce on its website the name of the candidate,
topic of the research, name of the Supervisor and the institute to
avoid duplication.
(ii)
The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research
work of the Ph.D. standard are available in the University,
together with a list of the approved supervisors in those
branches. Such information shall be made available to a person
on request. The list of Supervisors shall be revised from time to
time.
(iii)
Each candidate shall settle the subject of his thesis and prepare
a brief outline under the guidance of his Supervisor under whom
he/she proposes to carry on his/her research work. He/She
shall submit his/her application through his/her Supervisor who
shall state on the application form that the subject of the thesis
and the proposed outline of research have his/her approval and
that he/she is willing to supervise the research work of the
candidate.
-51(iv)
If the proposed research work entails experimental work or
work in a laboratory, the application shall be accompanied by a
certificate from the Head of the Department or Head of the
Institution where the proposed experimental work or laboratory
work is to be carried out stating that necessary facilities will be
made available to the candidate.
(v)
If a candidate intends to prosecute his research in a subject for
which no approved Supervisor is available within the jurisdiction
of the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the
Master’s Degree from the Nagpur University.
(vi)
Where facilities for research work do not exist in the University, a
candidate may be permitted to carry on his/her research work at
an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such
candidate holds Master’s Degree from the R.T.M. Nagpur
University.
(vii)
The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.
(viii) The number of students registered for their research work at a
time under one Supervisor in any case shall not exceed TEN.
(ix)
In exceptional cases the Board of University Teaching & Research
may permit a research student to prosecute his/her research for
one of the two academic years in another University or approved
Institution which is not connected with the University.
9.
On being approved by the Research and Recognition Committee, the
name of the candidate shall be registered as a Research Student of
the university. He/she shall pay to the university such fees for
Supervision, Laboratory work or Lectures as may be prescribed from
time to time.
10.
(i)
It would be obligatory for the registered research students, to
submit progress report of the work at the end of the term of
every six months, forwarded through the Supervisor.
(ii)
The progress report, so received by the university, shall be
assessed by the committee, consisting of –

(b)
(c)
Dean of the concerned Faculty;
Chairman, Board of Studies of the concerned subject;
Head of the University Department or Institution in the
relevant subject, if any,
Provided that where there is no university department in
the subject, Head of the Department from an affiliated
college having post-graduate teaching in that subject who
is also approved Ph.D. supervisor will be nominated by the
Vice-Chancellor.
(d)
(e)
11.
A subject expert in the concerned subject nominated by
the Vice-Chancellor, and
Deputy Registrar (Exams) Ex-officio Secretary
(iii)
The quorum for the aforesaid committee will be two of which one
shall be subject expert, nominated under clause (d) above.
(iv)
The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the
Assessment Committee in further course of the research work.
No candidate shall submit his/her thesis for evaluation until two
years have elapsed from the date on which the candidate’s
application was approved by the Research & Recognition Committee.
Provided that the Board of University Teaching & Research may,
in exceptional cases, and on the recommendations of the Research and
Recognition Committee, reduce this period to not less than one year;
Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has
passed his/her Master’s Degree examination.
12.
(a)
Every candidate shall submit his/her thesis within a period of
five years from the date on which his/her application was
approved by the Research & Recognition Committee. The names
of the candidate failing to submit their theses within the
prescribed period shall be removed from the register of research
students.
-53(b)
The candidate who has failed to submit his/her thesis within the
specified period of 5 years from the date of his/her registration
and whose name is removed from the register of research
students may re-register. In case the subject offered at the time
of re-registration is the same as before he can submit his thesis
even before the completion of the minimum period of two years,
but in no case after the maximum period of five years from the
date of re-registration.
Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the thesis
after completing the period of at least one year from the date of reregistration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (14) would be applicable.
13.
(a)
The candidate shall submit five copies of his/her thesis in
suitable legible print. He/she shall also submit along with
his/her thesis five copies of the summary of his/her thesis.
(b)
The candidate shall indicate generally in a preface to his/her
thesis and specifically in notes, the sources from which the
information is taken, the extent to which he/she has availed
himself of the work of others and the portions of the thesis which
he/she claims as original.
(c)
The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the
advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or
conjointly with others.
(d)
The thesis submitted for Ph.D. should not be the part or whole of
any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated
in the thesis.
(e)
If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as
above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.

In addition to five copies of the thesis submitted to the university,
the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
14.
The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all
necessary “No Dues Certificates” from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.
15.
The thesis shall comply with the following conditions: (i)
It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the
interpretation of facts or theories. In either case it should evince
the candidate’s capacity for critical examination and sound
judgement. The candidate shall communicate the extend to
which the thesis embodies the result of his own observations and
in what respect his investigations advance knowledge in the
subject;
(ii)
It should be satisfactory in terms of its presentation, language
and depiction.
16.
The candidate, will be entitled to submit five copies of summary of
his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of
six months from the date of submission of summary.
17.
On receipt of the copies of the thesis or summary of the thesis, as
the case may be, the same shall be placed before the Research and
Recognition Committee for recommending panel of referees for the
thesis comprising of not less than six referees in alphabetical manner
along with the full address for correspondence.
Provided that the panel shall be recommended in such a fashion
so as to include at least two referees within the State, at least two
referees outside the State and at least two referees outside India
(wherever available).
Provided further that if the referees, outside India, are not
available, the panel shall be recommended so as to have minimum two
referees within the State and four referees outside the State of
Maharashtra.
-55Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of
five years.
18.
The panel recommended by the Research & Recognition Committee will
be placed before the committee, appointed under Section 32(5) of the
Act and the said committee shall recommend the names of the referees
in order of preference category-wise for being finally approved and
appointed by the Board of Examinations.
Provided that it shall be ensured that the three referees are from
the three categories namely:(j)
(ii)
(iii)
One within the State of Maharashtra;
One from outside the State of Maharashtra, and
One from outside India (wherever available)
Provided further that in the event the referees outside India
are not included in the panel, two referees shall be
appointed from outside the State of Maharashtra.
19.
(i)
Officer of the Ph.D. Section shall inform the referee(s) by
Registered Post about their appointment(s) along with copy of summary
of thesis and request for sending the consent in the prescribed format
in any case within a period of 30 days from the date of receipt of the
communication.
(ii)
In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a
reminder letter for the letter of consent granting the grace period of 15
days.
(iii)
In the event despite the reminder letter the consent is not
received from concerned referee the officer after obtaining the orders
from the Vice-Chancellor shall issue the letter to the next referee of the
concerned category and shall simultaneously inform the earlier referee
that his nomination be treated as cancelled.
20.
(i)
After receipt of the consent from the referees, the thesis of the
candidate shall be forwarded by the Officer of the Ph.D. section to
the concerned referee within a period of 15 days from the date of
receipt of the consent letter along with the copy of this Direction
as well as the necessary forms for forwarding his evaluation
report.

(ii)
The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of
three months from the date of receipt of the thesis.
(iii)
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be
cancelled.
(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.
(a)
The candidate shall be declared eligible for appearing in open
viva-voce test if all three referees or at least two referees
recommend the acceptance of the thesis. If the referee(s) by
majority recommend the acceptance by conducting open viva
then candidate will be declared eligible for award of Ph.D.
(b)
If by majority the thesis is not approved by the referees then the
candidate shall be held to be not eligible for award of Ph.D.
degree.
(c)
If by majority the referees recommend revision of the thesis then
the candidate shall submit revised thesis (five copies) within 12
months from the date of the communication by the Officer, Ph.D.
Section and the revised thesis then shall be sent to all three
original examiners and be subjected to the process of evaluation
and conduct of viva-voce as mentioned above.

(d)
Procedure for conducting compulsory open viva voce shall be
as follows:
(i)
The officer of the university, in consultation with the referees,
shall fix the date of open viva-voce and shall communicate the
date to the examinee, supervisor and referees belonging to the
State of Maharashtra and outside State of Maharashtra.
(ii)
In the event all the referees express their difficulty to attend the
viva-voce on the date so fixed the revised date shall be fixed by
the officer within next 30 days.
(iii)
If one of the referees is not in a position to attend the viva, he
shall be required to forward the queries in writing to the Officer of
Ph.D. section, who shall hand over to the another referee and the
viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
(iv)
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.
(v)
The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
(i)
The officer of the Ph.D. section shall place the original reports
as well as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the vivavoce report.
(ii)
After acceptance of the reports by the Board of Examinations
the officer of the Ph.D. section shall issue the notification
declaring the candidate eligible for award of Ph.D. degree within
15 days from the date of acceptance as above.
The Ph.D. degree shall be conferred on the candidate in the ensuing
convocation of the university.
The provisions of this Ordinance are prospective in nature and are
not applicable to all those candidates who have submitted their
applications for registration to the university on or before 15.1.2005.
Such candidates shall be governed by the provisions of Ordinance No.
65 and Ordinance No. 35 of 1980. The candidates who have submitted
their applications for registration to the university from 16-1-2005 till
the issuance of the present Ordinance shall be governed by Direction
No. 20 of 2004.

Upon promulgation of this Ordinance, Direction No. 20 of 2004 shall
stand repealed.
STATEMENT OF OBJECT & REASONS
In order to streamline the procedure, eligibility and modalities
governing the conferment of Doctoral Degree in various faculties in the
university, so as to be commensurate with the desired fulfillment of legitimate
academic aspirations of the aspiring population, which was required to be
regulated statutorily by the university, hence this Ordinance.

