BYLAWS of the CARLISLE COUNTY
ATHLETIC BOOSTER CLUB

ARTICLE I-NAME
The name of this organization shall be the Carlisle County Athletic Booster Club.
ARTICLE II-PURPOSE
To support and enhance the athletic programs experiences, opportunities and performance
levels.
ARTICLE III-MEMBERS
Section 1-Membership
Membership of the Carlisle County Athletic Booster Club shall consist of the following:
A. The Governing Board. (President, Vice president, Treasurer, Secretary, Athletic
Director, and 13 representatives, one for every sport.)
B. Any person or family that has paid the yearly dues of the Carlisle County Athletic
Booster Club.
Section 2-Membership Dues
A. Memberships will be available each year from September 1 to December 31 for a fee
of $25.00.
B. Any individual/family/business that has purchase an advertisement on the Booster
Board for the current year will receive a membership with that purchase.
Section3-Voting Privileges
A. All members present will receive one vote on any issue that must be voted on at
regularly scheduled board meeting.
B. On at large item issues, $5000 and above, votes will be made by board members for
the current year with approval of the Superintendent, and must be voted on at the
annual or special meeting.
C. If a family joins the Club by paying a membership, that family will receive one vote
on any issue that must be voted on. You must be eighteen years of age to vote. In
the event of a family membership being purchased by someone serving on the
Governing Board, both the board member and one other member of the immediate
family (age 18 or above) shall each have one vote on any issue that must be voted
on at the annual meeting or special meeting.
ARTICLE IV-GOVERNING BOARD
Section 1-Members
A. The Governing Board will consist of eighteen members.

Section 2-Election of Governing Board
A. Nominations and election of the Governing Board will be held once a year at the
Annual meeting.
B. A majority vote by the members present at the Annual Meeting will be required for
election.
Section 3-Method of Election
A. Nominations will be accepted verbally.
B. The election will be verbally and/or by show of hands.
Section 4-Term of Office
A. Each Board member elected shall serve one year in that office.
B. Exceptions will be made for the Athletic Director since this position is filled by the
School System.
Section 5-Responsibilities of the Governing Board

Shall preside at all regular and special meetings.
Shall be responsible for establishing the agenda for all meetings.
May cast the deciding vote to make or break a tie.
Shall ensure that the general account of the club be audited by a third
party annually.
5. Can call a special Club wide meeting or board meeting at any time.
B. Vice President:
1. Shall serve in the absence of the President.
2. Shall perform all other duties of the president in his absence.
C. Treasurer:
1. Shall maintain a checking and savings account for the Club’s dispersal.
2. Shall provide financial reports at each regular meeting and shall provide
reports to the President upon request.
3. Shall provide any reports deemed necessary by the Board or School
System.
D. Secretary:
1. Shall see that minutes are kept accurately at all meetings.
2. Shall maintain a file of all minutes or past meetings.
3. Shall present a copy of the previous minutes at each meeting.
E. Athletic Director:
1. Shall ensure that the club follows any and all rules set forth by the School
System and/or State of Kentucky in/or the Red Book.
2. Shall take care of any Title IX issues.
3. Shall work with the Board when the disbursement of funds takes place.
The Director shall inform the Board on how many athletes have
participated in the sports programs in the current year.
F. Representatives:
1. Shall be present at any meetings to cast votes or to join in on any
discussions that may arise.
2. Shall be present to represent their sport for any fundraising ideas they
want to participate in.
G. Governing Board:
1. Shall take action on any item of business brought before them.
2. The Governing Board has the authority to make any purchase on any
item(s) that has a value of less than $5000.00 and anything over
$5000.00 must have the Superintendent’s approval.
3. Shall establish committees as needed.
Section 6-Committees
A. The Governing Board shall form committees to assist in any way needed for
fundraisers and special projects.
Section 7-Resignations
A. Any Board member may resign at any time by giving the President a written notice.
B. Any vacancies that may arise during the year before the next annual meeting will be
filled by the President.
ARTICLE V-MEETINGS
Section 1-Regular Meetings
A. The Governing Board shall meet a t least two (2) times per year.
B. The regular meeting will be utilized to discuss any new topics that may arise
throughout the year.
C. Regular meetings will be used to work on any fundraising projects or ideas.
D. Any topic deemed necessary for the whole membership to discuss and vote on will
be tabled until the next Annual Meeting or special called meeting.
Section 2-Annual Meetings
A. The Carlisle County Athletic Booster Club will hold an Annual Meeting each calendar
year in August.
B. The annual meeting will be utilized as a time for the Governing Board elections.
C. Any changes to the Bylaws will take place at the Annual Meeting and will require
two (2) readings to adopt.
D. Any topic that the board has deemed necessary for the Annual Meeting will be
brought forth.
E. Members must be present at the annual meeting to place a vote on any item of
business.
Section 3-Special Meetings
A. A special meeting of the Booster Club may be called by the Club President.
Section 4-Quorum
A. At least 50% of the Governing Board shall be present at any Regular Meeting in
order to vote on any topic that may arise.
Section 5-Voting
A. Passage of any agenda item deemed of importance by the Governing Board will
require two (2) readings.
B. After the first reading, the Superintendent will be given the information on the
proposal.
C. The Superintendent will endorse the proposal, present an amendment to the
proposal, or recommend rejection of the proposal.
ARTICLE VI-SOURCE OF FUNDS AND DISBURSEMENTS OF FUNDS
Section 1-Fundraising
A. Any means of fundraising may be used by the Carlisle County Athletic Booster Club
that is deemed satisfactory by the Governing Board.
B. All fundraising monies shall be accounted for by the Treasurer of the Governing
Board.
C. Any sport wanting to do a fundraiser must obtain permission from their school
principal before presenting the fundraiser to the Carlisle County Athletic Booster
Club approval.
D. A representative from a sport seeking fundraiser consideration must be present at
the next open meeting to present their idea in order for it to be approved.
Section 2-Disbursement of Funds
A. The Carlisle County Athletic Booster Club shall disburse their funds to the athletic
program before the 1st day of June.
B. The Carlisle County Athletic Booster Club shall maintain a balance of $5000.00 after
the disbursement of funds.
C. The funds shall be disbursed in accordance to the disbursement formula that has
been adopted by the club.
D. Any disbursements other than by the formula will be for operating expenses only.
E. A dedicated amount of $1000 will be set aside for the annual presentation of the
Stephen (Moose) Cranor Scholarship.
Section 3-Formula
A. Funds will be disbursed with 75% going to the High School Athletic programs and
25% going to the Middle School Programs.
B. The funds will be divided by the total number of athletes in each school.
Example: $10,000.00 divided by 100 athletes equals $100.00
C. Each program will receive a certain dollar amount for each athlete in their program.
That dollar amount is the total funds divided by the total number of athletes.
D. In a case where an athlete participates in more than one sport, they will be counted
in each sport that he/she participates in.
E. The Governing Board shall count an athlete in a sports program that he/she
participated for only part of the year if the program spent money on that athlete.
F. Any disbursement not used by the sport by July 1st must be returned to the Booster
Club for redistribution per the formula.
Section 4-Money Transactions
A. The Governing Board shall have the authority to make any transaction of money that
is deemed necessary by a majority vote of the Board.
B. Any transaction of monies shall be for the benefit of the Club and/or to benefit the
Athletic Programs of the Carlisle County School System.
Article VII-Coaches Involvement
SECTION 1-MEETINGS
A. The Carlisle County Athletic Booster Club encourages each coach to attend the
meetings of the Club.
