BOARD OF EDUCATION SCHOOL DISTRICT NO. 67 (OKANAGAN SKAHA) MINUTES OF A SPECIAL BOARD OF EDUCATION MEETING HELD ON MONDAY, OCTOBER 21, 2013, AT 12:00 NOON AT THE SCHOOL BOARD OFFICE MINUTES IN ATTENDANCE Ginny Manning, Chair Bruce Johnson, Vice Chair Linda Beaven, Trustee Shelley Clarke, Trustee Walter Huebert, Trustee Tracy St. Claire, Trustee Linda Van Alphen, Trustee Wendy Hyer, Superintendent of Schools Bonnie Roller Routley, Secretary-Treasurer Doug Gorcak, Director of Facilities Danny Francisco, Director of Information Technology Daphne Adey, Executive Assistant 1.0 CALL TO ORDER Prior to calling the meeting to order, Chair Manning read a thank you card from the Queen’s Park Parent Advisory Council expressing appreciation for all the support the Board has given their school over the years. 2.0 ADOPTION OF AGENDA MOTION: Van Alphen/St. Claire that the agenda be adopted. CARRIED 3.0 NEW AND UNFINISHED BUSINESS 3.1 BCSTA Motions for Provincial Council Chair Manning advised that feedback is requested on the following motions which will be presented at its BCSTA Provincial Council meeting on October 26, 2013. The complete provincial council package was made available to trustees on the BCSTA website at https://dsweb.bcsta.org/docushare/dsweb/View/Collection-12269. Trustee Van Alphen will represent the district at the provincial council meeting. 9.1 Exempt Staff Compensation Freeze That BCSTA urge the Provincial Government to remove the compensation freeze that applies to non-union, exempt managers, and executive. “Working Together for Student Success” School District No. 67 (Okanagan Skaha) Page 2 MOTION: 9.2 9.3 9.4 Huebert/Beaven that SD67 support BCSTA motion 9.2 as presented. CARRIED Election of Representatives to Bargaining Committees That BCSTA establish a procedure whereby when BCSTA establishes a committee or task force related to provincial bargaining matters, BCSTA Branch member representatives to the committee or task force be elected by Branch members. MOTION: Huebert/Beaven that SD67 support BCSTA motion 9.1 as read. CARRIED Government Funding for Negotiated Settlements That BCSTA urgently request that the Government of British Columbia commit to fully funding all costs resulting from provincially negotiated collective agreements in the K-12 public education sector. MOTION: Minutes of Special Board of Education Meeting – October 21, 2013 Clarke/St. Claire that SD67 support BCSTA motion 9.3 as presented. CARRIED Recommendations for the BCSTA Bargaining Structure Task Force That Provincial Council vote on the recommendations set out in the BCSTA Bargaining Structure Task Force Report. MOTION: St. Claire/Johnson that SD67 support BCSTA motion 9.4 and not support motions 9.5 and 9.6. CARRIED 9.5 Bargaining Structure That BCSTA accept the proposed bargaining structure entitled “Bridging Bargaining and Advocacy” as the new bargaining model. 9.6 Request for an Additional General Meeting That BCSTA hold an additional general meeting to discuss the mandate of BCSTA at the December Academy; AND FURTHER, request that any further restructuring be suspended until the BCSTA executive is given a clear mandate by member Boards. L9.7 Local Government Election Cycle That a vote be taken at the October 2013 Provincial Council meeting to determine the position of Boards of Education on whether the interval between trustee elections be changed to four years or remain at three years. MOTION: Van Alphen/Clarke that SD67 supports an amended version of BCSTA motion L9.7 which would change the interval between trustee elections to four years. DEFEATED During the discussion of this motion, it was noted that the wording was unclear and it was suggested that Trustee Van Alphen may want to amend the motion during discussion at the BCSTA Provincial Council meeting. MOTION: Johnson/Beaven that L9.7 be amended to keep the interval between trustee elections at three years. CARRIED “Working Together for Student Success” School District No. 67 (Okanagan Skaha) Page 3 MOTION: 3.2 Minutes of Special Board of Education Meeting – October 21, 2013 Huebert/Clarke that SD67 support BCSTA motion L9.7 for the interval between trustee elections being changed to four years if this change is linked to municipal elections being changed to every four years. CARRIED BCSTA Thompson Okanagan Branch Meeting Motion Consideration of the following motion was requested by the BCSTA Thompson Okanagan Branch: That BCSTA lobby both the Ministry of Education and BC Office of Auditor General expressing the importance of the Amended Annual Bylaw; and, that school districts continue to be permitted to state the amended figures in the audited financial statements. MOTION: St. Claire/Clarke that SD67 supports the BCSTA Thompson Okanagan Branch motion. CARRIED It was suggested that if this motion is not carried at the provincial council meeting that a letter could be written to the Ministry requesting the change. 4.0 INFORMATION ITEMS Trustee Johnson requested volunteers for a provincial senior girls’ volleyball championship being hosted by Penticton Secondary School in November. Mr. Johnson also advised that David Snyder, a retired teacher, has written a book regarding Penticton Secondary School and is requesting the support of the Board in publicizing the book.
