The renaming of the formal Areas of Concentration was approved by Chancellor Kirwan on March 5,2013, and the Maryland Higher Education Commission (MHEC) on May 7, 2013. A copy of the approved proposal is attached. The change is effective Fall 2013. Please ensure that the change is fully described in the Undergraduate Catalog, the Graduate Catalog and in all relevant descriptive materials. I am pleased to inform you that this request has been administratively approved. The REGIS and CIP codes will not change. This decision was based on an analysis of the programs in conjunction with the Maryland Higher Education Commission's Policies and Procedures for Academic Program Proposals and the Code of Maryland Regulations. This is in keeping with current language shift across the United States and other countries to more appropriately call the languages spoken in other countries of the world "World" rather than the ethnocentric "Foreign". It is also consistent with the State of Maryland new PreK-12 certification regulation that is pending for WORLD LANGUAGES. This regulation is published in a recent Maryland Register. We are asking that all six of them, listed below, be changed to World Languages. The specific languages included in each of these are: Chinese, French, German, Italian, Russian, and Spanish. BACHELOR OF ARTS (MAJOR CODE: 0841P): Secondary Education/Foreign Language (Four Year Double Major Certification Program) The Foreign Language Education program offers a Bachelor of Art's degree for students seeking certification to teach Spanish, French, German, Russian, Italian, or Chinese. Completion of the content area courses in the foreign language area, in conjunction with the professional education courses and field experiences, results in the awarding of a Bachelor of Arts (BA) degree with a double major in Foreign Language Education and the corresponding language area. MINOR IN SECONDARY EDUCATION The minor in secondary education provides an opportunity for non-Education majors to enroll in a sequence of education courses that will introduce them to the teaching profession. The 15-credit minor incorporates courses in student development, issues in American public education, the importance of reading across the curriculum, and pedagogical foundations in teaching the core subjects in today's high schools. Students in the following majors/subject areas are eligible to declare the minor in secondary education: Studio Art, English, Foreign Language (Chinese, French, German, Italian, Russian and Spanish), Mathematics, Science (Agricultural Education, Biology, Chemistry, Earth Science, Physics), and Social Studies (Geography, Government and Politics, History. THE FIVE-YEAR INTEGRATED MASTER’S WITH CERTIFICATION PROGRAM (IMCP) This program is intended for content majors (English, Foreign Language, Math, Science and Social Studies) entering their junior and senior year. The program is for talented students with a minimum GPA of 3.0 who wish to combine undergraduate studies in the content area and professional education as a foundation for focused professional coursework at the graduate level leading to secondary-level certification in the subject field and the Master's of Education degree. As undergraduates, admitted students complete their baccalaureate degrees with a major in the relevant content area and a minimum of 12 credits in graduate - level professional studies related to teacher certification requirements. In their fifth year, they enroll in a full-year internship and complete professional studies that make them eligible for teacher certification and the master's of education degree. The Master's Program is housed at the Shady Grove Campus. 3 MASTER'S CERTIFICATION PROGRAM (MCERT) WITH A SPECIALIZATION IN FOREIGN LANGUAGE EDUCATION MCert (Maryland Graduate Certification Program) for Secondary Education is a teacher education program for individuals who have completed a baccalaureate degree in various academic fields and are interested in teaching in a secondary school setting. The MCert program is a 13-month, full time program that leads to a Master’s of Education (M.Ed) degree as well as eligibility for Maryland State certification to teach in secondary schools. A part-time version of this program is also available. POST-BACCALAUREATE CERTIFICATION IN FOREIGN LANGUAGE EDUCATION Students may want to consider this option if they are not interested in pursuing a master’s degree. Students must have completion of a bachelor’s degree and appropriate coursework/relevant studies or experiences in one of the six foreign languages to meet content area standards. Students must have successful completion of prerequisite professional courses or the capacity to complete them prior to the main internship semester. M.ED. IN CURRICULUM AND INSTRUCTION WITH SPECIALIZATION IN FOREIGN LANGUAGE EDUCATION (without Certification) The 30-credit M. Ed. Teacher Leadership program with specialization in Foreign Language Education is intended for (1) candidates who already hold an undergraduate double major in secondary education and a foreign language and certification and (2) educational practitioners in local post-secondary or international contexts.
