Policy Statement
The principal will prepare a proposed budget and consult with the school budget committee
and then submit it to the SBDM committee for approval. The school council should focus all
budget decisions on what is best for student learning. To achieve these goals, the budget
process must be integrated with the CSIP planning process. The schools spending process
must empower teachers, create clear records, be open to all stakeholders for review and
comment, and allow for flexibility when needed if actual spending differs from projections.
The principal shall estimate expenses needed to implement our CSIP Plan fully, and
maintain other programs at the current level of quality, and keep our library/media center
current. The principal/budget committee/school efficiency committee shall submit their
estimated budget to the school council each year for review, discussion, and possible
changes. All board instructional money and student fee money shall be spent by December
1st.
The principal shall ensure that all spending records required by the state and district are
maintained and shall keep copies of all records. The principal shall present a report to the
SBDM Council comparing planned spending, money spent thus far, outstanding purchase
orders, and amount remaining available in each category. The school council and budget
committee should also be informed of any changes.

The principal shall ensure that all students are assigned to classes and programs that best meet their
individual needs for student achievement. The principal shall also be responsible for assigning any
new students or start-up programs at the school level.
The principal will determine classroom assignments. Parents may submit a written request for
classroom assignments but this does not guarantee that the request will be honored. The principal
will look at all factors for student placement in making a final decision.
Student placement will be based on heterogeneous groups, with balanced numbers of male and
female students, minority students, at-risk students, and special needs students. Other pertinent
factors will also be considered on a student-by-student basis for placement options if necessary. The
principal will make the final decision and share with the SBDM Council.

The council shall review and approve the planning for and the implementation of instructional
practices, methods and techniques used in delivering classroom curriculum and instruction. The
principal will work with the district to align curriculum and instruction and present best practice
models to the leadership team and committees that will be reviewed and sent to the SBDM Council
for approval for use in our school. These areas will be closely monitored and revised as needed to
best meet the needs of our students.
Teachers shall emphasize the following research-based instructional strategies:
1. Identifying similarities and differences
2. Summarizing and note-taking
3. Pre-assessments, formative, and summative assessments
4. Utilize individual and common planning to align instruction with standards

Instructional Strategies/Assessment
Policy Statement
Instruction
The council shall review the following instructional strategies that have been implemented in grades
K-6. These strategies will be utilized across all content areas. There will be evidence of the
following:
1. District curriculum maps will be followed in all content areas.
2. Evidence of standards, instructional resources and practices will be shown in lesson plans,
unit plans, thematic units, instructional field trips and additional/homework assignments.
3. Teachers shall emphasize research-based instructional strategies while delivering
classroom instruction.
4. Teachers will use flexible grouping in order to meet the instructional needs of ALL
students.
5. Each classroom teacher shall utilize ALL available resources (V-Team, CRT’s, etc.),
frequently during the school year to help incorporate technology and other innovative
practices into classroom instruction. The use of teacher/student technology should be
evident in the lesson plans.
ASSESSMENT
The council shall review the following procedures used by classroom teachers in reference to
the assessment of students.
1. Student products shall be aligned with the grade level curriculum maps, Ky Common
Core Standards.
2. Pre-assessments, formative and summative assessments will be utilized by all teachers on
a frequent basis. Teachers will meet to look at student work with the principal, CRT and
other staff on Wednesday’s at 2:35 as needed. This on-going requirement will help us to
make mid-course corrections as needed to better serve our learners.
3. Each teacher shall give the students the opportunity for the following types of
assessments: Multiple Choice, Short Answer, Extended Response, On-Demand prompts,
and Performance-Based Assessments. Organizers and timed assessments should also be
used throughout the school year.
4. The CRT, principal and leadership team will work together to discuss assessment
procedures and will report to the council at the end of the 1 st and 3rd nine weeks grading
periods.
5. All teachers will follow the school writing plan and work to ensure success for each
individual student on the mechanical nature of writing along with the various genres’ of
writing. This seamless alignment will allow us to produce students that can control the
written language and allow them to be successful life-long learners.
6. Teachers will assist each child with a study buddy guide that is appropriate for each
grade level. These guides will allow each child to know what is expected of them in each
classroom and what they will be accountable for on assessments. These guides must be
subject appropriate and given to students at least 3 days prior to the assessment.
7. Student and Teacher designed rubrics will be developed for major assessments in all
content areas. Students shall be given the opportunity to assist in developing these scoring
guides and rubrics.
8. Teacher and student made examples shall be available for students to see what proficient
and distinguished work looks like and to give them something to strive to go above and
beyond.

