College Council

Follow-Up Meeting Notes

Accountability of shared governance process

Mission of College Council is perhaps now to oversee that shared governance is taking place in other places-where does original mission go if no longer the mission of College

Council.

May need to rethink our agenda items in light of mission.

Possible concerns of merge of IPC and CC o size can result in loss of participation. o same group planning, making budget recommendations and overseeing/monitoring shared governance.

Maybe need to look at what would be missing if College Council disappeared.

Consider continuing College Council, but meet less frequently.

Focus on training/education.

More focus on shared governance as mission of College Council.

How do we help educate college community about shared governance - committee compositions, etc. - what are guidelines? Help everyone know what shared governance is/is not.-what constitutes participatory governance.

Classified feel that decisions are made with no input from classified staff.

Concern that individuals don’t want to go to meetings because it’s only to hear about what’s going to take place/decisions already made.

Many people don’t understand the new process - it has a foundation but people don’t know where to go to get this information.

Could College Council be the “safe” place for staff and students to go to hear all this info-using “facilitator” model.

Keep College Council - shouldn’t merge with IPC o accountability issues o shared governance o voice of community o clearing house for info

Classified are “fearful” of going to meetings - may appear that they’re not doing their job-also feel that their voice doesn’t count/won’t matter.

Discussion needed to look at/explore this “fear”. We need to find ways for everyone to feel safe.

Need to have a discussion with classified staff to get concerns out in the open - facilitated by Milla/outside facilitator.

1

IPC decisions coming back to CC to ensure that shared governance took place - and/or what happens if a group wasn’t consulted what do we do with decision.

Role of Deans/Directors/Supervisors need to communicate info to their staff. Needs to happen at all levels - Also need to share the process.

Decision making must be tied/close to the information/facts/data.

Need to figure out best ways to manage information - What kind of info?

Cognition and meta-cognition - think about our processes.

“Classified” staff-We have different levels of classified - define

Communication - there may be specific info that people want to know - possible survey o faculty hires o Puente

Possible Refocus of CC:

Refocus on shared governance mission.

Meet less frequently.

Focus on education/training at division meetings.

Continue facilitator approach.

Validate that processes have been followed.

IPC needs to rotate members/chairs.

Provide training.

May need resource support to help chair get the work done - time commitment.

Help make it clear that it is safe to be a chair.

Concerns about district shared - how decisions are made are constituencies informed/have voice.

How do we inspire shared governance.

Clarification between decisions and recommendations - make very clear what participatory governance is.

Next Steps:

College Council - Keep or not

Schedule meeting for classified staff.

Bring shared governance document.
