ADJOURNMENT 158 159 158 FOR ACTION Board of Trustees Charles Stewart Mott Community College Special Meeting, October 19, 2015 Volume 46 1.46 Permanent Whole Building Water Filtration – Purchase Award In light of the ongoing concerns related to the City of Flint water quality, Mott Community College’s (MCC) Executive Cabinet has devised a long-term solution ensuring students, employees and visitors will have clean drinking water while on campus. Using capital improvement funds, MCC will purchase and install a technologically advanced permanent water filtration system for all of the affected educational buildings within the City of Flint. Physical Plant Operations is working with ATI Group to complete the engineering and design documents needed to conduct a public bid. At this time, the expectation is for a bid to be issued on October 15, 2015 with proposals due no later than November 2, 2015. Due to timing concerns stemming from the lead time required to manufacture the filtration systems plus delivery and installation, Administration is requesting that the Board of Trustees approve the budget for this project at $425,000 to allow ordering of the equipment direct from the manufacturer as well as award of the installation to the most qualified vendor without unnecessary delay. On the basis of the preceding information, the following resolution is recommended. Be it Resolved, That The Charles Stewart Mott Community College Board of Trustees Authorizes the Administration to purchase the filtration system direct from the manufacturer and to award the bid for installation to the contractor whose bid meets all required criteria at the lowest offered price, which is not to exceed $425,000 (four hundred twenty-five thousand dollars and zero cents). This policy is established to ensure that sound business practices are followed in the purchase of furnishings, equipment, materials, goods and supplies. 159 FOR ACTION Board of Trustees Charles Stewart Mott Community College Special Meeting, October 19, 2015 Volume 46 1.47 Confirmation of Associate Vice-President for Human Resources Following a national search that attracted many excellent applicants, Mary Gmeiner has been selected as the finalist for the position of Associate Vice President for Human Resources. Ms. Gmeiner has held the role of Director of Human Resources at Delta College since February 2013. In that role, she is a member of the Executive Council, with overall responsibility for the leadership, development, strategic planning, budget and administration of human resources talent and services. Ms. Gmeiner is also a part-time faculty member at Washtenaw Community College (WCC) instructing and designing on-line business courses. Her additional experience in higher education includes nine years at WCC as the Director of Labor and Employee Relations and the chief negotiator for the college. Ms. Gmeiner’s education includes receiving a Bachelor’s Degree in Business Administration from Saginaw Valley State University and a Master’s Degree in Human Resources from Central Michigan University. Consistent with Board Policy 2100, it is recommended that the Board of Trustees confirm the appointment as detailed in this month’s Staffing Transactions Report. Additionally, the Board of Trustees delegates authority to the President to do the following: (1). Select and employ all personnel for the College, provided that the positions are contained in the Table of Authorized Positions approved annually by the Board of Trustees and are fully funded in the current Board approved budget. (2). Appoint Executive Cabinet members with confirmation by the Board.
