Institutional Effectiveness & Strategic Planning Revisions
Debbie Smarr reported on work that has occurred related to planning (SPOL), updating
institutional mission and goals, revising the planning cycle, changes to the College
Effectiveness Council (CEC), and the expansion of Estudias.
SPOL changes:
• Requested funding to upgrade to 200 site licenses to allow departmental faculty
more access to input assessment data from individual courses and integrate
assessment into each department/program. Also extends planning deeper into the
organization.
• Updated planning modules to better fit the departmental reporting hierarchy to
simplify the approval process, and tie planning directly to institutional goals.
• Updated the Institutional Learning Outcomes (ILO) and Core Objectives
• Updated the wording of the Institutional Goals
• Expanded the options under Planning Priorities
• Cleaned up the options under Objective Type and Objective Purpose
Debbie plans to offer SPOL training sessions in April to review users with these changes.
The one-time cost to increase the number of SPOL site licenses is $9,999.99. Carl Perkins
grant can assist with the expense, and non-renewing Compliance Assist software will
provide $4000.
Mission and Goals changes:
• Debbie shared that Goal Teams have each been assigned an appropriate part of the
college’s Mission Statement and Goals. Each team will be responsible for
initiating, assessing and reporting progress for their sections.
• Debbie recommends that a fifth goal be added to the Institutional Goals: GC will
increase and improve its utilization of technology in the delivery of instruction
and all support areas.

Updated the wording for Objectives related to Strategic Goal 1: Student Success,
to include references to Success By The Numbers (Front Door Experience),
student persistence (in place of success), and the use of data.
• Updated the wording for Objectives related to Strategic Goal 2: Student Learning,
to include references to Success By The Numbers.
• Moved Objectives from Strategic Goal 4: Accountability to Strategic Goal 2:
Student Learning.
• Revised the name of Strategic Goal 3 to “Enrollment and Community Outreach”
• Added Objectives to Strategic Goal 3: Enrollment and Community Outreach to
include a comprehensive enrollment and recruitment plan, recruiting and retaining
underrepresented students, and seeking innovative and collaborative programs.
• Updated Strategic Goal 4: Accountability to include an emphasis on
improvements based on data.
• Added Strategic Goal 5: Technology – GC will increase and improve its
utilization of technology in the delivery of instruction and all support areas. With
Objectives: 5.1 GC will identify best practices for the use of technology in the
classroom (to include online)
5.2 GC will implement and use technology to improve services to students
5.3 GC will provide technology training for its faculty, staff, and students
5.4 GC will facilitate the use of technology for access to institutional data.
Planning Cycle changes:
• Debbie proposed that the Institutional Planning Calendar/Cycle be adjusted to fit
the college’s academic calendar. The new cycle will begin in June and end in
May.
CEC (College Effectiveness Council) changes:
• Debbie proposed revising the role and responsibilities of the CEC to emphasize
data collection and communicate progress made toward Institutional Goals.
Membership on the CEC was adjusted to include Goal Team representation. The
membership list was discussed at length, with a few adjustments made.
Increased Estudias Site License:
• Debbie proposed increasing the Estudias site license from the current 50 users to
an unlimited site license. The one-time cost of $14,950 will allow all full-time and
part-time faculty to access student records to record contacts with students as an
academic intervention resource. Carl Perkins funds can pay for $7500 and Gary
Paikowski agreed to find the remaining $7500 from the Technology budget.
Discussion focused on the benefits and differences between Estudias and a
discipline and behavior-tracking software that Student Services is exploring.
Action/Motion: Council members agreed to fund the increase in SPOL site licenses. Dr.
Scheibmeir asked Giles Brown and Debbie Smarr to work together to identify budget(s)
to cover the difference.
Council members voted unanimously to support the motion by Giles Brown, second by
Marc Payne, to adopt Strategic Goal 5: Technology and its objectives as presented. The
revised Strategic Goals will be presented to the Board of Trustees for consideration.

