At the beginning, I would like to extend my hearty
welcome to all those of you seeking admission to the various
Post Graduate Programmes of Solapur University, Solapur.

(MUA 1994):
Disciplinary Powers and Discipline Among Students
This act focuses upon the university's policy
regarding students discipline and code of conduct through
objects and powers and duties defined under section 4 and 5
of MUA 1994.
The said provisions are mentioned below:4.(2)to promote discipline and the spirit of intellectual
inquiry and to dedicate itself as a fearless academic
community to the sustained pursuit of excellence.
4.(3)to encourage individuality and diversity within a
climate of tolerance and mutual understanding.
4.(4)to promote freedom, secularism, equality and social
justice as enshrined in the Constitution of India and to be
catalyst in socio-economic transformation by promoting
basic attitudes and values of essence to national
development
4.(6)to carry out social responsibility as an informed and
objective critic, to identify and cultivate talent, to train the
right kind of leadership in all walks of life and to help
younger generation to develop right attitudes, interests and
values.
5.(28)to supervise, control and regulate the conduct and
discipline of the students of the university, colleges,
institutions, recognised institutions, schools and hostels.
5.(31)to make arrangements for promoting the healthy
atmosphere, corporate life and welfare of the students of the
university, colleges, schools and institutions.
Maharashtra Universities Act, 1994 Section 95
enumerates for the provisions of discipline among
students.

Provisions of Section 95:(1)All powers relating to discipline and disciplinary action and in
relation to the students of the university departments and
institutions and colleges maintained by the university, shall vest
in theVice-Chancellor
(2) The Vice-Chancellor may, by order, delegate all or any of
his powers under the Act as he deems fit, to such other officer
as he may nominate in that behalf
(3) The Vice-Chancellor may, in the exercise of his powers, by
order, direct that any student or students be expelled or rusticated
for a specified period, or be not admitted to a course or courses of
study in a college, institution or department of the university for a
specified period, or be punished with fine, not exceeding three
hundred rupees, or be debarred from taking an examination or
examinations conducted by the department, college or institution
maintained by the university for a specified period not exceeding
five years or that the result of the student or students concerned in
the examination in which he or they have appeared be cancelled.
Provided that, the Vice-Chancellor shall give reasonable
opportunity to the student concerned of being heard, if expulsion
is for a period exceeding one year.
(4)Without prejudice to the powers of the Vice-Chancellor, the
principals of constituent colleges, heads of university institutions
and the heads of departments of the university shall have
authority to exercise all such powers over the student in their
respective charge as may be necessary for the maintainance of
proper discipline.
(5) The Vice-Chancellor shall, subject to the approval of the
Management Council, make rules of discipline and proper
conduct for students of the university which shall also apply to
the students of all its affiliated colleges and university
departments or institutions and every student shall be supplied

with a copy of such rules.
(6)The principals of the colleges and heads of the institutions,
maintained by the university, may, make such supplementary
rules of discipline and proper conduct, not inconsistent with
the rules made by the Vice-Chancellor, as they think necessary
and these shall also be published in the college prospectus and
every student shall be supplied with a copy of such
supplementary rules.
(7)At the time of admission, every student shall sign a
declaration to the effect that he submits himself to the
disciplinary jurisdiction of the Vice-Chancellor and the other
officers and authorities or bodies of the university and the
authorities or bodies of the constituent colleges and
institutions, and shall observe and abide by the rules made by
the Vice-Chancellor in that behalf and in so far as they may
apply, the supplementary rules made by the principals of
conducted colleges and heads of university institutions.
(8)All powers relating to disciplinary action against students
of an affiliated college or recognised institution not
maintained by the university, shall vest in the principal of the
affiliated college or head of the recognised institution, and the
provisions of the foregoing sub-section including the rules, if
any, made thereunder, shall mutatis mutandis apply to such
colleges, institutions and students therein.
Students' Code of conduct:
General Rules and Regulations
Disciplinary Rules:
For the purpose of Section 95 (5) of the Maharashtra
Universities Act, 1994 the rules of discipline and proper conduct
for the students of the University Department, affiliated colleges,
recognized institutions, autonomous college/ institutions shall be
as follows:
1.Conduct of University FunctionsAs part of discipline, students are required to attend functions
celebrating Days of National Importance.
2.Conduct of ClassroomThe students shall attend the classes, practical and seminars
etc. whenever prescribed, regularly so that the requirements of
minimum attendance as prescribed under the Act, the Statutes, the
ordinances and rules/regulations made in that behalf are fulfilled.
3.Conduct of University PropertyIt shall be binding on the part of the students to see that no
damage is done to the property of the concerned institution in any
manner.
4.Conduct of behaviorThe students shall behave with their classmates, teachers,
authorities and the non-teaching employees of the institutions in a
responsible manner.
5.Conduct of Extra and Co-curricular ActivitiesThe student shall behave in a fair and friendly manner in all
extra and co-curricular activities.
6.Conduct of Educational Tours and Youth FestivalsThe student shall participate in Educational tours, Youth festivals

