Urban Institute. Washington, D.C. July 2006 to present
Senior Fellow and Senior Research Associate
Conduct research into health coverage issues. Received President’s award for outstanding research in 2013
and honorable mention for outstanding research publication in 2009.
• Through policy analysis, research papers, and communication with Congressional staff, Executive
branch officials, and key stakeholders, helped shape provisions in the Patient Protection and Affordable
Care Act of 2010 (ACA) that streamlined eligibility determination for subsidized health coverage; that
extended the Children’s Health Insurance Program (CHIP) through 2015; that created the Maternal,
Infant, and Early Childhood Home Visiting Program; and that instituted an early ban on insurers’
discrimination against children with preexisting conditions.
• Through policy analysis, research papers, and communication with Congressional staff, Executive
branch officials, and key stakeholders, helped shape provisions in the American Recovery and
Reinvestment Act of 2009 (ARRA) that provided federal fiscal relief to states experiencing severe
economic downturns and scaled relief levels to state economic conditions; that subsidized laid-off
workers’ purchase of health coverage offered by former employers; and that increased and restructured
Health Coverage Tax Credits (HCTC) provided to workers laid-off because of trade liberalization.
• Through policy analysis, research papers, and communication with Congressional staff, Executive
branch officials, and key stakeholders, helped shaped Express Lane Eligibility (ELE) provisions in the
Children’s Health Insurance Reauthorization Act of 2009 (CHIPRA) that let states base children’s
eligibility for health coverage on data from tax records and the findings of other public programs.
• As Senior Advisor to the Centers for Medicare and Medicaid Services (CMS) on temporary assignment
under the Intergovernmental Personnel Act of 1970, helped develop a methodology for paying states that
implement the ACA’s Basic Health Program (BHP) option.
• Serve as Principal Investigator on grant from the Assistant Secretary of Planning and Evaluation for the
U.S. Department of Health and Human Services (ASPE) to analyze state implementation of option under
Social Security Act Section 1915(i) to prove home- and community-based services, including to adults
with mental health and substance use disorders, leading a multi-agency team that includes Health
Management Associates and the National Association of State Mental Health Program Directors
Research Institute, Inc.
• Serve as co-Principal Investigator on grant from National Council on Disability to analyze the ACA’s
impact on people with disabilities, including an identification of key future policy choices and applicable
trade-offs, leading a multi-agency team that includes researchers from the Oregon Health and Science
University.
• Serve as co-Principal Investigator on grant from the Bureau of Justice Assistance at the U.S. Department
of Justice to provide technical assistance to states and localities seeking to link the justice-involved
population to comprehensive, coordinated systems of health coverage and care.
• Serve as Principal Investigator on a subcontract to the Maryland Citizens’ Health Initiative on a grant
from the Robert Wood Johnson Foundation (RWJF) and Community Catalyst to work with Maryland
officials implementing a Medicare waiver shifting hospital reimbursement to global payments, helping
devise policy options for improving consumers’ access to high-quality care and for broadening the
waiver to include non-hospital services.
• Serve as Principal Investigator on grant from the California Health Care Foundation (CHCF) to analyze
options for using tax preparation services to facilitate enrollment under the ACA.
• Served as Principal Investigator on grant from ASPE to develop approaches for integrating eligibility
determination, enrollment, and retention for health programs and human services programs, taking
advantage of opportunities created by the ACA.

