Empowering all students to achieve their educational goals, to direct their lives and to contribute to society. Welcome to the Westlake City Schools Calendar and Annual Report! Once again, the Westlake City Schools have been recognized as one of the top districts in Ohio by meeting all of the performance indicators on the State Report Card. This will mark the 11th consecutive year the district has attained the ranking of “Excellent.” We are extremely proud of our students’ achievement and appreciative of our faculty’s and staff’s tremendous efforts to make Westlake the best school district possible for our students and our community. • The 2009-10 school year should be an exciting one filled with opportunity. Our Mission of Excellence is at the center of all of our efforts and provides guidance for completing our two-year strategic plan. The work of many teachers and administrators has resulted in the addition of a facts-based emphasis that complements an already strong math program. Westlake High School will operate under a hybrid schedule that reflects the best practice, research-based model promoted by the National Association of Secondary School Principals. This schedule supports the integration of project-based experiences with a solid academic foundation. • Creating a 21st century learning environment means emphasizing connections between the school experience and a global economy and society by engaging students in relevant academic and life experiences. That means a continued commitment to integrating technology in the curriculum and supporting staff development. Our strategic plan focuses on helping our students continue to excel through dynamic and diverse groups, real world problem solving and activities that require the synergy of a strong academic background, innovation and creativity. • The district’s model for improvement remains data-driven and community-based. We look forward to addressing our target areas by acting on thorough and effective plans. A “Response to Intervention” process that examines student progress over the course of a school year will continue to be refined to allow us to guide our instruction as we work toward our goals. Since December 2007 the district and community have been engaged in a process of examining data and working with multiple professional groups and committees to develop a Master Facilities Plan. We believe this planning was done in a responsible manner and best represents our community’s needs while also focusing on fulfilling our mission. We look forward to taking steps to act on this plan this school year. • We know that fiscal responsibility and sound management must complement our Mission of Excellence. Last school year the district received recognition from a number of organizations for excellence in fiscal responsibility, processes and reporting. Our Chief Financial Officer was named the Treasurer of the Year in Ohio. The district also received the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting Award for the 16th consecutive year, and the State Auditor recognized the Westlake City Schools’ exceptional reporting and financial processes with a perfect audit. A collaborative effort between our Director of Business Affairs, Director of Transportation and a community member resulted in a more than$130,000 grant to retrofit 20 school buses to make them more efficient and environmentally friendly. The award was the second largest in Ohio. These are just a few of many examples of the district working mindfully and responsibly to realize our mission of excellence. • We hope this calendar provides you with some helpful information about the district and gives you a sense of the great things happening here in Westlake. As evidenced by our 11th consecutive ranking of “Excellent” on the state report card, it’s obvious that everyone from the Board of Education to the administrative team to our teachers and staff work hard to make Westlake a top-performing school district. Last year our achievements were numerous. Just a few of the accomplishments include: • LBMS math teacher Judy McMasters was named the State’s top math educator. • Eight of our performing groups came home from the All-American Music Festival in Orlando, Fla., with first-place awards. • Our students earned top scores on state, national and international academic exams and garnered first-place awards in a variety of academic competitions. • The LBMS Environmental Club won the top prize in a national environmental excellence competition. • WHS earned a silver medal in U.S. News & World Report’s America’s Best High School rankings. • CFO/Treasurer Mark C. Pepera earned the 2008 Outstanding CFO/Treasurer of the Year Award • Westlake School District earned a “perfect audit” from the State Auditor. Throughout the past school year we have communicated the challenges our school district faces with its facilities. We obtained input from community stakeholders through in-depth interviews, discussion groups, and telephone and on-line surveys, as well as community forums. This was followed by a 20/20 Vision Committee that narrowed down the educational options to two and encouraged the Board of Education to immediately pursue a bond issue. This data-driven approach will allow us to look forward to tackling this issue in the coming year. It is crucial the facilities are addressed to ensure the successes that have defined Westlake Public Schools continue. Waiting until Westlake falls behind to tackle the limitations the buildings pose is shortsighted and will cost us more in the end. We appreciate the community’s support in celebrating our successes and when making tough decisions. We count on that foundation to maintain our excellence and pledge to continue to keep you informed. Therefore, several themes were identified and considered in support of the focus areas. The themes represent elements and/or tools that serve an integrating function. They are interwoven across the focus areas in varying degrees. The themes are: (a) professional development, (b) technology, (c) standards-based achievement, (d) positive learning environment, (e) data management and (f) communication. The focus areas and supporting themes will be realized only if everyone in the district remains committed to these aspects over the next two years.
