OSU PARKING UTILIZATION STUDY - 2012-2013
Executive Summary

OSU’s campus-wide parking utilization rate for Fall Term 2012 was sixty-eight percent (68%)
during the peak hours between 10 am and 2 pm. There was no change in the utilization rate
between academic years 2011-2012 and 2012-2013.

Utilization of OSU General Use parking areas varied considerably across campus from zero to 100
percent. Similar to previous years, utilization was typically higher for parking areas near the
campus core. Sector C had the highest utilization with thirty (30) of the thirty-four (34) parking
areas having a utilization over fifty percent (50%) and eighteen (18) of those with a utilization
over eighty-five percent (85%). Conversely, parking areas on the periphery typically had the
lowest utilization: Reser Stadium Lot (3281)i – the second largest parking facility on campus –
had a utilization of seven percent (7%); Washington Ave Southeast Lot (3209) eleven percent
(11%); and LaSells Steward Center West Lot (3277) twenty-two percent (22%).

The Parking Garage (0205) had an overall utilization of fifty-two percent (52%). The first and
second floors were highly utilized (eighty-three percent (83%) and ninety-six percent (96%)
respectively), while the third floor had a moderate utilization (fifty-five percent (55%)) and the
top two floors had the lowest utilization rate (eight percent (8%) and twenty-seven percent (27%)
respectively).

Fifty percent (50%) of motorcycle areas were utilized during Fall Term 2012.

General Use spaces increased from 7,234 to 7,320 between academic year 2011 - 2012 and 2012
– 2013. The slight increase can be attributed to the construction of the Oldfield Animal Teaching
Facility West Lot (3324) and the reopening of portions of parking which had been temporarily
closed for construction.

Since 2008, student enrollment has increased between four and six percent annually, with a total
increase in fall enrollment of twenty-four percent (24%). The number of employees has
increased by twelve percent (12%) during the same time period. Consequently, the total
population on OSU main campus has increased from over 23,000 in Fall Term 2008 to nearly
29,000 in 2012.

The number of students purchasing parking permits during the Fall Term has varied considerably
over the past five years, while the number of Faculty/Staff buying permits has remained relatively
constant during this same time period.
OSU Parking Utilization Study
Background
Oregon State University’s Campus Master Plan (CMP) includes policies that specify how OSU will address
existing and future parking demand. CMP Chapter 7 – Parking Plan requires the planning of new parking
facilities if the campus parking utilization rate reaches or exceeds eighty-five percent (85%). The intent
of this policy is to ensure that additional parking facilities would be ready for construction if parking
usage was to exceed ninety percent (90%) or at the time a new construction project is proposed (CMP
7.2.7). The Campus Master Plan further specifies that OSU will monitor parking usage rates at least once
per year and provide monitoring results to the city (CMP 7.2.10). The OSU Parking Utilization Study is an
analysis of the parking conditions for on-campus parking facilities during the 2012 -2013 academic year.

Methodology
Timeframe
The annual parking utilization study is traditionally conducted the fourth week of the fall academic term,
which is normally when a university is at its peak enrollment. The study takes place over a two-day
period, and each Active, OSU General Use parking lot is counted once between 10am and 2pm on both a
typical laboratory day (e.g., Tuesday) and a typical lecture day (e.g., Wednesday). The percent utilization
for each lot is the average of the two counts.
During the 2012 – 2013 academic year, the utilization count occurred on Tuesday, October 16th and
Wednesday, October 17th. All parking lots, regardless of type, were inventoried unless access to the lot
was restricted (e.g., EPA Complex South Lot (3104)) or temporarily closed. Four teams of two, each with
a representative from Transit and Parking Services and Campus Planning, completed the counts.
Parking Space and Lot Types
Oregon State University has sixteen types of parking spaces, as well as three different types of lots.
Parking spaces can be divided into two categories: General Purpose and University Support (refer to
Table 1: OSU Parking Categories). The General Purpose spaces typically require a permit or day fee, but
they offer short-term and all-day parking for people coming to campus. The ten types of General
Purpose spaces include: Faculty/Staff, Student/Visitor, ADA, ADA

Within OSU’s main campus, there are three types of parking lots: OSU General Use, Non-OSU, and NonPublic (refer to Attachment A – Survey Overview Map for locations). The OSU General Use Lots are
either permitted or free parking, and the permitted lots are either Faculty/Staff or Student/Visitor. The
Non-OSU lots are parking areas within the OSU Campus Boundary but are utilized by an entity other
than OSU such as the EPA, Hilton Garden Inn, and the OSU Foundation. The Non-Public lots are those
lots where, aside from visitor spaces, access is restricted and/or limited to a specific group; examples of
these lots are the Magruder Hall West Lot (3362), Housing and Dining Maintenance Center Lot (3351),
Motor Pool West Lot (3334), Orchard Court Lot (3322), and the Facilities Services Shops Lot (3208).
There are also three different lot statuses: Active, Temporary Closure, and Decommissioned.
Decommissioned parking lots have been permanently removed from the OSU parking inventory,
whereas lots which are closed for a short-period of time are classified as Temporary Closure. All other
lots, regardless of type, that have available General Use and University Support spaces are considered
Active.

