The School of Music faculty is seeking to convert the Bachelor of Music (BM) - Music Education degree
to a Bachelor of Music Education (BME) degree.

Prior to 200 1, the program that prepared future music teachers for certification to teach in Maryland
public schools was housed in the College of Education. Here, students earned a Bachelor of Science
degree in Music Education in one of two tracks, Instrumental of ChoralIGeneral , upon graduation. In
2001, the BM was transferred from the College of Education to the College of Arts and
Humanities/School of Music and was folded into the existing Bachelor of Music degree. In recent years,
the number of students seelung to earn a double degree in Music Performance and Music Education has
increased considerably. At this time, we are unable to allow students to do this as both the Music
Performance and Music Education programs share the identical Hegis code. A transfer of the program, as
is to a Bachelor of Music Education degree will solve this issue. No new resources will be required.

I. OVERVIEW and RATIONALE
A. The current proposal seeks to put forth a rationale for spinning off the present
Music Education concentration in the Bachelor of Music (BM) degree into a
separate Bachelor of Music Education (BME) degree.
Presently, there are four concentrations within the Bachelor of Music degree:
Performance, Music Education, Music Theory, and Composition.
Consequently, it is not possible for students to obtain, for example, a degree in
both music education and music performance because they are really two
concentrations in the same Bachelor of Music degree.
There is increased demand in recent years by potential students to receive a
double degree in music education and music performance. In fact, 13.5% of
the applicants for 2004-2005 indicated that they were interested in both music
education and performance. In the past two years, 16 of 40 (40%) students
who enrolled at Maryland desired both degrees. A number of our institutional
peers allow students to pursue a double degree in music performance and
education. Among these are the University of Michigan, Eastman School of
Music, University of Illinois, and Indiana University. The Eastman School of
Music and Indiana University are the two most frequently cited schools that
students who were accepted in the BM at Maryland chose to attend if not
matriculating Maryland. The BME is also a fairly typical degree program at
other higher education institutions in the United States. Examples of
institutions that offer this track are Florida State University, Indiana
University and University of Colorado—Boulder.
The new Bachelor of Music Education degree would retain the same
curriculum and faculty as the current Music Education concentration, and
would require no new resources. The curriculum in music education has been
designed to prepare highly qualified teachers and comprehensive musicians
for a diverse society. Students may focus on two pedagogical concentrations:
choral/general music and instrumental music. All courses are designed and
sequenced to develop the student's musical, intellectual, personal, and
instructional knowledge, skills, and dispositions.
B. The Bachelor of Music Education will continue to enroll approximately the
same number of students as are presently enrolled in the Music Education
concentration, which for 2005-06 is 78 (47 Instrumental, 31 Choral/General).
With recent enrollment management decisions currently in progress in the
School of Music, the number of students may potentially decrease.
Additionally, the Bachelor of Music Education might also receive as transfer
majors those students who had originally enrolled only in the Bachelor of
Music performance track, but whose professional goals later changed.
II. CURRICULUM
A. The current description for the BM--Music Education degree, taken from the
2005-06 Undergraduate Catalog, states that the program is
“[D]esigned for qualified students preparing for careers in K-12 teaching of music, the B.M.
in Music Education offered by the College of Arts and Humanities carries with it a teaching
certification from the College of Education. B.M. in Music Education degrees are offered with
concentrations in either Instrumental Music Education or Choral-General Music Education.
The requirements for a B.M. in Music Education are similar to the B.M. program plus
approximately 48 credits in music education. Contact the School of Music for specific
requirements.”
The new description should read:
"[D]esigned for qualified students preparing for careers in K-12 teaching of music, the
Bachelor of Music Education offered by the College of Arts and Humanities carries with it a
teaching certification from the College of Education. B.M.E. degrees are offered with
concentrations in either Instrumental Music Education or Choral-General Music Education.
Contact the School of Music for specific requirements."
B. Courses for both the Instrumental and Choral/General concentrations for the
Bachelor of Music Education are identical to the courses currently required
for the BM – Music Education. Advising forms outlining the classes required
for each program are attached. No new courses are proposed for the degree.