and other collective activities wherever prescribed, in a
constructive manner-ensuring fulfillment of the objectives of
the said activity under strict supervision and guidance of the
teachers/officers/authorities of the concerned institutions.
7.Conduct of Laboratory, Library and Study RoomIt shall be obligatory on the part of the students to make a
proper use of the Laboratory/Library/Study Room and other
common facilities without causing inconvenience or damage
to the other users, and the property.
8.Conduct of HostelThe resident students shall be governed by the rules and
regulations in respect of hostel accommodation/official
premises as prescribed by the concerned institution.
9.Conduct of ActsThe students involved in any attempts of common-offs,
vulgarism, gundaism, manhandling, eve-teasing,
malpractices or participation in criminal acts shall be liable for
punishment.
10.Identity Card:
Carry ID card as bonafide proof for the purpose of proving
their identity given by the Registrar, the Head, faculty
member, University Officer, Library Staff, the Security
Officer / Security Personnel. Presenting a current student
identification card with a photo (I.D.) card will be deemed
proof of student status. Refusal by a student to produce
identification when required shall cause for disciplinary
action. Students must wear an ID card while attending class,
practical and while visiting other sections of University. In
case of loss or damage of Identity Card, the concerned
authorities should be informed immediately.

11.Canteen RulesStudents should follow the rules/instructions of the canteen /
cafeteria.
12.Notice Boards and University WebsiteStudents are advised to read the Notice Boards and the
website regularly for update information.
13.Security Cameras and Video Surveillance SystemThe important locations and administrative buildings on the
university campus are well connected and networked through the
CCTV. Thus the activities on the university campus are
monitored and recorded through the said system for managing
the security issues and from the view point of maintainance of
discipline and peace on the campus.
14.Sale of personal propertyStudents shall not involve in any such practices at all and if
any student is involves in such acts outside the campus,
authorities are not responsible.
15.SmokingSmoking and tobacco chewing in the university/ college
campus is strictly prohibited. Violations of this clause shall cause
disciplinary action.
16.LiquorAny student who, while in university/college activity or
participating in university/department related program, uses,
possesses, consumes, is demonstrably under the influence of, or
sells any liquor, in violation of law shall be subjected to
disciplinary action.
17.Mobile Phones/pagers and/ or othersMobile Phones/ pagers and other related gadgets should not
be used by students in the Library, internet Hall, Seminar Halls,
Classrooms, Practical Rooms, University/ College
office,Computer Rooms,Lecture Halls, Theatres, Laboratories,
other teaching and research areas.

document before getting it issued. If any discrepancy found ,

defect/damage found at the time of return of the
document, if not recorded on it earlier and will be
liable to pay the penalty as per library rule.
5.
Late fee would be charged from the borrowers who
retain book(s) beyond the due date. Librarian may exempt the
late fee depending upon the circumstances of delay, any
human or technical error in issuing a book by the circulation
staff.
6.
Documents belonging to 'Reference' category are not
issued.
7.
A borrower is responsible for safe custody and return
of the documents borrowed at their name from the
library.
8.
In case of loss of document(s) irreparable
damage/mutilation of documents, the borrower should replace
the lost/damaged book(s)by a newcopy.In case of
loss/damage/mutilation of a volume of a multi-volumes set,
the borrower is liable to replace the whole set. Otherwise, the
cost of books as per agreed rule will be charged.

All the Students are hereby informed that existing r u l e s
of Overdue Charges for books which are not
returned on or before the due date are:
1. Rs. 1=00 Per Day Per book up to 15th day after the due
date
2. Rs. 2=00 Per Day Per book up to 16th to 30th day after the
due date.
3. Rs. 5=00 Per Day Per book from 31st day onwards after
the due date.
Note: In case of any matter/issues which are not enumerated

1. Periodical section is only meant for the consultation

3. User shall be responsible for safe custody of issued
journals/ periodicals.
4. Keep your belongings such as bags books etc. on the
property counter of the periodicals section. Do not
keep any valuable such as cash, mobile phones, ATM
cards etc. in the counter. Library staff is not
responsible for loss of any such valuables.
5. Keep your mobiles switched off. Talking over
mobile in the section is strictly prohibited. Maintain
silence in the periodical section.