Management Council is hereby pleased to make the following ordinance. :

This Ordinance may be called, “Ordinance prescribing eligibility criteria
and procedure for registration of candidates, selection of guides and
research topics, thesis submission and its evaluation for the degree of
Doctor of Philosophy” in the Faculty of Home Science, Ordinance,
2005.”

This Ordinance shall come in to force with effect from the date of its
approval by the Management Council.

Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who has
passed the Master of Science in Home Science Examination of this
University in not less than Second Division, or an examination

eligible to apply for registration as a candidate for Ph.D. Degree in the
Faculty of Home Science.
Provided firstly that an applicant shall be eligible for registration for
research in that subject only in which he/she has passed his/her M.Sc.
(Home Science) Examination.
Provided secondly that, in exceptional cases, the Board of University
Teaching and Research may, on the recommendations of the Research
& Recognition Committee of the Board concerned, permit registration
of a person who has not passed the M.Sc. (Home Science) Examination
in Second Division, if the person concerned has research publications
of sufficient merit to his/her credit.
Provided thirdly, that in exceptional cases an applicant may offer
herself for registration as a candidate for the Degree in a subject other
than in which he/she has passed her M.Sc. (Home Science)
Examination of this University or an examination recognized as
equivalent thereto, if the Board of University Teaching and Research is
on the recommendation of the Research & Recognition Committee
satisfied that he/she possesses adequate knowledge of the subject for
purposes of research proposed by his/her.
Provided fourthly that, any candidate who has passed the qualifying
examination from any other Statutory University shall also be allowed
to register for Ph.D. Degree under this Ordinance, if he/she resides
within the territorial jurisdiction of this University.

Every candidate for the Degree shall submit an application for

No candidate shall submit his/her thesis for evaluation until two years
have elapsed from the date on which the candidate’s application was
approved by the Research & Recognition Committee.
Provided that the Board of University Teaching & Research may,
in exceptional cases, and on the recommendations of the Research and
Recognition Committee, reduce this period to not less than one year;
Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has
passed his/her Master’s Degree examination.

(a)
Every candidate shall submit his/her thesis within a period of
five years from the date on which his/her application was approved by
the Research & Recognition Committee. The names of the candidate
failing to submit their theses within the prescribed period shall be
removed from the register of research students.
(b)
The candidate who has failed to submit his/her thesis within the
specified period of 5 years from the date of his/her registration and
whose name is removed from the register of research students may reregister. In case the subject offered at the time of re-registration is the
same as before he can submit his thesis even before the completion of
the minimum period of two years, but in no case after the maximum
period of five years from the date of re-registration.
Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the thesis
after completing the period of at least one year from the date of reregistration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (14) would be applicable.
13.
(a)
The candidate shall submit five copies of his/her thesis in
suitable legible print. He/she shall also submit along with
his/her thesis five copies of the summary of his/her thesis
(b)
The candidate shall indicate generally in a preface to his/her
thesis and specifically in notes, the sources from which the
information is taken, the extent to which he/she has availed
himself of the work of others and the portions of the thesis which
he/she claims as original.
(c)
The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the
advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or
conjointly with others.
(d)
The thesis submitted for Ph.D. should not be the part or whole of
any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated
in the thesis.
-64(f)
If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as
above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.
(f)
In addition to five copies of the thesis submitted to the university,
the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
14.
The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all
necessary “No Dues Certificates” from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.
15.
The thesis shall comply with the following conditions: (i)
It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the
interpretation of facts or theories. In either case it should evince
the candidate’s capacity for critical examination and sound
judgement. The candidate shall communicate the extend to
which the thesis embodies the result of his own observations and
in what respect his investigations advance knowledge in the
subject;
(ii)
It should be satisfactory in terms of its presentation, language
and depiction.
16.
The candidate, will be entitled to submit five copies of summary of
his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of
six months from the date of submission of summary.
17.
On receipt of the copies of the thesis or summary of the thesis, as the
case may be, the same shall be placed before the Research and
Recognition Committee for recommending panel of referees for the
thesis comprising of not less than six referees in alphabetical manner
along with the full address for correspondence.
Provided that the panel shall be recommended in such a fashion
so as to include at least two referees within the State, at least two
referees outside the State and at least two referees outside India
(wherever available).
-65Provided further that if the referees, outside India, are not
available, the panel shall be recommended so as to have minimum two
referees within the State and four referees outside the State of
Maharashtra.
Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of
five years.
18.
The panel recommended by the Research & Recognition Committee will
be placed before the committee, appointed under Section 32(5) of the
Act and the said committee shall recommend the names of the referees
in order of preference category-wise for being finally approved and
appointed by the Board of Examinations.
Provided that it shall be ensured that the three referees are from
the three categories namely :(i)
(ii)
(iii)
One within the State of Maharashtra;
One from outside the State of Maharashtra, and
One from outside India (wherever available)
Provided further that in the event the referees outside India
are not included in the panel, two referees shall be appointed
from outside the State of Maharashtra.
19.
(i)
Officer of the Ph.D. Section shall inform the referee(s) by
Registered Post about their appointment(s) along with copy of
summary of thesis and request for sending the consent in the
prescribed format in any case within a period of 30 days from the
date of receipt of the communication.
(ii)
In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a
reminder letter for the letter of consent granting the grace period
of 15 days.
(iii)
In the event despite the reminder letter the consent is not
received from concerned referee the officer after obtaining the
orders from the Vice-Chancellor shall issue the letter to the next
referee of the concerned category and shall simultaneously
inform the earlier referee that his nomination be treated as
cancelled.

21.
(i)
After receipt of the consent from the referees, the thesis of the
candidate shall be forwarded by the Officer of the Ph.D. section
to the concerned referee within a period of 15 days from the date
of receipt of the consent letter along with the copy of this
Direction as well as the necessary forms for forwarding his
evaluation report.
(ii)
The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of
three months from the date of receipt of the thesis.
(iii)
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be
cancelled.
(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.
(a)
The candidate shall be declared eligible for appearing in open
viva-voce test if all three referees or at least two referees
recommend the acceptance of the thesis. If the referee(s) by
majority recommend the acceptance by conducting open viva
then candidate will be declared eligible for award of Ph.D.
(b)
If by majority the thesis is not approved by the referees then the
candidate shall be held to be not eligible for award of Ph.D.
degree.

22.
(c)
If by majority the referees recommend revision of the thesis then
the candidate shall submit revised thesis (five copies) within 12
months from the date of the communication by the Officer, Ph.D.
Section and the revised thesis then shall be sent to all three
original examiners and be subjected to the process of evaluation
and conduct of viva-voce as mentioned above.
(d)
Procedure for conducting compulsory open viva voce shall be as
follows:
(i)
The officer of the university, in consultation with the referees,
shall fix the date of open viva-voce and shall communicate the
date to the examinee, supervisor and referees belonging to the
State of Maharashtra and outside State of Maharashtra.
(ii)
In the event all the referees express their difficulty to attend the
viva-voce on the date so fixed the revised date shall be fixed by
the officer within next 30 days.
(iii)
If one of the referees is not in a position to attend the viva, he
shall be required to forward the queries in writing to the Officer of
Ph.D. section, who shall hand over to the another referee and the
viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
(iv)
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.
(v)
The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
(i)
The officer of the Ph.D. section shall place the original reports as
well as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the vivavoce report.
(ii)
After acceptance of the reports by the Board of Examinations the
officer of the Ph.D. section shall issue the notification declaring
the candidate eligible for award of Ph.D. degree within 15 days
from the date of acceptance as above.

The Ph.D. degree shall be conferred on the candidate in the ensuing
convocation of the university.
24.
The provisions of this Ordinance are prospective in nature and are not
applicable to all those candidates who have submitted their
applications for registration to the university on or before 15.1.2005.
Such candidates shall be governed by the provisions of Ordinance No.
105.
The candidates who have submitted their applications for
registration to the university from 16-1-2005 till the issuance of the
present Ordinance shall be governed by Direction No. 18 of 2004.
25.
Upon promulgation of this Ordinance, Direction No. 18 of 2004 shall
stand repealed.
SATATEMENT OF OBJECT & REASONS
In order to streamline the procedure, eligibility and modalities
governing the conferment of Doctoral Degree in various faculties in the
university, so as to be commensurate with the desired fulfillment of legitimate
academic aspirations of the aspiring population, which was required to be
regulated statutorily by the university, hence this Ordinance.

DOCTOR OF PHILOSOPHY IN THE FACULTY OF COMMERCE
Whereas it is expedient to provide for an ordinance prescribing
eligibility criteria and procedure for registration of candidates, selection of
guides and research topics, thesis submission and its evaluation for the
degree of doctor of philosophy in the faculty of commerce , the management
council is here by pleased to make the following ordinance. :
1.
This ordinance may be called “Ordinance prescribing eligibility criteria
and procedure for registration of candidates, selection of guides and
research topics, thesis submission and its evaluation for the degree of
doctor of philosophy in the faculty of commerce, 2005”.

