Introduction of Members Brian Lofman Brian Lofman Brian Lofman welcomed everyone to the first meeting of the Institutional Planning Council for academic year 2015-16, followed by round-table introductions. HARTNELL COLLEGE VISION STATEMENT Hartnell College will be nationally recognized for the success of our students by developing leaders who will contribute to the social, cultural, and economic vitality of our region and the global community. 1 HARTNELL COLLEGE MISSION STATEMENT Focusing on the needs of the Salinas Valley, Hartnell College provides educational opportunities for students to reach academic goals in an environment committed to student learning, achievement and success. 2. Purpose of Governance Carol presented with a PowerPoint Presentation on the purpose of governance and the different councils in existence, in order to make appropriate decisions that will have a significant impact to students and staff. The councils consist of representation from all areas (i.e. administration, faculty, classified and students) in order to acquire a consensus and all constituent groups are able to give input. The College Planning Council is the highest council which receives recommendations from all other councils and then ultimately makes its recommendation to the Superintendent/President and/or the Board of Trustees. The priorities for decision making will always support the college’s Mission, Vision statements and values. Carol Kimbrough 3. Overview of Governance at the College Carol referenced the Governance Planning Model and explained how all Councils and Planning Groups tie in and flow through the groups for communication and implementation of plans, actions, resource allocations, policies and procedures to appropriate councils and/or groups. Institutional Effectiveness Council Handbook Dr. Lofman mentioned that the plan for the institution is to move toward becoming more data informed, build up and cultivate data; as well as, rebuild our current data infrastructure. Brian Lofman Dr. Lofman went on to review the Institutional Effectiveness Council Handbook (i.e. mission, vision, membership, purpose, and responsibilities). 5. History of/Plan for Institutional Effectiveness Office It has been only recently that the Office of Institutional Planning and Effectiveness has been established. Prior to its establishment, there was only one staff member who served the entire institutions research needs. After its establishment, the Office of Institutional Planning and Effectiveness’ main focus was Integrated Planning, Assessment Processes and Program Review and Planning which left little room for research. However, as the department is growing not only to oversee the above mentioned but to also include a research office, new positions have been created in order to accommodate and be able to provide with projects focused on research. Brian Lofman 6. Institutional Planning and Effectiveness Website/Key Projects a. Goals for IPE Office 2013-2018 Dr. Lofman reviewed the goals for the IPE Office which are: 1. To steward effective institutional planning toward fulfilling the college mission and meeting strategic priorities and goals. 2. To strengthen institutional effectiveness toward ongoing documented performance measurement against the college mission and strategic priorities and goals. To encourage and support data driven decisions across the college. A survey was sent out to different divisions on what their needs for data are and determinations are being made on what the priorities are as well as the different time periods in which the data will be needed. b. Continuous Improvement Dr. Lofman reviewed the purpose for the Continuous Improvement Plan which was developed for the overall purpose of cultivating institutional effectiveness through the development, implementation, and assessment of purposefully designed processes of continuous improvement. c. Institutional Effectiveness Measures This is a relatively new initiative for the college; its purpose is to develop acceptable standards for student achievement and goals for institutional effectiveness at the college level. The standards are developed and established annually through the participatory governance process and with final approval by the Board of Trustees. d. Integrated Planning Integrated Planning Model is designed for the purpose of informing and impacting all key institutional processes and decisions. It begins with the recognition that organizational values and community needs form the context for long term planning. e. Long Term Planning Long Term Plans are developed; approved, evaluated and revised as an ongoing process; the plans are also linked and aligned with the college’s umbrella Strategic Plan. Assessment of plans is done each year and posted on the page with the results. f. Program Review & Annual Planning The program planning and assessment cycle is implemented each year to include every program, service and office here at Hartnell College. All PPA reports are online and easy to find. g. Strategic Planning The Strategic Plan is driven by the Institutional Priorities set for the college’s governing board including, Student Success, Student Access, Employee Diversity and Development, Effective Utilization of Resources, Innovation and Relevance for Educational Programs and Services, and Partnerships with Industry, Business, Agencies, and Education. The website is currently undergoing additions. Goal progress report and scorecard will be uploaded in the next few weeks. All 11 goals will be reported on at the Board Meeting in November 2015. Data, Analytics & Reporting Team (DART) Operational Team that started several months ago to validate and transform data to the Educational Data Warehouse toward the aim of optimally serving users relative to their data analytic, reporting, and visualization needs. Institutional Effectiveness Partnership Initiative (IEPI)/ Partnership Resource Team (PRT) Dr. Lofman explained the goal of the IEPI is to help advance Community Colleges’ institutional effectiveness and in the process significantly reduce the number of accreditation sanctions and audit issues, and most importantly, enhance the system’s ability to serve students effectively. An important focus of the grant is to draw on the exceptional expertise and innovation from within the system in advancing best practices and avoiding potential pitfalls. Three major components of the initiative are: 1. Develop a framework of indicators and college/district goals 2. Make Technical Assistance Teams 3. Enhance professional development opportunities A letter of interest was submitted last spring and we have PRT visit scheduled for November 9th. Grants up to $150,000 in seed money are available to institutions that receive team visits, to accelerate implementation of improvement plans, called Innovation and Effectiveness Plans.
