CAPITAL PLANNING & MANAGEMENT DEPARTMENT Volume 2 Capital Planning & Management (CP&M) is responsible for the development, design and construction for selected capital projects. The department comprises two groups: Capital Planning and Project Management. Capital Planning works to align academic programs and support departments with space assignments. They have a primary role in the Scoping and Feasibility phases and a continued, though diminishing, role during the design phases. Project Management is responsible for the project delivery process, including all phases of design, permitting, construction, occupancy, project accounting and schedules. Mission Statement CP&M will provide professionally structured leadership to plan and develop high-value, quality, long-term cost effective facilities and landscapes that enhance the academic mission of the University, embrace our partnership with our community, and reinforce our stewardship of the environment. To that end, CP&M endeavors to: • • • • • • • • Provide services with integrity and professionalism Enhance performance with each project undertaken Communicate clearly to both internal and external stakeholders Function as an efficient and supportive team leader Diligently pursue the common goals of the University and the facility users Approach project challenges with creativity, respecting the ideas of others Balance the diverse needs and wants of the University Endeavor to make the process rewarding and enjoyable Goals CP&M has four primary goals (listed alphabetically): Cost - Deliver projects of long-term value within justifiable, benchmarked budgets Performance - Deliver projects that satisfy the needs of the users as measured by achieving a minimum score of three (on a scale of one to five) from the facility users. Fulfill project goals and process expectations as identified and agreed upon by the project team leadership. Quality - Deliver buildings and landscapes that continue the Stanford tradition of high quality and enhance the campus’ distinctive sense of place Schedule - Deliver projects in a professional, timely manner To better serve the University and to fulfill the department’s goals, CP&M has developed this Project Delivery Process Manual to serve as a communication tool to aid internal and external stakeholders in understanding the overall process and as a working tool to define implementation methods and controls.