This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who has
passed the M.Com. Examination of this University in not less than
Second Division or an examination recognized as equivalent thereto
shall be eligible to apply for registration as a candidate for the Ph.D.
Degree in the Faculty of Commerce.
Provided firstly, that an applicant shall be eligible for registration for
research in any one of the Commerce subjects comprised in the Faculty
of Commerce.
Provided secondly, that in exceptional cases on the recommendations of
the Research & Recognition Committee, the Board of University
Teaching and Research may permit registration of a person who has
not passed the M.Com. Examination in Second Division, if the person
concerned has research publications of sufficient merit to his/her
credit.
Provided thirdly, that persons holding the M.A. Degree in Economics
shall be allowed to register in the Faculty of Commerce in such subjects
as would come within the purview of the Faculty of Commerce.
Provided fourthly, that any candidate who has passed the qualifying
examination from any other Statutory University shall also be allowed
to register for Ph.D. Degree under this Ordinance, if he/she resides
within the territorial jurisdiction of this University;
Provided fifthly, that an applicant who has passed the M.Com.
Examination of this University shall be eligible for registration under
this Ordinance, even if he/she is not residing within the territorial
jurisdiction of this University.
Provided sixthly, that an applicant who has passed the
M.B.A./M.I.R.P.M. Degree of this University shall be eligible for
registration under this Ordinance, even if he/she is not residing within
the territorial jurisdiction of this University.
4.
Every candidate for the Degree shall submit an application for
registration in the prescribed form to the University stating –
(i)
the subject of the proposed thesis;
(ii)
detailed outline of the proposed thesis;

the evidence of his/her qualifications and eligibility for the
proposed research;
(iv)
the recognized place where he/she proposes to carry on his/her
research wherever necessary;
(v)
the name of the approved Supervisor(s) under whom he/she
proposes to carry on his/her research work; and
(vi)
For the purposes of compliance of clauses (v) and (vi) above the
consent in writing from the Head of concerned institution and
from the concerned supervisor(s) would be necessary.
Provided that no candidate shall apply for registration as a
research student for Doctoral Degree in a subject, if he/she is
already registered in another subject unless –
(a)
(b)
He/she has submitted his/her thesis for evaluation in the
other subject; or
His/her name has been removed from the Roll of Register
for Research Students of that subject maintained by the
university.
5.
The application under the preceding paragraph shall be submitted by
the candidate on or before 15th January or 15th July of the year as the
case may be, along with such fee as would be prescribed by the
university from time to time.
6.
The technical screening of each application will be done by the threemember committee, constituted by the Controller of Examinations of
the university in that behalf under the chairmanship of the officer of
the university not below the rank of Deputy Registrar.
8.
Every application for registration, upon its technical screening, shall be
placed for consideration before the Research and Recognition
Committee of the concerned subject, constituted as per Section 36(A)(5)
of the Act. The Research Recognition Committee shall take decision
either accepted, rejected or suggest necessary modifications. The
decision of Research Recognition Committee shall be final and shall be
communicated to the candidate. In the event Research Recognition
Committee has suggested for modifications the candidate shall submit
the revised outline within 30 days from the date of receipt of
communication and the application shall be placed before Research
Recognition Committee for its decision.
After acceptance of the
application by the Research and Recognition Committee, the
registration of the candidate shall be considered to be final.
-718.
(i)
The University shall maintain a requisite register with respect to
candidates registered for Ph.D. in the subject concerned and
shall also announce on its website the name of the candidate,
topic of the research, name of the Supervisor and the institute to
avoid duplication.
(ii)
The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research
work of the Ph.D. standard are available in the University,
together with a list of the approved supervisors in those
branches. Such information shall be made available to a person
on request. The list of Supervisors shall be revised from time to
time.
(iii)
Each candidate shall settle the subject of his thesis and prepare
a brief outline under the guidance of his Supervisor under whom
he/she proposes to carry on his/her research work. He/She
shall submit his/her application through his/her Supervisor who
shall state on the application form that the subject of the thesis
and the proposed outline of research have his/her approval and
that he/she is willing to supervise the research work of the
candidate.
(iv)
If the proposed research work entails experimental work or work
in a laboratory, the application shall be accompanied by a
certificate from the Head of the Department or Head of the
Institution where the proposed experimental work or laboratory
work is to be carried out stating that necessary facilities will be
made available to the candidate.
(v)
If a candidate intends to prosecute his research in a subject for
which no approved Supervisor is available within the jurisdiction
of the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the
Master’s Degree from the R.T.M. Nagpur University.
(vi)
Where facilities for research work do not exist in the University,
a candidate may be permitted to carry on his/her research work
at an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such
candidate holds Master’s Degree from the R.T.M.
Nagpur
University.
(vii)
The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.
-72(viii) The number of students registered for their research work at a
time under one Supervisor in any case shall not exceed TEN.
(ix)
In exceptional cases the Board of University Teaching & Research
may permit a research student to prosecute his/her research for
one of the two academic years in another University or approved
Institution which is not connected with the University.
9.
On being approved by the Research and Recognition Committee, the
name of the candidate shall be registered as a Research Student of the
university.
He/She shall pay to the university
such fees for
Supervision, Laboratory work or Lectures as may be prescribed from
time to time.
10.
(i)
It would be obligatory for the registered research students, to
submit progress report of the work at the end of the term of every
six months, forwarded through the Supervisor.
(ii)
The progress report, so received by the university, shall be
assessed by the committee, consisting of –
(a)
(b)
(c)
Dean of the concerned Faculty;
Chairman, Board of Studies of the concerned subject;
Head of the University Department or Institution in the
relevant subject, if any,
Provided that where there is no university department in
the subject, Head of the Department from an affiliated college
having post-graduate teaching in that subject, who is also
approved Ph.D. supervisor will be nominated by the ViceChancellor.
(d)
A subject expert in the concerned subject nominated by
the Vice-Chancellor, and
(e)
Deputy Registrar (Exams)
Ex-officio Secretary.
(iii)
The quorum for the aforesaid committee will be two of which one
shall be subject expert, nominated under clause (d) above.
(iv)
The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the
Assessment Committee in further course of the research work.
-7311.
No candidate shall submit his/her thesis for evaluation until two years

reminder letter to the referee requesting him to forward his report

(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the

(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.

The candidate shall be declared eligible for appearing in open

recommend the acceptance of the thesis. If the referee(s) by

viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
(iv)
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.

22.
(v)
The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
(i)
The officer of the Ph.D. section shall place the original reports as
well as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the vivavoce report.
(ii)
After acceptance of the reports by the Board of Examinations the
officer of the Ph.D. section shall issue the notification declaring
the candidate eligible for award of Ph.D. degree within 15 days
from the date of acceptance as above.
23.
The Ph.D. degree shall be conferred on the candidate in the ensuing
convocation of the university.
24.
The provisions of this Ordinance are prospective in nature and are not
applicable to all those candidates who have submitted their
applications for registration to the university on or before 15.1.2005.
Such candidates shall be governed by the provisions of Ordinance No.
70. The candidates who have submitted their applications for
registration to the university from 16-1-2005 till the issuance of the
present Ordinance shall be governed by Direction No. 15 of 2004.
25.
Upon promulgation of this Ordinance, Direction No. 15 of 2004, shall
stand repealed.
STATEMENT OF OBJECT & REASONS
In order to streamline the procedure, eligibility and modalities
governing the conferment of Doctoral Degree in various faculties in the
university, so as to be commensurate with the desired fulfillment of legitimate
academic aspirations of the aspiring population, which was required to be
regulated statutorily by the university, hence this Ordinance.

Whereas it is expedient to provide for an Ordinance prescribing
eligibility criteria and procedure for registration of candidates, selection of
guides and research topic, thesis submission and its evaluation for the
Degree of Doctor of Philosophy in the Faculty of Arts & Social Sciences, the
Management Council is here by pleased to make the following Ordinance.:
1.
This Ordinance may be called “Ordinance prescribing eligibility
criteria and procedure for registration of candidates, selection of guides
and research topic, thesis submission and its evaluation for the Degree
of Doctor of Philosophy in the Faculty of Arts & Social Sciences, 2005”.
2.
This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who has
passed the Post-graduate Examination of this University, in not less
than Second Division or an examination recognized as equivalent
thereto shall be eligible to apply for registration as a candidate for the
Ph.D. Degree in the Faculties of Arts and Social Sciences.
Provided firstly that an applicant shall be eligible for registration for
research in a subject in which he/she has passed his/her Postgraduate examination in the Faculty of Arts and Social Sciences.
Provided secondly that in exceptional cases the Board of University
Teaching and Research may, on the recommendation of the Research
& Recognition Committee of the subject concerned, permit registration
of a person who has not passed the Post-graduate Examination in
Second Division, if the person concerned has research publication of
sufficient merit to his/her credit;

University or an examination recognized as equivalent thereto, if the
Board of University Teaching and Research is, on the recommendation
of the Research & Recognition Committee, satisfied that he/she
possesses adequate knowledge of the subject for purposes of research
proposed by him;
Provided fourthly that persons holding the M.Com. Degree shall be
allowed to register in the Faculty of Social Sciences for Ph.D. in such
subjects in the discipline of Economics as would fall within the purview
of the Faculty of Social Sciences;
Provided fifthly that persons holding not less than Second Class M.A.
Degree in Linguistics or in any Language shall be allowed to register for
Ph.D. in Linguistics under this Ordinance;