Conducted site visits and other qualitative research and prepare cross-cutting reports as part of the Urban
Institute’s multi-year monitoring of ACA implementation in 14 states, funded by RWJF and the Centter
for Consumer Information and Insurance Oversight (CCIIO).
Served as Principal Investigator on grant from Kaiser Family Foundation (KFF) to conduct case studies
analyzing the fiscal effects of states’ decisions to expand Medicaid eligibility.
Served as Principal Investigator on grant from the CHCF to develop data-based verification strategies for
Medicaid programs and Advance Premium Tax Credits (APTC) under the ACA.
Led the national outreach/enrollment component, led state teams, and prepared reports as part of multiyear monitoring of ACA implementation in 22 states, conducted by the Urban Institute, Georgetown
University’s Institute for Health Policy, the Institute for Health Policy Solutions, and Econometrica, Inc.,
funded by CCIIO.
As part of a multi-agency team with staff from Mathematica, the Urban Institute, and Health
Management Associates (HMA), played a leading role in selected state case studies and led the policy
recommendations component of the congressionally mandated evaluation of ELE implementation.
At the request of RWJF, provided a comprehensive analysis of options for Foundation to support state
implementation of the ACA.
On grant from State Coverage Initiatives Program of AcademyHealth, an RWJF national program office
(SCI), served as Principal Investigator to develop a comprehensive “roadmap” for state implementation
of the ACA, including strategies to slow cost growth, improve qualify, and expand coverage, conducting
multiple briefings for state health officials across the country.
Served as Principal Investigator on subcontract from the MITRE Corporation to provide CMS’s Center
for CCIIO with action-oriented work products to help state-based Marketplaces make evidence-based
decisions about key policy challenges, leading a multi-agency team that includes HealthTech Solutions
and researchers from the Center on Health Insurance Reforms at Georgetown University’s Health Policy
Institute. Priority issues included (1) consumer access to providers in limited-network plans offered on
Marketplaces and (2) mitigating potential coverage gaps and disrupted continuity of care when consumer
eligibility shifts between Medicaid and Marketplace.
Served as Principal Investigator on a KFF grant to analyze potential effects on consumers and states of
implementing the ACA’s BHP option.
Served as Principal Investigator on grant from the National Governors Association to evaluate potential
state roles in national health reform legislation.
Served as Principal Investigator on grant from RWJF to investigate automatic eligibility-determination
and enrollment strategies, including Louisiana’s implementation of ELE to qualify children for health
coverage based on records from the Supplemental Nutrition Assistance Program (SNAP); and automatic
enrollment into Massachusetts’ Commonwealth Care Program based on records from other state
programs.
Served as Principal Investigator on multi-year grants from the Universal Health Care Foundation of
Connecticut, the Connecticut Health Care Foundation, and SCI to work with state legislators, interest
groups, and executive-branch officials to craft comprehensive, state-based health reform policies for
Connecticut.
Served as Principal Investigator on grant from the Coalition for Access and Opportunity to develop
reports analyzing data-driven enrollment and retention strategies for multiple public assistance programs,
including opportunities under the ACA to strengthen connections between health and human services
programs and improve enrollment.
Served as Principal Investigator on grant on grant from SCI to provide technical assistance to states
implementing ELE initiatives using data from public benefit programs and state income tax records to
qualify uninsured children for health coverage.

Support Strategies Initiative,” a $17 million project funded by the Ford Foundation and other major
philanthropies to help multiple states streamline and integrate enrollment and retention for Medicaid,
SNAP, subsidized child care, and other human services programs.
• Under RWJF’s “Max-Enroll” grant, administrated by NASHP, served as leading provider of technical
assistance to states implementing ELE to use data from public benefit programs and state income tax
records to qualify uninsured children for health coverage. Also served on national advisory board for
“Max-Enroll.”
• Served as Principal Investigator on grant from AARP to investigate policies options for using Medicaid
to cover uninsured childless adults and “empty nesters” under national health reform legislation.

• During legislative debates resulting in welfare reform legislation, secured media coverage that
helped preserve health coverage for families losing cash aid; and drafted legislative history that
allowed immigrants to retain discretionary federal benefits, despite adverse legislative language.

Supported local legal services advocates working on low-income health issues throughout California,
through writing, training, and answering requests for assistance. Led statewide policy analysis and litigation
that (a) restored $20 million cut from family planning and other reproductive health care; (b) increased
obstetricians’ participation in Medicaid by raising fees more than 50 percent; (c) required counties to provide
dental care to indigent residents; and (d) prevented cuts in immigrants’ access to Medicaid.
