UNIVERSITY of HOUSTON Parking and Transportation Services (PTS) FY2014 and FY2015 PROPOSED PARKING PERMIT RATE INCREASE Recommended by the Transportation and Parking Advisory Committee (TPAC) TPAC has recommended across the board parking rate increases for both Faculty/Staff and Students of 9.5% in FY2014 and 5% in FY2015. These increases are necessary to offset the increase in PTS Debt Service expenditures and to increase funding for campus parking lot and street repairs. Since 2007 there has been a steady increase in enrollment (over 6,000 students) while at the same time 2,862 parking spaces were lost to UH building projects and an additional 500 spaces being lost to the METRO light rail construction. To reduce the growing gap between parking supply and demand UH has built four parking garages totaling 6,690 parking spaces. These garages are funded by bonds and PTS is responsible for the annual debt service payments. In FY2005 debt service was 0% of the PTS budget but in FY2014 it is projected that debt service will make up 52% of the annual budget. The growing debt service expense has been funded through the increase in parking permits and by reducing the funding available for campus parking lot and street repair. Repair funding has been reduced as much as it can so any additional debt service expense must be funded solely through an increase in parking permits The chart below shows the proposed parking rates and dollar amount increase for FY2014 and FY2015.