Provided seventhly that any candidate who has passed the qualifying
examination from any other Statutory University shall also be allowed
to register for Ph.D. under this Ordinance if he/she resides within the
territorial jurisdiction of this University;
Provided eighthly that an applicant who has passed the qualifying
examination of this University shall be eligible for registration under
this Ordinance even if he/she is not residing within the territorial
jurisdiction of this University.
4.
Every candidate for the Degree shall submit an application for
registration in the prescribed form to the University stating –
(i)
(ii)

the subject of the proposed thesis;
detailed outline of the proposed thesis;
the evidence of his/her qualifications and eligibility for the
proposed research;
the recognized place where he/she proposes to carry on his/her
research wherever necessary;
the name of the approved Supervisor(s) under whom he/she
proposes to carry on his/her research work; and
-81(vi)
For the purposes of compliance of clauses (v) and (vi) above the
consent in writing from the Head of concerned institution and
from the concerned supervisor(s) would be necessary.
Provided that no candidate shall apply for registration as a
research student for Doctoral Degree in a subject, if he/she is already
registered in another subject unless –
(a)
He/she has submitted his/her thesis for evaluation in the
other subject; or
(b)
His/her name has been removed from the Roll of Register
for Research Students of that subject maintained by the
university.
5.
The application under the preceding paragraph shall be submitted by
the candidate on or before 15th January or 15th July of the year as the
case may be, along with such fee as would be prescribed by the
university from time to time.
6.
The technical screening of each application will be done by the threemember committee, constituted by the Controller of Examinations of
the university in that behalf under the chairmanship of the officer of
the university not below the rank of Deputy Registrar.
7.
Every application for registration, upon its technical screening, shall be
placed for consideration before the Research and Recognition
Committee of the concerned subject, constituted as per Section 36(A)(5)
of the Act. The Research Recognition Committee shall take decision
either accepted, rejected or suggest necessary modifications. The
decision of Research Recognition Committee shall be final and shall be
communicated to the candidate. In the event Research Recognition
Committee has suggested for modifications the candidate shall submit
the revised outline within 30 days from the date of receipt of
communication and the application shall be placed before Research
Recognition Committee for its decision.
After acceptance of the
application by the Research and Recognition Committee, the
registration of the candidate shall be considered to be final..
8.
(i)
The University shall maintain a requisite register with respect to
candidates registered for Ph.D. in the subject concerned and
shall also announce on its website the name of the candidate,
topic of the research, name of the Supervisor and the institute to
avoid duplication.
-82(ii)
The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research
work of the Ph.D. standard are available in the University,
together with a list of the approved supervisors in those
branches. Such information shall be made available to a person
on request. The list of Supervisors shall be revised from time to
time.
(iii)
Each candidate shall settle the subject of his thesis and prepare
a brief outline under the guidance of his Supervisor under whom
he/she proposes to carry on his/her research work. He/She
shall submit his/her application through his/her Supervisor who
shall state on the application form that the subject of the thesis
and the proposed outline of research have his/her approval and
that he/she is willing to supervise the research work of the
candidate.
(iv)
If the proposed research work entails experimental work or work
in a laboratory, the application shall be accompanied by a
certificate from the Head of the Department or Head of the
Institution where the proposed experimental work or laboratory
work is to be
carried out stating that necessary
facilities
will be made available
to the candidate.
(v)
If a candidate intends to prosecute his research in a subject for
which no approved Supervisor is available within the jurisdiction
of the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the
Master’s Degree from the RTM Nagpur University.
(vi)
Where facilities for research work do not exist in the University, a
candidate may be permitted to carry on his/her research work at
an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such
candidate holds Master’s Degree from the RTM Nagpur
University.
(vii)
The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.
(viii) The number of students registered for their research work at a
time under one Supervisor in any case shall not exceed TEN.

9.
In exceptional cases the Board of University Teaching & Research
may permit a research student to prosecute his/her research for
one of the two academic years in another University or approved
Institution which is not connected with the University.
On being approved by the Research and Recognition Committee, the
name of the candidate shall be registered as a Research Student of the
university. He/she shall pay to the university such fees for Supervision,
Laboratory work or Lectures as may be prescribed from time to time.
(i)
It would be obligatory for the registered research students, to
submit progress report of the work at the end of the term of every
six months, forwarded through the Supervisor.
(ii)
The progress report, so received by the university, shall be
assessed by the committee, consisting of –
(a)
(b)
(c)
Dean of the concerned Faculty;
Chairman, Board of Studies of the concerned subject;
Head of the University Department or Institution in the
relevant subject, if any,
Provided that where there is no university department in the
subject, Head of the Department from an affiliated college having
post-graduate teaching in that subject, who is also approved
Ph.D. supervisor will be nominated by the Vice- Chancellor.
(d)
(e)
10.
A subject expert in the concerned subject nominated by the
Vice-Chancellor, and
Deputy Registrar (Exams) Ex-officio Secretary
(iii)
The quorum for the aforesaid committee will be two of which one
shall be subject expert, nominated under clause (d) above.
(iv)
The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the
Assessment Committee in further course of the research work.
No candidate shall submit his/her thesis for evaluation until two years
have elapsed from the date on which the candidate’s application was
approved by the Research & Recognition Committee.
Provided that the Board of University Teaching & Research may,
in exceptional cases, and on the recommendations of the Research and
Recognition Committee, reduce this period to not less than one year;
-84Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has
passed his/her Master’s Degree examination.
11.
(a)
Every candidate shall submit his/her thesis within a period
of five years from the date on which his/her application was
approved by the Research & Recognition Committee. The names
of the candidate failing to submit their theses within the
prescribed period shall be removed from the register of research
students.
(b)
The candidate who has failed to submit his thesis within the
specified period of 5 years from the date of his registration and
whose name is removed from the register of research students
may re-register. In case the subject offered at the time of reregistration is the same as before he can submit his thesis even
before the completion of the minimum period of two years, but in
no case after the maximum period of five years from the date of
re-registration.
Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the
thesis after completing the period of at least one year from the
date of re-registration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (14) would be applicable.
12.
(a)
The candidate shall submit five copies of his/her thesis in
suitable legible print. He/she shall also submit along with
his/her thesis five copies of the summary of his/her thesis.
(b)
The candidate shall indicate generally in a preface to his/her
thesis and specifically in notes, the sources from which the
information is taken, the extent to which he/she has availed
himself of the work of others and the portions of the thesis which
he/she claims as original.
(c)
The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the
advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or
conjointly with others.
-85(d)
The thesis submitted for Ph.D. should not be the part or whole of
any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated
in the thesis.
(e)
If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as
above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.
(f)
In addition to five copies of the thesis submitted to the university,
the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
13.
The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all
necessary “No Dues Certificates” from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.
14.
The thesis shall comply with the following conditions: (i)
It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the
interpretation of facts or theories. In either case it should evince
the candidate’s capacity for critical examination and sound
judgement. The candidate shall communicate the extend to
which the thesis embodies the result of his own observations and
in what respect his investigations advance knowledge in the
subject;
(ii)
It should be satisfactory in terms of its presentation, language
and depiction.
15.
The candidate, will be entitled to submit five copies of summary of
his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of
six months from the date of submission of summary.
16.
On receipt of the copies of the thesis or summary of the thesis, as the
case may be, the same shall be placed before the Research and
Recognition Committee for recommending panel of referees for the
thesis comprising of not less than six referees in alphabetical manner
along with the full address for correspondence.
-86Provided that the panel shall be recommended in such a fashion
so as to include at least two referees within the State, at least two
referees outside the State and at least two referees outside India
(wherever available).
Provided further that if the referees, outside India, are not
available, the panel shall be recommended so as to have minimum two
referees within the State and four referees outside the State of
Maharashtra.
Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of
five years.
17.
The panel recommended by the Research & Recognition Committee will
be placed before the committee, appointed under Section 32(5) of the
Act and the said committee shall recommend the names of the referees
in order of preference category-wise for being finally approved and
appointed by the Board of Examinations.
Provided that it shall be ensured that the three referees are from
the three categories namely :(i)
(ii)
(iii)
One within the State of Maharashtra;
One from outside the State of Maharashtra, and
One from outside India (wherever available)
Provided further that in the event the referees outside India
are not included in the panel, two referees shall be appointed
from outside the State of Maharashtra.
18.
(i)

Officer of the Ph.D. Section shall inform the referee(s) by
Registered Post about their appointment(s) along with copy of
summary of thesis and request for sending the consent in the
prescribed format in any case within a period of 30 days from the
date of receipt of the communication.
In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a
reminder letter for the letter of consent granting the grace period
of 15 days.
In the event despite the reminder letter the consent is not
received from concerned referee the officer after obtaining the
orders from the Vice-Chancellor shall issue the letter to the next
referee of the concerned category and shall simultaneously
inform the earlier referee that his nomination be treated as
cancelled.

(i)
After receipt of the consent from the referees, the thesis of the
candidate shall be forwarded by the Officer of the Ph.D. section to
the concerned referee within a period of 15 days from the date of
receipt of the consent letter along with the copy of this Direction
as well as the necessary forms for forwarding his evaluation
report.
(ii)
The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of
three months from the date of receipt of the thesis.
(iii)
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be
cancelled.
(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.
20. (a)
(b)
The candidate shall be declared eligible for appearing in open
viva-voce test if all three referees or at least two referees
recommend the acceptance of the thesis. If the referee(s) by
majority recommend the acceptance by conducting open viva
then candidate will be declared eligible for award of Ph.D.
If by majority the thesis is not approved by the referees then the
candidate shall be held to be not eligible for award of Ph.D.
degree.