C. As with the current BM—Music Education degree, students applying to be
admitted to the Bachelor of Music Education degree program will be required
to pass an audition and interview prior to being admitted to the degree
program.
III. STUDENT LEARNING OUTCOMES AND ASSESSMENT
Learning Outcomes Assessments forms are attached.
IV. FACULTY AND ORGANIZATION
The BME will be administered through the School of Music and the Music
Education Division. Additionally, the Chair of the Music Education Division
and/or his or her designee will act as the official liaison with the College of
Education regarding admission, certification and graduation components of the
teacher education program.
The program will be primarily served with the following faculty:

V. OFF CAMPUS PROGRAMS
It is our expectation that the program will be run entirely on the College Park
campus, though student internships will take place in local preK-12 schools.
VI. OTHER ISSUES
A. Relationships with local preK-12 schools will continue to be maintained in the
BME program as they were in the BM. These relationships are primarily with
individual teachers who are part of the Music Education Division’s
School/University Partnership, a group of approximately 100 music teachers
from across the state who have worked with our students in some capacity in
the last 5 years.
B. The program will continue to seek accreditation with the National Association
of Schools of Music (NASM) as part of the School of Music. The program
leads to K-12 Music certification in the State of Maryland for its graduates
and participates with the College of Education in its accreditation process with
the National Council for Accreditation of Teacher Education (NCATE).
Identical academic and administrative constraints associated with
accreditation and certification that are part of the current program will also be
in the proposed BME degree. No additional constraints are anticipated.
VII. COMMITMENT TO DIVERSITY
The School of Music is committed to attracting and developing diverse students.
To this end, admissions officers regularly visit high schools that are attended by a
diverse student body. In the past these have included DeMatha Catholic High
School, Oxon Hill High School, Baltimore School for the Arts, Duke Ellington
School for the Arts (DC), and the LaGuardia High School for Music & Art and
Performing Arts (NY). The school then attempts to attract qualified students with
financial incentives and retain with regular advising.
VIII. REQUIRED PHYSICAL RESOURCES
A. No additional library and other information resources are required to support
the proposed program.
B. No additional facilities, facility modifications, or equipment will be required.
C. There is no anticipated impact on the use of existing facilities and equipment.
IX. RESOURCE NEEDS and SOURCES
The School of Music faculty is seeking to convert of the Bachelor of Music (BM)
– Music Education degree to a Bachelor of Music Education (BME) degree. The
course and faculty requirements will remain identical in the new degree. Funds
associated with the BM –Music Education will be transferred to the BME degree.
Tuition and revenue from students and other sources will be the same in BME
degree as in the BM. Thus, no new resources will be required at this time.

Program Goals: The Bachelor of Music (Music Education) degree is aimed to prepare highly qualified, reflective teachers
and comprehensive musicians for a diverse society. The program, drawing on theory and research, attends to knowledge
of subject matter; learners; pedagogy; educational goals and assessment; and curriculum. All courses are designed and
sequenced to develop the student's musical, intellectual, personal, and instructional knowledge, skills, and dispositions.
Relevance of goals to the mission statements and/or strategic plans of the University, College, or Program as applicable: These goals are aligned
with the School of Music’s mission statement as stated in the NASM Mission and Objectives UM Self-Study 1997-2002,
which states, “The objective of the School is to provide a comprehensive program for the cultivation of the art of music
through performance, teaching, scholarship [and creative activity]” (p. 1).

Dear Dr. Hewitt:
In the interest of time, I am sending you this e-mail to indicate that
the proposed change from the BM in Music Education to a
Bachelor of Music Education will have no impact on library
resources. Existing collections and services remain more
than adequate to support the program at the indicated
level. Rarely would a degree change of this kind
require a reassessment of library support.
If you need a signed letter to this effect, then please let
me know.

Dear Dr. Hewitt,
This is to give my full support to the request from the School of Music to change
the degree designation for baccalaureate candidates enrolled in the music education
program from the Bachelor of Music degree to a Bachelor of Music Education degree.
This change will not impact on students' eligibility for or status with state certification or
our institutional status with NCATE, the National Council for the Accreditation of
Teacher Education. The change will enable those students who complete studies in both
music performance and music education to receive recognition for their efforts.