NOTE: Future revisions of Goals and Objectives will be recommended by Goal Teams to
the CEC and Executive Council as necessary.
Gary Paikowski made the motion, second by Jeanie Hardin, to adjust the Planning Cycle
Calendar to begin in June as presented. Motion passed unanimously.
The Council voted unanimously to adopt the revised College Effectiveness Council
functions as presented and the CEC Membership list as amended. Jeanie Hardin made the
motion, second by Gary Paikowski.
The Council voted unanimously to support the motion by Gary Paikowski, second by
Jeanie Hardin, to upgrade the Estudias site license as presented. Additionally, Marc Payne
will schedule an information meeting so Debbie Smarr and other campus leaders may
preview the behavior and discipline software he would like to purchase.
Tuition Increase for Fall
Giles Brown shared tuition poll data from several community colleges that indicates the
median proposed tuition increase for Fall is $2 per credit hour. Several schools weren’t
anticipating a tuition increase and others were considering increases between $2 and $8
per credit hour. He also shared a preliminary forecast of the 2012-2013 budget to help
members understand the budget gap. A tuition revenue increase is part of the solution. He
also provided scenarios with various tuition increase amounts. Each $1 per credit hour indistrict yields approximately $47,000. Each $1 per credit hour out-of-district and nonresident yields approximately $25,000. Rick Lynn urged that the tuition be set for the
whole year so that students would not have to experience increases each semester.
Action/Motion: The Council unanimously approved the motion by Marc Payne, second
by Rick Lynn, to increase in-district tuition by $4 per credit hour ($45) and $7 per credit
hour for out-of-district ($80) and non-resident ($129). The recommendation will be
presented to the Board of Trustees at the April meeting.
EPA Visit
Giles Brown invited members to attend the opening session with the EPA Peer Audit
Team on Tuesday, April 10. The team will be conducting a campus-wide review of the
college’s handling of environmental materials. He also alerted members of the pressing
need to address the environmental concerns related to the deteriorating buildings on the
West Extension. If cited in the Peer Audit, we will have six months to respond and take
action. Janis Thompson expects to learn in March if the college will receive a large grant
written to demolish identified West Extension facilities.

Curriculum Changes
Jeanie Hardin, on behalf of the Curriculum Committee, presented several curriculum
changes for adoption effective Fall 2012. The following is a summary of revisions:
• Nursing – Delete HPRS 1201 (Introduction to Health Professions); add HPRS
1304 (Basic Health Profession Skills, 2-2-3)
• Computer Maintenance and Networking (AAS) – Add five courses to list of
acceptable electives and changing SPCH 1311 to “Oral Communications” core.
New courses are: CPMT 1391 (Supporting and Maintaining Mobile Devices, 3-13); EECT 1407 (Convergence Technologies, 3-2-4); COSC 1337 (Programming
Fundamentals II, 3-1-3); COSC 2330 (Advanced Structured Languages, 3-1-3);
and COSC 2336 (Programming Fundamentals III, 3-1-3)
• Associate Degree Nursing – Transitional Entry – changed lab hours for two
courses as a result of a change in skill check-off requirements: change RNSG
1227 (Transition from Vocational to Professional Nursing) from 1-3-2 to 1-2-2;
RNSG 2404 (Care of Clients) from 4-0-4 to 4-1-4
• Office & Computer Technology – Medical Admin Certificate – based on advisory
committee requests: Delete MRMT 1307 (Medical Transcription); Replace with
HITT 2346 (Advanced Coding, 3-1-3)
• Accounting (AAS) – based on advisory committee requests: Add ACNT 1329
(Payroll and Business Tax Accounting, 3-1-3); Delete ECON 2302 (Principles of
Economics, 3-0-3)
• Accounting (Certificate) – based on advisory committee requests: Add ACNT
1329 (Payroll and Business Tax Accounting, 3-1-3); Delete ECON 2302
(Principles of Economics, 3-0-3); Replace MRKG 1311 (Principles of Marketing,
3-0-3) with ACNT 1331 (Federal Income Tax: Individual, 3-0-3)
• Welding (AAS) – Delete WLDG 2439 (Advanced Oxy-fuel Welding, 2-6-4)
because high cost of teaching outweighs value to the student and local industry,
and it is an obsolete process. (This would decrease number of credit hours in the
AAS from 68 to 64.) Change MATH 1314 (College Algebra, 3-1-3) to MATH
core; change SPCH requirement to Oral Communications Core; Add Blueprint
Reading, pending approval of Debra Boren to offer the course, to the AAS and
Combination Certificate to maintain the program hours.
• Welding (Structural Certificate) – Delete WLDG 2439 (Advanced Oxy-fuel
Welding, 2-6-4) because high cost of teaching outweighs value to the student and
local industry and it is an obsolete process. Replace with WLDG 1430 (Intro to
GMAW, 2-6-4).
• Welding (Combination Certificate) - Delete WLDG 2439 (Advanced Oxy-fuel
Welding, 2-6-4) and add WLDG 1435 (Intro to Pipe Welding, 2-6-4).
• HART (AAS) – Advisory committee recommends deleting HART 2449 (Heat
Pumps, 3-2-4) and adding HART 2436 (Air Conditioning Troubleshooting, 3-24); Change SPCH 1311 to Oral Communications Core.
• HART (Installer Certificate) – change name to Technician Apprentice, based on
Advisory Committee input. Delete HART 2449 (Heat Pumps, 3-2-4) and add
HART 2436 (Air Conditioning Troubleshooting, 3-2-4).