21.
(c)
If by majority the referees recommend revision of the thesis then
the candidate shall submit revised thesis (five copies) within 12
months from the date of the communication by the Officer,
Ph.D. Section and the revised thesis then shall be sent to all
three original examiners and be subjected to the process of
evaluation and conduct of viva-voce as mentioned above.
(d)
Procedure for conducting compulsory open viva voce shall be as
follows:
(i)
The officer of the university, in consultation with the referees,
shall fix the date of open viva-voce and shall communicate the
date to the examinee, supervisor and referees belonging to the
State of Maharashtra and outside State of Maharashtra.
(ii)
In the event all the referees express their difficulty to attend the
viva-voce on the date so fixed the revised date shall be fixed by
the officer within next 30 days.
(iii)
If one of the referees is not in a position to attend the viva, he
shall be required to forward the queries in writing to the Officer of
Ph.D. section, who shall hand over to the another referee and the
viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
(iv)
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.
(v)

candidate may be permitted to carry on his/her research work at
an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such
candidate holds Master’s Degree from the RTM Nagpur
University.
(vii)
The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.
(viii) The number of students registered for their research work at a
time under one Supervisor in any case shall not exceed TEN.
(ix)
9.
In exceptional cases the Board of University Teaching & Research
may permit a research student to prosecute his/her research for
one of the two academic years in another University or approved
Institution which is not connected with the University.
On being approved by the Research and Recognition Committee, the
name of the candidate shall be registered as a Research Student of the
university. He/she shall pay to the university such fees for Supervision,
Laboratory work or Lectures as may be prescribed from time to time.

(i)
It would be obligatory for the registered research students,
to submit progress report of the work at the end of the term of
every six months, forwarded through the Supervisor.
(ii)
The progress report, so received by the university, shall be
assessed by the committee, consisting of –
(a)
(b)
(c)
Dean of the concerned Faculty;
Chairman, Board of Studies of the concerned
subject;
Head of the University Department or Institution in
the relevant subject, if any,
Provided that where there is no university department in
the subject, Head of the Department from an affiliated college
having post-graduate teaching in that subject, who is also
approved Ph.D. supervisor will be nominated by the ViceChancellor.
11.
(d)
A subject expert in the concerned subject nominated
by the Vice-Chancellor, and
(e)
Deputy Registrar (Exams) Ex-officio Secretary
(iii)
The quorum for the aforesaid committee will be two of which one
shall be subject expert, nominated under clause (d) above.
(iv)
The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the
Assessment Committee in further course of the research work.
No candidate shall submit his/her thesis for evaluation until two years
have elapsed from the date on which the candidate’s application was
approved by the Research & Recognition Committee.
Provided that the Board of University Teaching & Research may,
in exceptional cases, and on the recommendations of the Research and
Recognition Committee, reduce this period to not less than one year;
Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has
passed his/her Master’s Degree examination.

(a)
Every candidate shall submit his/her thesis within a period of
five years from the date on which his/her application was
approved by the Research & Recognition Committee. The names
of the candidate failing to submit their theses within the
prescribed period shall be removed from the register of research
students.
(b)
The candidate who has failed to submit his/her thesis within the
specified period of 5 years from the date of his/her registration
and whose name is removed from the register of research
students may re-register. In case the subject offered at the time
of re-registration is the same as before he can submit his thesis
even before the completion of the minimum period of two years,
but in no case after the maximum period of five years from the
date of re-registration.
Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the thesis
after completing the period of at least one year from the date of reregistration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (14) would be applicable.
13.
(a)
The candidate shall submit five copies of his/her thesis in
suitable legible print. He/she shall also submit along with
his/her thesis five copies of the summary of his/her thesis.
(b)
The candidate shall indicate generally in a preface to his/her
thesis and specifically in notes, the sources from which the
information is taken, the extent to which he/she has availed
himself of the work of others and the portions of the thesis which
he/she claims as original.
(c)
The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the
advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or
conjointly with others.
(d)
The thesis submitted for Ph.D. should not be the part or whole of
any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated
in the thesis.
-95(e)
If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as
above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.
(f)
In addition to five copies of the thesis submitted to the university,
the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
14.
The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all
necessary “No Dues Certificates” from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.
15.
The thesis shall comply with the following conditions: (i)
It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the
interpretation of facts or theories. In either case it should evince
the candidate’s capacity for critical examination and sound
judgement. The candidate shall communicate the extend to
which the thesis embodies the result of his own observations and
in what respect his investigations advance knowledge in the
subject;
(ii)
It should be satisfactory in terms of its presentation, language
and depiction.
16.
The candidate, will be entitled to submit five copies of summary of
his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of
six months from the date of submission of summary.
17.
On receipt of the copies of the thesis or summary of the thesis, as the
case may be, the same shall be placed before the Research and
Recognition Committee for recommending panel of referees for the
thesis comprising of not less than six referees in alphabetical manner
along with the full address for correspondence.
Provided that the panel shall be recommended in such a fashion
so as to include at least two referees within the State, at least two
referees outside the State and at least two referees outside India
(wherever available).
-96Provided further that if the referees, outside India, are not
available, the panel shall be recommended so as to have minimum two
referees within the State and four referees outside the State of
Maharashtra.
Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of
five years.
18.
The panel recommended by the Research & Recognition Committee will
be placed before the committee, appointed under Section 32(5) of the
Act and the said committee shall recommend the names of the referees
in order of preference category-wise for being finally approved and
appointed by the Board of Examinations.
Provided that it shall be ensured that the three referees are from
the three categories namely :(i)
(ii)
(iii)
One within the State of Maharashtra;
One from outside the State of Maharashtra, and
One from outside India (wherever available)
Provided further that in the event the referees outside India
are not included in the panel, two referees shall be appointed
from outside the State of Maharashtra.
19.
(i)
Officer of the Ph.D. Section shall inform the referee(s) by
Registered Post about their appointment(s) along with copy of
summary of thesis and request for sending the consent in the
prescribed format in any case within a period of 30 days from the
date of receipt of the communication.
(ii)
In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a
reminder letter for the letter of consent granting the grace period
of 15 days.
(iii)
In the event despite the reminder letter the consent is not
received from concerned referee the officer after obtaining the
orders from the Vice-Chancellor shall issue the letter to the next
referee of the concerned category and shall simultaneously
inform the earlier referee that his nomination be treated as
cancelled.

21.
(i)
After receipt of the consent from the referees, the thesis of the
candidate shall be forwarded by the Officer of the Ph.D. section to
the concerned referee within a period of 15 days from the date of
receipt of the consent letter along with the copy of this Direction
as well as the necessary forms for forwarding his evaluation
report.
(ii)
The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of
three months from the date of receipt of the thesis.
(iii)
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be
cancelled.
(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.
(a)
The candidate shall be declared eligible for appearing in open
viva-voce test if all three referees or at least two referees
recommend the acceptance of the thesis. If the referee(s) by
majority recommend the acceptance by conducting open viva
then candidate will be declared eligible for award of Ph.D.
(b)
If by majority the thesis is not approved by the referees then the
candidate shall be held to be not eligible for award of Ph.D.
degree.

22.
(c)
If by majority the referees recommend revision of the thesis then
the candidate shall submit revised thesis (five copies) within 12
months from the date of the communication by the Officer, Ph.D.
Section and the revised thesis then shall be sent to all three
original examiners and be subjected to the process of evaluation
and conduct of viva-voce as mentioned above.
(d)
Procedure for conducting compulsory open viva voce shall be as
follows:
(i)
The officer of the university, in consultation with the referees,
shall fix the date of open viva-voce and shall communicate the
date to the examinee, supervisor and referees belonging to the
State of Maharashtra and outside State of Maharashtra.
(ii)
In the event all the referees express their difficulty to attend the
viva-voce on the date so fixed the revised date shall be fixed by
the officer within next 30 days.
(iii)
If one of the referees is not in a position to attend the viva, he
shall be required to forward the queries in writing to the Officer of
Ph.D. section, who shall hand over to the another referee and the
viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
(iv)
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.
(v)
The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
(i)
The officer of the Ph.D. section shall place the original reports as
well as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the vivavoce report.
(ii)
After acceptance of the reports by the Board of Examinations the
officer of the Ph.D. section shall issue the notification declaring
the candidate eligible for award of Ph.D. degree within 15 days
from the date of acceptance as above.

The Ph.D. degree shall be conferred on the candidate in the ensuing
convocation of the university.
24.
The provisions of this Direction are prospective in nature and are not
applicable to all those candidates who have submitted their
applications for registration to the university on or before 15.1.2005.
Such candidates shall be governed by the provisions of Ordinance No.
78.
The candidates who have submitted their applications for
registration to the university from 16-1-2005 till the issuance of the
present ordinance shall be governed by Direction No. 16 of 2004.
25.
Upon promulgation of this Ordinance, Direction No. 16 of 2004 shall
stand repealed.
STATEMENT OF OBJECT & REASONS
In order to streamline the procedure, eligibility and modalities
governing the conferment of Doctoral Degree in various faculties in the
university, so as to be commensurate with the desired fulfillment of legitimate
academic aspirations of the aspiring population, which was required to be
regulated statutorily by the university, hence this Ordinance.