I hereby apply for admission / continuation of admission to the
university hostel for the academic year 20 -20 . I have read and
understood the rules and regulations of the hostel and hereby
undertake to abide by them. I shall pay prescribed fees in advance as
soon as I receive intimation regarding the admission/continuation of
admission with the understanding that the seat will be cancelled if I
do not avail myself of the accommodation offered within 3 days.
In case of any dispute, the decision of the university authorities
shall be final and binding on me. I shall vacate the room at the end of
the concerned examination of each academic year and shall handover
the possession of the room to the hostel administration. If I do not
vacate the room, the university may take possession of the same by

11) Students can play only at the places specifically designated for
the purpose. Playing of cards is not allowed. Playing of any
games inside the rooms is strictly prohibited.
General
1) Students shall have to observe complete discipline inside the
Hostel and on the University Campus.
12) Storage and consumption of alcoholic drinks/drugs/tobacco/
ghutka/narcotics etc, in the hostel premises is strictly prohibited.
Anyone found indulging in these acts will be expelled instantly
from the hostel and could be handed over to police.
2) Hostel students are particularly required to maintain
regularity in their academic life. Their failure at examinations
or irregularity in work may result in the cancellation of their
hostel admission.
13) Smoking inside the hostel premises is strictly prohibited. If
found doing so, disciplinary action will be taken.
3) Student rooms will be allotted to students on sharing basis
–twin/triple as applicable.
14) If the student looses the duplicate key of the room, then he/she
has to replace the room lock.
4) The rooms are provided with basic furniture and fixtures.
Additional items like own mattress, bed sheets, blankets,
mosquito net, bucket, jar, tumblers etc. are to be brought in by
the individuals.
15) Complaints to the Vice Chancellor / Registrar and Police
Department must be submitted through the Coordinator.
5) S t u d e n t s a r e n o t a l l o w e d t o c o v e r t h e g l a s s windows/ventilators by pasting paper or otherwise.
16) Students will not disturb their neighbors or others by playing
loud music or by creating noise.
17) Students are required to switch off the lights, fans etc of their
room every time as they go out or before they go to the bed.
6) All letters addressed to inmates of hostel will be delivered to
the University Office and Office will make necessary
arrangement for the distribution of letters. Each student
should collect his/ her letter only from the hostel office.
18) All the residents of the hostel should see that there is no waste of
water, electricity and other facilities or common utilities
provided to them. They shall be always economical in their use.
7) Students are not to visit any other room without permission of
the inmates of that particular room.
19) Wastage or improper use of water, electricity etc is not allowed.
Misuse of electricity is strictly prohibited and the defaulter will
be penalizes Rs.501/-
8) Students are not permitted to use heaters, water-boilers, kettle,
immersion rods or any cooking device in their rooms.
9) Students are expected to maintain complete decorum in the
hostel and wear decent clothing at all times.
10) Students are not permitted to keep cycles /motorcycles
/scooters/cars in the hostel. In case any student does feel the

night hours (i.e. outstation stay). If any girl student
disobeys this rule, a heavy fine will be imposed first time
and student will be immediately expelled from the hostel, if
repeated second time.
27) Students shall be held responsible for the damage to the
furniture, windows, doors, walls, electrical fittings, wash
basins etc, and the cost of the damage and penalty as
decided by hostel authority shall be recovered from them.

alteration therein. He / she should report the damage caused
to the hostel authorities.

Prevention of Ragging in Educational
Institutions
3. The rooms will be allotted by the Coordinator as per availability.
Anybody violating this rule is liable for legal action and
immediate dismissal from hostel. Incident of ragging should be
brought to the notice of the Warden.
a) The provisions of Anti-Ragging Legislation of the State
Government shall govern the students, and /or rules made in
this regard from time to time by the concerned institution.
b) Ragging is any act which violates the dignity of the
individual student or is perceived to violate his / her dignity.
Broadly ragging can be categorized in following way
i) Verbal Ragging
ii) Severe Verbal Ragging
iii) Physical Ragging
iv) Sexual Ragging
For various types of ragging the punishment such as
imprisonment or fine or both is prescribed with expulsion
etc, if found guilty of ragging.
Any breach of the aforesaid rules or any misbehavior on
the part of the student shall be liable to be punished severely
in accordance with provisions contained in Section 95
(3)(4) of the Maharashtra University Act, 1994 and
SOL/PG/Adm.
4. Before taking charge of room, student have to produce the
receipt showing the payment of hostel rent and other fees and
also have to go for medical check-up at the Health Centre of the
University.
5. No part payment will be accepted.
6. Students who accept employment will lose their entitlement to
hostel accommodation.
7. Every student staying in a University hostel must bring a
certificate of satisfactory attendance and a recommendation for
continuation from Head / Director of School where he/ she is
enrolled at the beginning of each term. If a student fails to bring
such a certificate and recommendation within the stipulated
time period, his/ her admission to the hostel would be cancelled
immediately without giving a notice.
