Synopsis
A fraud referral was received from Allstate Insurance indicating that Camilo
Escobar commited insurance fraud. Video surveillance showed that Escobar did not
attend or receive treatment as HHR Clinic billed. Escobar was interviewed and
confessed that the crash was staged and he was paid $1,500.00 for his
participation. Escobar described his LMT as a young male approximately 20 years of
age. Thirty five of Escobar's therapy notes were in fact signed and submitted by
Roberto Abreu whom Escobar claims he did not see more than three times. Abreu had
been previously arrested on another HHR Clinic staged crash case. The occupants of
the second vehicle went to Florida Mango Massage Therapy. An interview of the
"straw" clinic owner and LMT (Yida Bello) confirmed that the occupants of the
second vehicle, Eduart Gonzalez and Yoana Paneca, did not attend therapy sessions
at Florida Mango Massage. In an interview, Paneca also confesssed that the crash
was in fact staged and that she was paid $2,000.00 for her participation. Paneca
further admitted that the occupant of her car, Eduart Gonzalez, was the organizer
and the person who paid her.
Florida Mango Massage Therapy submitted for billing for therapy for both Paneca and
Gonzalez. The LMT who signed the therapy notes for Paneca and Gonzalez was Jorge
Acosta. An interview of Acosta resulted in a confession that he in fact did not
treat the patients in question and most of the therapy forms were pre-signed and
fraud was being committed at the clinic.
During the early morning hours of 0005 and 0715 hrs, four arrests were made in this
case.

After the early morning hunt for the Organizer/Participant, Eduart Gonzalez, it was
confirmed through flight manifest records that he fled to Cuba to avoid arrest. An
arrest warrant is pending for this subject out of Palm Beach County.