REGISTRATION OF CANDIDATES, SELECTION OF GUIDES AND RESEARCH
TOPICS, THESIS SUBMISSION AND ITS EVALUATION FOR THE DEGREE OF
DOCTOR OF PHILOSOPHY IN THE FACULTY OF
ENGINEERING & TECHNOLOGY.
Whereas, it is expedient to provide for an Ordinance prescribing
Eligibility criteria and procedure for registration of candidates, selection of
guides and research topic, thesis submission and its evaluation for the
Degree of Doctor of Philosophy in the Faculty of Engineering & Technology,
the Management Council is hereby pleased to make the following Ordinance. :
1.
This Ordinance may be called “Ordinance prescribing Eligibility criteria
and procedure for registration of candidates, selection of guides and
research topic, thesis submission and its evaluation for the Degree of
Doctor of Philosophy in the Faculty of Engineering & Technology,
Ordinance, 2005”.

This Ordinance shall come in to force with effect form the date of its
approval by the Management Council.
3.
Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who
has passed(a)
the M.E. or M.Tech. or M. Arch. Examination (by papers in at
least Second Division or by research) of RTM Nagpur University,
OR
(b)
the M.E. OR M.Tech. or M. Arch. Examination (by papers in at
least Second Division or by research) of a University other than
RTM Nagpur University and recognized as equivalent thereto,
shall be eligible to apply for registration as a candidate for the
Ph.D. Degree in the Faculty of Engineering and Technology.
Provided that a candidate who applied for registration on the basis of
his/her research work shall have passed the B.E., B.Tech or B. Arch.
Examination in not less than Second Division.
Provided that for Ph.D. in Mining a candidate who has passed M.Sc.
Degree in Applied Geology/Physics/Chemistry in not less than Second
Division and who has got at least two Research publications in reputed
journals in the proposed area of Research at his/her credit shall also
be held eligible.
Provided further, that a candidate admitted under clause (b) above
shall be required to work for not less than one year in any or
organization within the jurisdiction of and recognized by the RTM
Nagpur University.
4.
Every candidate for the Degree shall submit an application for
registration in the prescribed form to the University stating –
(i)
the subject of the proposed thesis;
(ii)
detailed outline of the proposed thesis;
(iii)
the evidence of his/her qualifications and eligibility for the
proposed research;
(iv)
the recognized place where he/she proposes to carry on
his/her research wherever necessary;

the name of the approved Supervisor(s) under whom he
proposes to carry on his research work; and
(vi)
For the purposes of compliance of clauses (v) and (vi) above
the consent in writing from the Head of concerned
institution and from the concerned supervisor(s) would be
necessary.
Provided that no candidate shall apply for registration as a
research student for Doctoral Degree in a subject, if he/she is already
registered in another subject unless –
(a)
He/she has submitted his/her thesis for evaluation in the
other subject; or
(b)
His/her name has been removed from the Roll of Register
for Research Students of that subject maintained by the
university.
5.
The application under the preceding paragraph shall be submitted by
the candidate on or before 15th January or 15th July of the year as the
case may be, along with such fee as would be prescribed by the
university from time to time.
6.
The technical screening of each application will be done by the threemember committee, constituted by the Controller of Examinations of
the university in that behalf under the chairmanship of the officer of
the university not below the rank of Deputy Registrar
7.
Every application for registration, upon its technical screening, shall be
placed for consideration before the Research and Recognition
Committee of the concerned subject, constituted as per Section 36(A)(5)
of the Act. The Research Recognition Committee shall take decision
either accepted, rejected or suggest necessary modifications. The
decision of Research Recognition Committee shall be final and shall be
communicated to the candidate. In the event Research Recognition
Committee has suggested for modifications the candidate shall submit
the revised outline within 30 days from the date of receipt of
communication and the application shall be placed before Research
Recognition Committee for its decision.
After acceptance of the
application by the Research and Recognition Committee, the
registration of the candidate shall be considered to be final..

(i)
The University shall maintain a requisite register with respect to
candidates registered for Ph.D. in the subject concerned and
shall also announce on its website the name of the candidate,
topic of the research, name of the Supervisor and the institute to
avoid duplication.
(ii)
The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research
work of the Ph.D. standard are available in the University,
together with a list of the approved supervisors in those
branches. Such information shall be made available to a person
on request. The list of Supervisors shall be revised from time to
time.
(iii)
Each candidate shall settle the subject of his thesis and prepare
a brief outline under the guidance of his Supervisor under whom
he/she proposes to carry on his/her research work. He/She
shall submit his/her application through his/her Supervisor who
shall state on the application form that the subject of the thesis
and the proposed outline of research have his/her approval and
that he/she is willing to supervise the research work of the
candidate.
(iv)
If the proposed research work entails experimental work or work
in a laboratory, the application shall be accompanied by a
certificate from the Head of the Department or Head of the
Institution where the proposed experimental work or laboratory
work is to be carried out stating that necessary facilities will be
made available to the candidate.
(v)
If a candidate intends to prosecute his research in a subject for
which no approved Supervisor is available within the jurisdiction
of the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the
Master’s Degree from the R.T.M. Nagpur University.
(vi)
Where facilities for research work do not exist in the University, a
candidate may be permitted to carry on his/her research work at
an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such
candidate holds Master’s Degree from the
R.T.M. Nagpur
University.
(vii)
The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.

three months from the date of receipt of the thesis.
(iii)
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be

(vi)
The evaluation reports received from all the three referees shall
be opened simultaneously in presence of the Controller of
Examinations and the Pro Vice-Chancellor and shall be
processed further as per the provisions of following paras.
(a)
The candidate shall be declared eligible for appearing in open
viva-voce test if all three referees or at least two referees
recommend the acceptance of the thesis. If the referee(s) by
majority recommend the acceptance by conducting open viva
then candidate will be declared eligible for award of Ph.D.
(b)
If by majority the thesis is not approved by the referees then the
candidate shall be held to be not eligible for award of Ph.D.
degree.
(c)
If by majority the referees recommend revision of the thesis then
the candidate shall submit revised thesis (five copies) within 12
months from the date of the communication by the Officer, Ph.D.
Section and the revised thesis then shall be sent to all three
original examiners and be subjected to the process of evaluation
and conduct of viva-voce as mentioned above.
(d)
Procedure for conducting compulsory open viva voce shall be as
follows:
(i)
The officer of the university, in consultation with the referees,
shall fix the date of open viva-voce and shall communicate the
date to the examinee, supervisor and referees belonging to the
State of Maharashtra and outside State of Maharashtra.
(ii)
In the event all the referees express their difficulty to attend the
viva-voce on the date so fixed the revised date shall be fixed by
the officer within next 30 days.
(iii)
If one of the referees is not in a position to attend the viva, he
shall be required to forward the queries in writing to the Officer of
Ph.D. section, who shall hand over to the another referee and the
viva shall be conducted by one/two referee(s) in that event by
taking into consideration the queries of another referee(s).
(iv)
The open viva-voce will be conducted in the concerned
department where the research scholar was admitted or in the
respective affiliated college or in the Examination House of the
university.

22.
(v)
The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
(i)
The officer of the Ph.D. section shall place the original reports as
well as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the vivavoce report.
(ii)
After acceptance of the reports by the Board of Examinations the
officer of the Ph.D. section shall issue the notification declaring
the candidate eligible for award of Ph.D. degree within 15 days
from the date of acceptance as above.
23.
The Ph.D. degree shall be conferred on the candidate in the ensuing
convocation of the university.
24.
The provisions of this Ordinance are prospective in nature and are not
applicable to all those candidates who have submitted their
applications for registration to the university on or before 15-1-2005.
Such candidates shall be governed by the provisions of Ordinance No.
92.
The candidates who have submitted their applications for
registration to the university from 16-1-2005 till the issuance of the
present ordinance shall be governed by Direction No. 17 of 2004.
25.
Upon promulgation of this Ordinance, Direction No. 17 of 2004 shall
stand repealed.
STATEMENT OF OBJECT AND REASONS
In order to streamline the procedure, eligibility and modalities
governing the conferment of Doctoral Degree in various faculties in the
university, so as to be commensurate with the desired fulfillment of legitimate
academic aspirations of the aspiring population, which was required to be
regulated statutorily by the university, hence this Ordinance.