Student Discipline Program

Policy Statement
The Council will approve the discipline and classroom management techniques to be
implemented at our school.
1. We will use a proactive system such as CHAMP’s, PBIS as a model for our
classroom management systems.
2. In order to maintain a positive, orderly and effective learning environment we
will all follow our school wide procedures and expectations in all areas of the
building. Voice level signs will be posted and procedures will be practiced and
reinforced often. Consequences for failure to follow rules will be fair and consistent.
Top Cards rewards will be given for those going above and beyond the call of duty.
3. School self-esteem pledge: “Yesterday is in the past and today is new. I will
show pride in myself and Hiseville School. Where Only the BEST is Good Enough!”
4. The student discipline code will be published annually in the Hiseville Student
Handbook. The Barren County B.O.E. will provide a district code of conduct
handbook for the district that we will follow.

Policy Statement
The Council will select extra-curricular programs based upon the following criteria:
1. Programs will compliment the achievement of academic expectations.
2. Encourage students to develop leadership skills, self-confidence, and build self-esteem.
3. Provide opportunities for students to interact and participate in activities that encourage
cooperation and a sense of team building.
4. Provide opportunities for students within the school and other districts.
5. Extra-curricular offerings are a vital part of the elementary school experience. At no
time should these offerings interfere or impede learning during the normal instructional day
at Hiseville Elementary. All attempts will be made to keep extra-curricular as extracurricular. All extra-curricular offerings should be valued as enhancement opportunities.
All sponsors and coaches should work in concert with teachers and administrators to help
follow these guidelines.
Each program supervisor shall present to the council for adoption specific criteria for
student admission to the extra-curricular program. Criteria must be presented to the
Council at the beginning of each school year.
The principal and instructional staff shall be responsible for the selection of the extracurricular programs and the determination of policies related to those programs.
The following will be applied to all extra-curricular programs.
1. KHSAA rules on age will be applied when appropriate.
2. Students must be in attendance on the day of the game to be eligible to play unless there is
an excused absence.
3. Students must be passing all subjects each school week to participate.
4. Students will not be allowed to participate for one week if they receive a serious office
referral and are found guilty of a major offense as defined in the Barren County Schools
Discipline Handbook.

well as Club Activities.

Policy Statement
Professional development will be used to increase student achievement. P.D. will correlate

Policy Statement
1. We will follow the Barren County Board of Education’s policy on dispensing medicine,
immunizations, and blood-borne pathogens procedures.
2. The principal’s designee will log the dispensing of medicine on the appropriate district
forms. Prescription medicine shall be dispensed through the school’s front office.
3. First aid kits will be stored in each classroom. The classroom teacher is responsible for
treating minor student issues. All major issues will be addressed by the school nurse or
principal/designee.
4. Students will utilize our school nurse for any school day medical needs.
Communicable Disease
1. If evidence is noted of a communicable disease the parents/guardian of the
affected student(s) will be notified immediately by telephone.
2. An information letter notifying parents/guardians of evidence of a communicable
disease will be sent home at the discretion of the principal.
3. Students shall not be allowed to return to school during the treatment phase or
until they are deemed no longer contagious.
4. When the student returns to school the principal or designee shall meet with the
student to assure that the treatment phase has been completed and is no longer
contagious.
5. Periodic examinations will be made by the principal or the principal’s designee to
help prevent future occurrences.

Hiseville Elementary is committed to providing an environment that enhances learning and
the development of life-long wellness practices. To accomplish these goals:







All school-based activities are consistent with the goals of the Board of Education
Wellness Policy 09.2
Food and beverages sold or served at school will meet the nutrition recommendations of
the U.S. Dietary Guidelines for Americans and Board of Education food policy 7.111.
Child Nutrition Programs shall comply with the federal, state and local requirements
and shall be accessible for all children.
Students will engage in a moderate to vigorous physical activity for a minimum of
seventy-five minutes per week.
Physical activity should be a positive and rewarding experience.
In keeping with the Board of Education policies 05.3 and 05.31, Hiseville Elementary
facilities will be offered for use by our community for wellness activities. Ex. Walking.

Hiseville Elementary will provide our students the opportunity to develop complex oral and written communication
skills for a variety of purposes including real-world authenticity and creative samples to meet our content. Our
school level writing plan will address:
1. Multiple opportunities for students to develop complex communication skills for a variety of purposes.
2. Access to and use of technology resources, tools, and applications.
3. Access to a use of a variety of language resources.
4. Procedures for working writing folder development and monitoring.
5. Descriptive feedback to students regarding writing and communication skills based on feedback from