Utilization Calculation and Space Types included in Annual Report
OSU collects data on all sixteen campus parking space types individually, but only the ten General
Purpose space types are included in the parking utilization study because these are the only spaces
available for use by students, staff, and visitors to campus. Furthermore, the Parking Utilization Study
only includes the General Purpose space types within the Active OSU General Use Lots (i.e., University
Support space types and all spaces within Non-OSU, Non-Public, and Temporary Closure lots are
excluded from the parking utilization report because they are not available for use by the general
public).
Parking Facilities
There are two primary types of parking facilities on campus: a multi-level parking structure and surface
parking lots. Campus parking facilities can include permitted, metered, and free parking spaces. While a
majority of lots on campus are permitted, there

Revisions to OSU Parking Facilities Inventory
Over the past year, OSU worked on clarifying discrepancies within the space data management and
coding structure. As part of these efforts, the unique identifier for the loading zones and floors of the

Student Enrollment
Since 2008, student enrollment on OSU’s main campus has increased annually between four and eight
percent (4% -8%) for the Fall Term, with a total increase of twenty-four percent (24%). Refer to Table 5:
Student Enrollment Trends for enrollment trends over the past five years.
In previous parking utilization studies, students enrolled in only E-campus-offered courses were included
in the total enrollment numbers. This inflated the total student enrollment reported in previous years.
Since these Extended Campus students are not taking courses on main campus, they are not included in
the adjusted Main Campus Enrollment for this academic year.

OSU Employment
Just as enrollment at Oregon State University has increased over the past five years, so too has the
number of employees. Table 6: Employment Trends includes faculty/unclassified, classified, and
temporary staff. Graduate assistants and student employees are not included as staff as they are
captured within the student enrollment data. Since 2008, the number of employees has increased by
twelve percent (12%). Faculty/unclassified staff comprise sixty-eight percent (68%) of the employees on
campus, while classified staff represent approximately twenty-five percent (25%) and temporary
employees seven percent (7%).

Overall Campus Population
Due to increased enrollment and employment over the past five years, the overall population on campus has risen by twenty-one percent (21%). As Table 7: Campus Population illustrates, the total population on OSU main campus has increased from nearly 24,000 in Fall Term 2008 to nearly 29,000 in Fall

Parking Permit System
Overview
OSU’s parking system and shuttle are funded through the sale of parking permits. While there are
several free parking areas on campus, most OSU General Use Lots are permitted for either Faculty/Staff
or Student/Visitor use. The type of permit is denoted at the entrance to the parking area; however,
Faculty/Staff permits also may be used in Student/Visitor areas. Transit and Parking Services (TAPS) sells
annual, term, and ten-day permits, as well as special permits for motorcycles, emeritus faculty, and
vendors. For short-term visits, there are metered spaces, or individuals can purchase daily passes at
TAPS or hourly passes from a Pay-and-Display machine.

Permit Sales
As shown in Table 8: Permit Sales – Fall Term and as illustrated by Figure 1: Parking Permits per OSU
Population – Fall 2008 to Fall 2012, the number of students with parking permits has increased from
3,036 to 3,631 between October 2011 and October 2012. This is twenty percent (20%) increase in
student permit sales. While student permit sales vary considerably from year to year, there has been a
steady increase in permit sales and the percentage of students with permits over the past five years.
The number of faculty and staff buying permits each fall has remained relatively constant during this
same time period, varying slightly from forty-eight to fifty-four percent (48% to 54%). Between October
2011 and October 2012, faculty and staff permit sales has increased slightly from 2,672 to 2,833, a six
percent (6%) increase in sales.