REGISTRATION OF CANDIDATES, SELECTION OF GUIDES AND RESEARCH
TOPICS, THESIS SUBMISSION AND ITS EVALUATION FOR THE DEGREE OF
DOCTOR OF PHILOSOPHY IN THE FACULTY OF LAW.
Whereas it is expedient to provide for an Ordinance prescribing
eligibility criteria and procedure for registration of candidates, selection of
guides and research topics, thesis submission and its evaluation for the
Degree of Doctor of Philosophy in the Faculty of Law, the Management
Council is hereby pleased to make the following Ordinance. :
1.
This Ordinance may be called, “Ordinance prescribing eligibility
criteria and procedure for registration of candidates, selection of guides
and research topics, thesis submission and its evaluation for the
Degree of Doctor of Philosophy in the Faculty of Law, Ordinance, 2005”
2.
This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3.
Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who has
passed the LL.M. Examination of this University or an examination
recognized as equivalent thereto shall be eligible to apply for
registration as a candidate for the Ph.D. Degree in the Faculty of Law.
Provided that any candidate who has passed the qualifying examination
from any other Statutory University shall also be allowed to register for
Ph.D. Degree under this Ordinance, if he/she resides within the
territorial jurisdiction of this University.
4.
Every candidate for the Degree shall submit an application for
registration in the prescribed form to the University stating –
(i)
the subject of the proposed thesis;
(ii)
detailed outline of the proposed thesis;

the recognized place where he/she proposes to carry on his/her
research wherever necessary;
the name of the approved Supervisor(s) under whom he proposes
to carry on his/her research work; and
For the purposes of compliance of clauses (v) and (vi) above the
consent in writing from the Head of concerned institution and
from the concerned supervisor(s) would be necessary.
Provided that no candidate shall apply for registration as a
research student for Doctoral Degree in a subject, if he/she is already
registered in another subject unless –
(a)
(b)
He/she has submitted his/her thesis for evaluation in the
other subject; or
His/her name has been removed from the Roll of Register
for Research Students of that subject maintained by the
university.
5.
The application under the preceding paragraph shall be submitted by
the candidate on or before 15th January or 15th July of the year as the
case may be, along with such fee as would be prescribed by the
university from time to time.
6.
The technical screening of each application will be done by the threemember committee, constituted by the Controller of Examinations of
the university in that behalf under the chairmanship of the officer of
the university not below the rank of Deputy Registrar.
7.
Every application for registration, upon its technical screening and
clearing the interview, shall be placed for consideration before the
Research and Recognition Committee of the concerned subject,
constituted as per Section 36(A)(5) of the Act.
The Research
Recognition Committee shall take decision either accepted, rejected or
suggest necessary modifications. The decision of Research Recognition
Committee shall be final and shall be communicated to the candidate.
In the event Research Recognition Committee has suggested for
modifications the candidate shall submit the revised outline within 30
days from the date of receipt of communication and the application
shall be placed before Research Recognition Committee for its decision.
After acceptance of the application by the Research and Recognition
Committee, the registration of the candidate shall be considered to be
final..

(i)
The University shall maintain a requisite register with
respect to candidates registered for Ph.D. in the subject
concerned and shall also announce on its website the name of
the candidate, topic of the research, name of the Supervisor and
the institute to avoid duplication.
(ii)
The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research
work of the Ph.D. standard are available in the University,
together with a list of the approved supervisors in those
branches. Such information shall be made available to a person
on request. The list of Supervisors shall be revised from time to
time.
(iii)
Each candidate shall settle the subject of his thesis and prepare
a brief outline under the guidance of his Supervisor under whom
he/she proposes to carry on his/her research work. He/She
shall submit his/her application through his/her Supervisor who
shall state on the application form that the subject of the thesis
and the proposed outline of research have his/her approval and
that he/she is willing to supervise the research work of the
candidate.
(iv)
If the proposed research work entails experimental work or work
in a laboratory, the application shall be accompanied by a
certificate from the Head of the Department or Head of the
Institution where the proposed experimental work or laboratory
work is to be carried out stating that necessary facilities will be
made available to the candidate.
(v)
If a candidate intends to prosecute his research in a subject for
which no approved Supervisor is available within the jurisdiction
of the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the
Master’s Degree from the R.T.M. Nagpur University.
(vi)
Where facilities for research work do not exist in the University, a
candidate may be permitted to carry on his/her research work at
an approved Institution and under a recognized Supervisor
beyond the jurisdiction of the University, provided such
candidate holds Master’s Degree from the R.T.M. Nagpur
University.
(vii)
The candidate shall meet and discuss with the Supervisor the
plans and progress of his/her research work as may be directed
by the Supervisor.
-113(viii) The number of students registered for their research work at a
time under one Supervisor in any case shall not exceed TEN.
(ix)
In exceptional cases the Board of University Teaching & Research
may permit a research student to prosecute his/her research for
one of the two academic years in another University or approved
Institution which is not connected with the University.
9.
On being approved by the Research and Recognition Committee,
the name of the candidate shall be registered as a Research Student of
the university. He/she shall pay to the university such fees for
Supervision, Laboratory work or Lectures as may be prescribed from
time to time.
10.
(i)
It would be obligatory for the registered research
students, to submit progress report of the work at the end of the
term of every six months, forwarded through the Supervisor.
(ii)
The progress report, so received by the university, shall be
assessed by the committee, consisting of –
(a)
Dean of the concerned Faculty;
(b)
Chairman, Board of Studies of the concerned subject;
(c)
Head of the University Department
relevant subject, if any,
or Institution in the

the subject, Head of the Department from an affiliated college
having post-graduate teaching in that subject, who is also
approved Ph.D. supervisor will be nominated by the ViceChancellor.

A subject expert in the concerned subject nominated by the

Deputy Registrar (Exams) Ex-officio Secretary
The quorum for the aforesaid committee will be two of which one
shall be subject expert, nominated under clause (d) above.
The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the
Assessment Committee in further course of the research work.

No candidate shall submit his/her thesis for evaluation until two years
have elapsed from the date on which the candidate’s application was
approved by the Research & Recognition Committee.
Provided that the Board of University Teaching & Research may,
in exceptional cases, and on the recommendations of the Research and
Recognition Committee, reduce this period to not less than one year;
Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has
passed his/her Master’s Degree examination.
12.
(a)
Every candidate shall submit his/her thesis within a
period of five years from the date on which his/her application
was approved by the Research & Recognition Committee. The
names of the candidate failing to submit their theses within the
prescribed period shall be removed from the register of research
students.
(b)
The candidate who has failed to submit his/her thesis within the
specified period of 5 years from the date of his registration and
whose name is removed from the register of research students
may re-register. In case the subject offered at the time of reregistration is the same as before he can submit his thesis even
before the completion of the minimum period of two years, but in
no case after the maximum period of five years from the date of
re-registration
.
Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the thesis
after completing the period of at least one year from the date of reregistration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (14) would be applicable.
13.
(a)
The candidate shall submit five copies of his/her thesis in
suitable legible print. He/she shall also submit along with
his/her thesis five copies of the summary of his/her thesis.
(b)
The candidate shall indicate generally in a preface to his/her
thesis and specifically in notes, the sources from which the
information is taken, the extent to which he/she has availed
himself of the work of others and the portions of the thesis which
he/she claims as original.

The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the
advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or
conjointly with others.
(d)
The thesis submitted for Ph.D. should not be the part or whole of
any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated
in the thesis.
(e)
If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as
above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.
(f)
In addition to five copies of the thesis submitted to the university,
the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
14.
The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all
necessary “No Dues Certificates” from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.
15.
The thesis shall comply with the following conditions: (i)
It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the
interpretation of facts or theories. In either case it should evince
the candidate’s capacity for critical examination and sound
judgement. The candidate shall communicate the extend to
which the thesis embodies the result of his own observations and
in what respect his investigations advance knowledge in the
subject;
(ii)
It should be satisfactory in terms of its presentation, language
and depiction.

The candidate, will be entitled to submit five copies of summary of
his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of
six months from the date of submission of summary.
17.
On receipt of the copies of the thesis or summary of the thesis, as the
case may be, the same shall be placed before the Research and
Recognition Committee for recommending panel of referees for the
thesis comprising of not less than six referees in alphabetical manner
along with the full address for correspondence.
Provided that the panel shall be recommended in such a fashion
so as to include at least two referees within the State, at least two
referees outside the State and at least two referees outside India
(wherever available).
Provided further that if the referees, outside India, are not
available, the panel shall be recommended so as to have minimum two
referees within the State and four referees outside the State of
Maharashtra.
Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of
five years.
18.
The panel recommended by the Research & Recognition Committee will
be placed before the committee, appointed under Section 32(5) of the
Act and the said committee shall recommend the names of the referees
in order of preference category-wise for being finally approved and
appointed by the Board of Examinations.
Provided that it shall be ensured that the three referees are from
the three categories namely :(i)
(ii)
(iii)
One within the State of Maharashtra;
One from outside the State of Maharashtra, and
One from outside India (wherever available)
Provided further that in the event the referees outside India are
not included in the panel, two referees shall be appointed from outside
the State of Maharashtra.

Officer of the Ph.D. Section shall inform the referee(s) by
Registered Post about their appointment(s) along with copy of
summary of thesis and request for sending the consent in the
prescribed format in any case within a period of 30 days from the
date of receipt of the communication.
In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a
reminder letter for the letter of consent granting the grace period
of 15 days.
In the event despite the reminder letter the consent is not
received from concerned referee the officer after obtaining the
orders from the Vice-Chancellor shall issue the letter to the next
referee of the concerned category and shall simultaneously
inform the earlier referee that his nomination be treated as
cancelled.
(i)
After receipt of the consent from the referees, the thesis of
the candidate shall be forwarded by the Officer of the Ph.D.
section to the concerned referee within a period of 15 days from
the date of receipt of the consent letter along with the copy of this
Direction as well as the necessary forms for forwarding his
evaluation report-
(ii)
The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of
three months from the date of receipt of the thesis.
(iii)
In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a
reminder letter to the referee requesting him to forward his report
within the grace period of one month.
(iv)
If the referee fails to forward the evaluation report within the
grace period of one month the final letter shall be issued to the
referee requesting him to forward the evaluation report in any
case within 15 days from the date of receipt of the second
reminder letter.
(v)
If the referee fails to forward his evaluation report before the
expiry of the ultimately extended period, the officer of the Ph.D.
section shall after obtaining the permission from the ViceChancellor send a letter to the next referee in the panel of that
category for sending his consent and shall follow the above
procedure. The officer shall also simultaneously communicate to
the earlier referee that his nomination as referee be treated to be
cancelled.

