PURCHASING CARD FINANCIAL DISCLOSURE REQUIREMENTS
Section 112.3145, Florida Statutes, requires all purchasing agents “having the power to make any
purchase exceeding the threshold amount provided in s. 287.017 for Category One” to file a
financial disclosure form with the Department of State. During the 2010 legislative session,
Category One was amended to $20,000. Therefore, any Purchasing Card (PCard) cardholder
with a single transaction limit of $20,000 or more must file.
A Purchasing Card cardholder whose single transaction limit is increased temporarily to $20,000
or more because of an emergency situation should contact appropriate personnel in his/her
agency to determine if this requirement applies.