Parking Capacity
Methodology Refinement
Last year, Oregon State University refined the parking capacity and utilization data collection and
reporting methodology. The adjustment in methodology resulted in utilization studies that more closely
reflect student, staff, and visitors’ experience, and it established a basis for future analysis of individual
space types. The 2012-2013 study is the second report using the new methodology.
The shift to reporting only spaces in OSU General Use Lots, however, limits a direct comparison of the
total parking capacity over the past five years because the studies prior to academic year 2011 – 2012
included non-public lots and parking along city streets. Since the University’s utilization study pertains
to OSU-managed parking facilities for the general public, the Non-Public and free parking on city streets
were removed during the Parking Utilization Study: 2011-2012. This lowered the total capacity counted
in earlier studies by 454 spaces (refer to Table 9: Parking Lot Capacity for OSU General Use Lots for the
adjusted capacity counts). It is important to note that this adjustment is not a loss in capacity, as the
inclusion of these Non-Public lot spaces inflated the previous year’s total capacity.
Parking Capacity
In the past year, parking capacity on campus increased slightly because of the recent construction of the
Oldfield Animal Teaching Facility West Lot (3324) and the reopening of portions of parking lots which
had been temporarily closed for construction staging. Despite this slight increase, General Use parking
has decreased slightly over the past five years due to the construction of new buildings and upgrades to
ADA parking spaces. The conversion of regular parking spaces to ADA spaces typically results in a net
loss in total number of spaces within a lot due to the additional space required for the access aisle.
Table 9: Parking Lot Capacity for OSU General Use Lots provides the parking capacity per type by
academic year, including the adjusted capacity for the past four years (i.e., subtracting the capacity for
the non-public lots, parking along city streets, and service spaces from the total capacity for studies prior
to the 2011-2012 study). A comparison of the current parking capacity with that of the previous four
years when adjusted to accurately reflect the number of General Purpose spaces reveals a loss of sixtynine (69) parking spaces or a negative one percent (-1%) change in General Use parking spaces since
2008.

Prior to the 2011-2012 academic year, motorcycle areas were not included in parking utilization studies
because multiple bikes can park in one area or parking stall/space. OSU started tracking motorcycle
areas in the 2011-2012 academic year since these facilities

Campus Utilization
Parking utilization is calculated as the ratio of occupied spaces to the total number of General Use
spaces in Active parking facilities.iv OSU’s parking utilization rate for Fall Term 2012 is sixty-eight percent
(68%) during the peak hours between 10 am and 2 pm. This is consistent with the total campus

utilization for Spring Term 2012, though there are slight differences in sector utilization due in part to
changes in parking space types within lots.
As Table 11a and 11b: OSU Parking Utilization illustrates, the total campus parking utilization has
decreased slightly from seventy-two to sixty-eight percent (72% to 68%) over the past five years. This is
partially the result of the changes in data collection methodology in academic year 2011-2012, as well as
differences in the utilization of parking lots constructed to replace displaced parking due to their
location on campus.
Prior to the 2011-2012, the utilization study included residential non-public lots (e.g., Madison Ave Coop Lot (3213), N 16th St West Lot (3223), N 16th St East Lot (3224), and Orchard Court Lot (3322) and a
University Support space (e.g., Service). The change in methodology to only include General Purpose
spaces in Active, General Use lots limits a comparison of the total parking utilization for 2012-2013 with
the total parking utilization for years prior to the methodology change.

As Attachment B: Parking Lot Utilization Map illustrates, the utilization of OSU General Use parking
facilities varies from zero to 100 percent. Parking areas near the campus core typically were more highly
utilized, while parking lots in other sectors have lower utilization rates. Sector C had the highest
utilization with thirty (30) of the thirty-four (34) parking areas having a utilization over fifty percent
(50%) and eighteen (18) of those with a utilization over eighty-five percent (85%). Conversely, parking
areas on the campus periphery typically had the lowest utilization: Reser Stadium Lot (3281) – the
second largest lot on campus – had a utilization of seven percent (7%); Washington Ave Southeast Lot
(3209) had a utilization of eleven percent (11%); and LaSells Steward Center West Lot (3277) had a
utilization of twenty-two percent (22%).

Within Sector D, the Washington Ave Southeast Lot (3209) and Washington Ave and 11th Street
Southeast Lot (3227) are exceptions to the typical pattern of highly utilized lots being closer to the
campus core and lower utilized facilities on the periphery. The Washington Ave Southeast Lot (3209)
only had an eleven percent (11%) utilization; while one block to the east the Washington Ave and 11th
Street Southeast Lot (3227) was a hundred percent (100%) utilized. The variation in utilization of the
two adjacent parking facilities can be attributed to permitting: Washington Ave Southeast Lot (3209) is
a Student/Visitor lot and Washington Ave and 11th Street Southeast Lot (3227) is a free lot. The
difference in utilization between these lots is consistent with the results of the Spring 2012 utilization
count.
Parking Utilization by Type
The percent utilization of the different types of parking spaces has been fairly consistent over the past
five years, as illustrated in Figure 3: Percent Utilization of Parking Space Type – Fall 2008 to Fall 2012.
The change in the utilization of ADA spaces over the past two years can be partially attributed to
increases in capacity, as well as variation in the utilization. Changes in the percent utilization of ADA and
Other spaces are expected given the relatively small number of ADA and Other spaces as compared to
Student and Staff spaces.

