The Federalist Era
2
Which of Washington’s strategies (below) do you
think is most important for success? Is there another
strategy you would add to the list below? What/Why?
Washington’s Home ~ Mt. Vernon, VA
"gives a false impression of the reality of
the lives of slaves".
1789 ~ George Washington
inaugurated in New York City
(sworn into office as President)

Today inaugurations are held at the Capitol
building
The President promises to “faithfully execute the
office of the President of the United States”
And to “preserve, protect and defend
the Constitution of the United States”
~ Washington understood
he would establish
precedents (examples
that will be followed in the
future)
1. the title “Mr. President”
2. he selected well-qualified
people for his Cabinet
3.
he did not run for a
third term
Washington formed a
Cabinet
(group of advisors)
Secretary of State
~ Thomas
Jefferson
Secretary of the
Treasury ~ Alexander
Hamilton

• What do you think will happen to the size
and power of the federal government
under the “Federalist Era”?
• What is the Presidential Cabinet?
• What role does the Cabinet play in the
actions of the President?
Alexander
Hamilton
Wanted a powerful federal government
Wanted a less powerful federal government
I dream about
government power.
That’s my worst
nightmare.

Jefferson v. Hamilton

Who said it….?
(Hamilton or Jefferson)
1. “All communities divide themselves into the few and
the many. The first are the rich and well born; the other,
the mass of people…the people are turbulent and
changing…give therefore to the first class a
…permanent share in the government”
HAMILTON
JEFFERSON
JEFFERSON
2. “The small landowners are the most
precious part of the state”
3. “I am not among those who fear the people. They,
not the rich, are our dependence for continued
freedom”
4. “Industry is increased, commodities are multiplied,
agriculture and manufacturers flourish: and herein
consists the true wealth and prosperity of the state”
HAMILTON
How do you deal with hard
times?

• What compromise was made over the
national debt and the location of the
nation’s capital?
• Page 280-281
~ Hamilton’s Economic Plan
Combine and pay off the
national debt (money owed
to other countries)
I didn’t want the
government to
issue bonds.
Ironic isn’t it?
Not everyone agreed!
Why might some oppose Hamilton’s plan?
COMPROMISE!
• Both federal and state debts will be paid
• New capital would be built in the South
(along Potomac river, between Maryland
and Virginia)
US Capitol
Executive Mansion
(White House)
Washington Monument
Lincoln Memorial
Jefferson Memorial
Supreme
Court
Congress
Hall
New Republic
- Washington takes the first steps and sets many
precedents… such as? (p278)
- National Debt – how did Hamilton propose to
solve debt issue? (p280)
- Location of the new capital – where, why?
(p281)
- Building the Economy – what will Hamilton
propose? (p281)
- Rebellion … oh no! Not again!! What does the
Constitution say about what can be done?
(p235)
1789 – Congress passes
Judiciary Act which
creates the Supreme Court
and a system of district and
circuit courts
Congress creates the
Bank of the United States
• Deposited tax money in the Bank
• Bank issued $ to pay bills and to make
loans to farmers and businesses
• Issued bonds (certificate that promises to
repay money loaned PLUS interest)
To help manufacturers the government passes a
TARIFF = TAX on IMPORTED goods
Who will benefit the most from this?
New taxes cause trouble
• The government passes new taxes to
raise money
• One of the taxes was on alcohol – we still
heavily tax “vices” today
(cigarettes & alcohol)
Farmers in Western
PA grew corn and
converted into
Whiskey which was
very profitable
Many farmers hated
the new tax and
refused to pay it
Thousands
marched in protest
and tarred and
feathered tax
collectors…..
sound familiar?
Washington calls up troops to put
down the rebellion
13,000 militia men from 5 states
Washington’s action demonstrates the
power of the new government
The rebels
disperse before
the army arrived
Hamilton
wanted leaders
of rebellion
executed
Two were tried
and convicted,
but Washington
pardons them,
Why?
