One such program is the Special Supplemental Nutrition Program for Woman, Infants, and Children (WIC). WIC targets the early years in life. These years set the foundation for all future learning and relationships. What happens during these years–the quality of the relationship with a parent or caregiver, the time a caregiver spends talking and reading to the child, and a child’s health and nutrition-are all vital to children’s development. WIC plays an essential role in ensuring low-income infants and toddlers receive the nutrients essential for healthy growth and development. The program targets children in families with incomes under 185 percent of the federal poverty level who are found to be at nutritional risk. WIC centers around the country offer nutritious foods, health care referrals, and nutrition education. WIC is one of the largest programs supporting infants and toddlers. In 2007, $3.9 billion was spent on infants and toddlers through WIC. This represented 7 percent of all federal spending on infants and toddlers (children under age 3). This interactive report offers the number and portion of children in each state and congressional district who are eligible for WIC based their incomes.1 In doing so, it tells congressional members and their staff how many young children in their districts are potentially affected by this legislation. It also enumerates the number of infants and toddlers growing up in low-income families, who are therefore vulnerable during a critical window of their development. 1 This report does not provide estimates of children currently receiving WIC, nor should these estimates be used to calculate “coverage rates” because they do not include all eligible children, such as adjunct eligible children. March 2010 Methods This analysis uses data from the combined file of the 2006-2008 American Community Survey (ACS), which allows for the production of estimates at the state and congressional district levels. Using the ACS, we produce estimates of the number and portion of children ages 0 to 4 who live in families with incomes under 185 percent of the federal poverty level (the income eligibility threshold to receive WIC) in each state and congressional district. We only include children in this analysis; we do not include pregnant or breastfeeding women. Our estimates do not include children who would also be eligible for WIC through “adjunct eligibility.” Adjunct eligibility means children are automatically eligible for WIC because they are enrolled in Temporary Assistance for Needy Families (TANF), the Supplemental Nutrition Assistance Program (SNAP), or Medicaid. Based on the national number of children eligible for WIC from the Food and Nutrition Service (FNS), we estimate that approximately 2.8 million additional children beyond those counted here are eligible for WIC, mostly through adjunct eligibility.1 However, because states differ in their eligibility criteria for Medicaid and TANF, these children would not be distributed evenly across states. For example, the following states have Medicaid eligibility income cut-offs above 185 percent of the federal poverty level for children ages 0 to 1, and therefore would have more adjunct-eligible children: Arkansas, California, Delaware, Florida, Georgia, Hawaii, Illinois, Indiana, Iowa, Louisiana, Maine, Maryland, Massachusetts, Minnesota, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Rhode Island, Vermont, Washington, and Wisconsin. We provide estimates for each state and congressional district of the number and portion of children ages 0 to 4 who are income eligible for WIC. We also provide the standard error for each estimate. Rankings are based on percentages of children who are income eligible, not the number of children. 1 The FNS estimates also add children whose annual incomes exceed 185 percent of poverty level, but whose monthly incomes suggest part-year eligibility. And FNS reduces the number of eligibles to exclude those not at nutritional risk. Adjustments from the National Research Council assume 95.0 percent of income-eligible infants and 75.2 percent of income-eligible children are at nutritional risk.