In addition to the General Use vehicle parking spaces, OSU collected data on motorcycle area utilization
(refer to Table 12: Utilization of Motorcycle Areas). Motorcycle areas have been included in parking
utilization studies since academic year 2011-2012. Since more than one (1) motorcycle can park within a
single delineated area, these general use areas are assessed and reported on separately. Spaces with at
least one motorcycle were counted as utilized. Since motorcycle areas vary by size across campus, it is
difficult to draw a conclusion about the intensity of their use.

The OSU Campus Master Plan divides main campus into nine sectors, each with its own development
allocation and parking lots.viii Figure 4: Sector Parking Utilization – Fall 2008 to Fall 2012 reveals a fairly
consistent trend in parking utilization for Sectors B – G over the past five years.ix Parking Utilization in
Sectors A and H, however, has fluctuated. The variation in Sectors A and H can partially be attributed to
new lots being added in the spring 2012. Both of these sectors have relatively low parking capacity
when compared with the other sectors.

Parking Deck Utilization
Since spring 2012, OSU has collected parking utilization data for the Parking Structure by floor, with the
ramps between floors included with the lower floor’s counts (refer to Table 13: Parking Garage General
Use Spaces and Motorcycle Areas by Floor). The five-story structure is located in the northwest corner
of Sector G in close proximity to Reser Stadium, Gill Coliseum, CH2M Hill Alumni Center, and the LaSells
Stewart Center. It is a permitted Student / Visitor facility, and it provides daily parking for students,
overflow parking for faculty and staff, as well as event parking.
There are eleven (11) fewer General Use spaces in the parking garage than reported in the OSU Parking
Utilization Study: 2011-2012 due to changes in parking space types and on-going construction during the
utilization count. Over the past year, OSU installed six (6) electric charging stations on the first floor.
The conversion of student spaces to dedicated spaces resulted in total capacity reduction because
University Support spaces are not included in the utilization report. On the day of the utilization count,
five (5) spaces on the second floor were under construction.

A review of the utilization of General Use vehicle spaces (i.e., excluding Motorcycle Areas) of the parking
garage by floor reveals the highest utilization for the first three floors (refer to Table 14: Parking Garage
Utilization of General Use Vehicle Spaces by Floor and Figure 5: Utilization of Parking Garage by Floor –
Fall 2012). The difference in utilization between floors one and two is the result of twenty (20) of the
twenty-one (21) ADA and ADA Van spaces being vacant during the count. The utilization of upper floors
is typically lower than lower floors with the same distribution of General Use space types. This year,
however, only eight percent (8%) of the spaces on the fourth floor were utilized, compared with twentyseven percent (27%) of those on the fifth floor.

The overall percent utilization of the Parking Garage this year is consistent with the previous year,
despite noticeable differences in the utilization of the third, fourth, and fifth floors (refer to Table 15:
Parking Garage Utilization by Year). The differences may be due to variation between spring and fall
terms. They may also be due to the occurrence of an event on campus during the second day of the
Spring 2012 count, which resulted in a higher utilization of the third floor of the Parking Garage.

Future Parking Facilities
OSU is holistically reviewing the current parking system and shuttle service. The Reser Stadium Lot
(3281) continues to be underutilized except during game days. Adjusting shuttle service frequency
and/or routes could make this and other perimeter lots a more attractive option to students and staff
for daily parking. As part of this holistic approach, OSU has retained a parking consultant to review the
university’s current parking system and develop an alternative tiered parking system to encourage use
of the underutilized perimeter lots. OSU anticipates receiving recommendations from the consultant in
summer 2013; an implementation date for the new parking system has yet to be determined.
Transit and Parking Services and Campus Planning staff continue to work on developing a new parking
facility in Sector A, which currently has limited General Propose parking facilities. A parking facility in
this sector was designated in Figure 7.3: Future Parking Facilities of the Campus Master Plan, and it is
one of the closest locations to Sector C, which is not a future building site. The parking lot would be
served by an existing, as well as proposed, shuttle route, and it would help address demand for parking
facilities given the change in use of the Jefferson Street Building.
As OSU continues to develop, an additional parking garage will likely be needed. Given the cost of a
multi-level parking structure, staff anticipates this will be included in one of the next biennium requests.

In Table 13: OSU Motorcycle Areas of the OSU Parking Utilization Study: 2011-2012, OSU reported there were
forty-nine (49) motorcycle parking areas on campus. This number included motorcycle areas in parking lots
regardless of type (e.g., OSU General Use, Non-Public, Non-OSU). In order to be consistent with the established
methodology, OSU will only be reporting on motorcycle areas within Active, OSU General Use lots in this
utilization study. Consequently, the motorcycle areas capacity for the 2011-2012 academic year has been
corrected in this report to reflect the forty-seven (47) motorcycle areas in the OSU General Use lots.

On October 17, 2012, the motorcycle area in the Weniger Hall East Lot (3222) was closed for construction. Since