(vi)
The evaluation reports received from all the three referees shall

Whereas it is expedient to provide for an ordinance relating to
examination leading to the Degree of Bachelor of Education, the Management

This ordinance may called “Examination leading to the Degree of
Bachelor of Education, Ordinance, 2005”.

approval by the Management Council.

During the practice-teaching programme the last lesson of the
relevant subjects shall be the Final lesson of the practical examination.
Each final lesson carries 50 marks out of which 10 marks kept for the
final lesson record book certified by the External examiner.
b)
All the lessons taken by the students in the allotted school must
be certified by the Headmaster / Supervisor of the school.
c)
The final lesson programme shall be conducted in the month of
September/October adjacent to the practice teaching programme
therefore the external and the internal examiner shall be appointed in
the month of July/August.

Eligibility for Admission:-
A candidate should have passed the Bachelor’s Degree of Nagpur
University or of any other University recognized by this University, with at
least 45% marks and should have offered two school subjects at first degree
level as principal or subsidiary or allied or optional subject.
(School subject means the subject included in the syllabus of
Secondary / higher secondary level in the Maharashtra State). Relaxation of
5% marks will be given to the candidates belonging to SC and ST and other
notified categories as per Government rules.
(i)
Selection Procedure :-
Admission to the eligible candidates shall be given to the candidates as
per the selection procedure laid down by the State Government of
Maharashtra from time to time. The candidate from the other University
must obtain the eligibility before taking an admission in the B.Ed. course.
The degree of any other University other than Rashtrasant Tukadoji Maharaj
Nagpur University must be equivalent to the Rashtrasant Tukadoji Maharaj
Nagpur University.
(ii)
Eligibility Norms for appearing at B.Ed. Examination :-
Student teachers should have kept two terms with at least 80%
attendance at the periods in college for both the terms. He should have
completed all the practical and other work expected in all three parts of the
syllabus up to the satisfaction of the Principal. He should have obtained
such a certificate from the Principal of the college. Unless and until he
obtains such a certified, he shall not be allowed to appear for University
examination.

(iii)
A candidate for the Examination in Part-I, II, III or all part
must apply to the Registrar by the date prescribed by the
University each year with the certificate through the Head of
the institute in which he / she has received training.

Norms for passing B.Ed. Examination.
(i)
The examinee obtain not less than 50% marks in each of the Six
papers and not less than 50% marks of aggregate marks in the part
one examination as a whole.
(ii)
The examinee shall obtain not less than 50 % marks in each of the
lessons of the practical examination consisting of two lessons in
subjects offered for paper V of part I.
(iii)
The examinee shall obtain not less than 50% marks/Grade “B”
aggregate of part- III (continuous internal assessment) as a whole.
(v)
To pass the examination in “First class with Distinction, candidate
must appear at once and at the same time for all the courses of Part-I
an obtain at least 65% marks in each head of passing with aggregate
70% marks in Part-I, Part-II, and grade ‘O’ in each part of Part III.
(vi)
To pass the examination in “First Class” candidate must appear at once
and the same time for all the seven subjects of Part-I and obtain at
least 55% marks in each head of passing with aggregate 60% marks in
Part-I, Part-II and grade ‘A’ in each activities of Part-III.
(vii)
To pass the examination in “Second division with B+” candidate must
appear at once and the same time for all the courses of Part-I, Part-II
and Part-III and obtain at least 50% marks in each head of passing
with aggregate 55% marks in Part-I and grade ‘B+’ in each activities of
Part-III.
(viii)
All other remaining candidates who have passed examination will be
declared as passed in ‘Second Division’.
(ix)
To pass the whole examination a candidate must pass in all the three
parts separately.
(x)
The candidates who have obtained minimum 50% or more marks in
any head of passing but failed the examination shall be eligible to claim
exemption in such head / heads. Candidates claiming exemption will
not be eligible for first class with Distinction, first class higher second
class and merit list.
(xi)
Every candidate shall offer any two optional subjects as methods from
the following subjects which he / she has offered for his / her
graduation examination provided that the subjects are taught at high
school and junior college level.

(xii)
The groups of the subject shall as indicated in the syllabi.
(xiii)
The performance in Part – III i.e. Continuous Internal assessment shall
be judged by seasonal work during the course of training, Internal
assessment of the examinees shall be submitted to the Asstt. Registrar
(Exam.) at least one week prior to the date of commencement of the
theory examination in tabulated form showing obtained marks under
different Heads by the concerning college Principal.
(xiv)
The Principal shall not forward the application form for admission to
the examination of a candidate under training who fails or absent
himself in the sessional work.
(xv)
an examinee failing in Part-II of the examination shall be eligible to
appear at the annual examination as an ex-students. He shall be
examined in practical of two lessons. On being successful he shall be
awarded division as per rules on the basis of his fresh marks in the
practical examination and the marks obtained by him in Part- I & III.
(xvi)
An examinee in a theory paper in Part-I examination shall be permitted
to appear in the same paper at a subsequent examination as an exstudent on being successful, he shall be awarded division as per rules.
(xvii) The examinee failing in Part – I & II shall be eligible to appear at the
examination on being successful, he shall be awarded division as per
rules, taking into consideration the marks obtained by him and the
grades in Part-III when he appeared for the first time.
(xviii) Provisions of Direction No. 9 of 2002 relating to the award of grace
marks for passing an examination, securing higher division / class and
for securing distinction in subject(s) as updated from time to time shall
apply to the examinations under this Ordinance.

As soon as possible after the examination but not later than 30 June,
next following, in the case of the annual examination, the Management
Council shall publish a list of successful examinees arranged in three
divisions. The names of examinees passing examination as a whole in
the minimum prescribed period and obtaining the prescribed numbers
of places in the first, or Second division shall be arranged on Order of
Merit as provided in the examination in General Ordinance No.6.
(xx)
Notwithstanding any to the contrary in this Ordinance no person shall
be admitted to this examination, if he has already passed in the
examination or an equivalent examination of any other Statutory
University.
(xxi)
As examinee successful at the examination shall, on payment of
prescribed fees, receive a degree in the prescribed form signed by ViceChancellor.
12.
Record to be kept by the students
(i)
Diary of daily attendance, work and participation in activities.
(ii)
Lesson notes of micro-lessons, integrated lesson, classroom lessons &
simulated micro – lesson plan along with remarks of observed.
(iii)
Detailed reports of observed lessons.
(iv)
Reports of practical work in connection with theory papers.
(v)
And all the activities of an internal college programmes.

General Objectives of the B.Ed. course :To enable the students teacher :-
(i)
to act as agents of modernization and Social change.
(ii)
to become competent and committed professionals willing to perform
the identified tasks.
(iii)
to use competencies and skills needed for becoming an effective
teacher.
(iv)
to be sensitive student teacher about emerging issues such as
environment population, gender equality, legal literacy etc.

to inculcate rational thinking and scientific temper among the
students.
(vi)
to promote capabilities for inculcating national values.

Upon promulgation of this Ordinance, Ordinance No. 6 of 1993 shall
stand repealed.
14. B.ED. IN SPECIAL METHODOLOGY SUBJECT :
1) Subject to the compliance with the provision of this ordinance
and the other ordinances in force from time to time any teacher
candidate offering an additional subject in special methods paper
at the examination: provided he/she has passed the Post
Graduate examination in that particular subject.
2) A recognized teacher means recognized by the R. T. M. Nagpur
University, Nagpur and serving in the College of Education
Conducted & Affiliated to the R. T. M. Nagpur University, Nagpur
3) A teacher candidate means a person serving as a teacher in any
recognized Secondary School or Higher Secondary School.
Marking System
1) Theory part: A teacher candidate shall complete 10 Assignments in
that subject.
These assignments shall be approved by the
Principal/Headmaster of the Institution where the recognized teacher
serves.
2) Practice Teaching: A teacher candidate shall take 20 lessons out of
which 10 will be global and 06 will be Micro based on teaching skills
and 04 lesson are computer assisted lessons in a recognized school or a
higher secondary school in that subject and shall submit there lessons
to the Principal/Headmaster for his/her approval.
3) A teacher candidate shall observed 10 lessons in that subject.
4) Internal Assessment: The Internal Assessment of the teacher
candidate shall be submitted to the Registrar through the Principal of
the college.
-127Practical Examination: A teacher candidate shall appear as a private
candidate in that additional method through the Principal of the
concerned college of Education.

STATEMENT OF OBJECT & REASONS
It is necessary to restructure the scheme of B.Ed. examination in the
light of the guidelines received from the U.G.C. in the from of Model
curriculum. Hence this Ordinance.