Developmental Studies: Replace all of the existing developmental reading and
English courses with two courses in Academic Literacy. Add to inventory ACRW
0310 (Academic Literacy I, 3-1-3) and ACRW 0320 (Academic Literacy II, 3-13). Delete from inventory READ 0310 and READ 0320 (Developmental Reading
Strategies, 3-1-3), READ 0115 (Reading Lab I, 0-1-1), READ 0215 (Reading Lab
II, 0-2-2), READ 0031 (Reading Lab III, 0-1-1); ENGL 0310 and ENGL 0320
(Developmental Writing Strategies, 3-1-3), ENGL 0115 (Writing Lab I, 0-1-1),
ENGL 0215 (Writing Lab II, 0-2-2), and ENGL 0031 (Writing Lab III, 0-0-0).
[NOTE: Subsequent to the Council meeting, it was decided to use the prefix INRW
in place ACRW. Future class listings and catalog descriptions will use INRW.]
All ACGM revisions released in the Spring 2012 guide, will be integrated into
Grayson College course descriptions.
History – to allow more flexibility in history courses it is recommended to add to
the list of electives: HIST 2321 (World Civilizations I), HIST 2322 (World
Civilizations II), HIST 2311 (Western Civilizations I), HIST 2312 (Western
Civilizations II). These courses will not all be offered every semester, but will be
added on a rotating basis.
Psychology – update degree plan by changing second year Literature courses to
“Humanities Core” and “Elective”. Students will be encouraged to take an
elective compatible with the university degree plan they intend to transfer or
enroll in Psychology 2306 (Human Sexuality) as that elective.
Theatre – updated course names in Drama to align with the ACGM.
Mathematics – proposed adding new developmental math courses and sequencing
to replace existing ones, and also updated prerequisite information. Add MATH
0340 (Transition to College Algebra); MATH 0140 (Transition to College
Algebra Lab) to be taken concurrently. Delete MATH 0310 (Developmental
Algebra) and MATH 0330 (Intermediate Algebra). Other changes include: MATH
1314 – update prerequisite to read “MATH 0330, MATH, 0340, or equivalent”;
delete the prerequisites for MATH 1350 and MATH 1351.
Music – Revise most course titles and adding courses to be consistent with other
area schools and to create a sophomore level of all private lessons that allows
students to earn credit for up to four semester of any instrument. Admissions
office has confirmed that POISE will maintain the original name of the course as
the time it was taken regardless of changes made to it going forward. Add: MUAP

Childhood Development: 3-5 Years), and TECA 1303 (Families, Schools and
Community).
Spanish (AS) – Add as an elective option ENGL 2351 (Mexican-American
Literature, 3-0-3); Delete SPAN 2321 (Intro to Spanish Lit 1, 3-0-3), SPAN 2322
(Intro to Spanish Lit 2, 3-0-3).
University Transfer to BSN (AS) – Update degree plan to reflect the change in the
core from COSC 1301 to “Institutional option”. Also noted that SPCH 1311 or
SPCH 1321 would be accepted.
Pre-Health (AS) – Request to delete this program as it is no longer used and
duplicates the University Transfer to BSN degree.
Geology/Geography (AAS) – Revised the social/behavioral science core option to
add: GEOG 1303 (World Regional Geography, 3-0-3).

Sociology – Add to course inventory: SOCI 2336 (Criminology), SOCI 2339
(Juvenile Delinquency), SOCI 2389 (Academic Cooperative, 3 credit hour
version)
Proposals for new programs in Animation and Computer Graphics (AAS and Certificate),
Game Development and Programming (AAS), and Web-Based Small Business
Development (AAS), and a new course GAME 1303 are being considered and will be
presented for consideration a later date.
Action/Motion: The Council unanimously approved the motion by Jeanie Hardin,
second by Rick Lynn, to approve the curriculum changes as presented. Jeanie will submit
the appropriate changes as necessary to the THECB, the Board of Trustees, and/or Debbie
Smarr for SACS notification of substantive change(s).
Answering Phones
Dr. Scheibmeir briefly shared concerns over recent customer service complaints related to
personnel not answering phones or returning messages. He recently attended a
Blackboard Summit session and learned of call center services available for admissions
and financial aid offices.
