1. The purpose of this impact statement is to address the Lottery’s concerns related to reporting different types
of advertisement costs. While the proposed crosswalk developed by DFS provides separate codes for the
different mediums of advertisement the Lottery uses (TV, radio, print, online, and outdoor) it does not
provide separate coding for the production of each type of advertisement. Instead, only one object code is
provided for advertising production (133507). The Lottery is required, no less than annually, to report the
costs of producing advertisements separately from the costs of airing/printing the advertisements to the
Legislature, OPPAGA, the Governor’s Office, and the public. Eliminating these five (5) codes (listed in
section 8 below) would adversely impact Lottery’s ability to report this information accurately and on a
timely basis.
Response: The Statewide Object Code list includes specific codes for different advertizing services in the
13**** series (TV, radio, print, online, and outdoor etc) and a code for advertizing production. Agencies
have the option to use other FLAIR fields to track additional details for expenditures (OCA, External
Category, External Object, External GL, etc.). DFS will offer training related to reporting and the use of
these codes. DFS is also working to include these fields in commonly used FLAIR standard reports and the
FLAIR information warehouse. Agencies have ability to create variations of the standard reports with
different sort functionality for agency specific reporting needs. See #8 below for the response to each
requested object code.
