position, the Suffolk County
legislators r e s t o r e d t h e 4 p . m . to

shift for the

employees affected. Boczkowski,
who noted that the workers also
would h a v e lost night shift differential pay, said the legislators w e r e
r e s p o n s i v e to t h e union's position,
and he credited the union's strong
and successful political action act i v i t i e s f o r p a r t of t h e i m p r o v e d
relationship.

employees. According to Mead, there

County Child P r o t e c t i v e S e r v i c e s
U n i t , w h i c h m u s t b e o p e n 24 h o u r s a
day, w e r e assigned an overtime
schedule which involved using a
b e e p e r s y s t e m t o c a l l e m p l o y e e s in
f r o m their h o m e s when needed. Only
t h r e e e m p l o y e e s w o u l d b e on c a l l a t a
t i m e , h o w e v e r , a n d w h e n t w o of those
employees said they would be unable
to c o m p l y w i t h t h e s c h e d u l e t h e y
were fired.

New York Daily News expresses the growing concern and anger
brought on by the recent threats to reduce the state payroll by 3,000 persons. The Public Sector expresses its gratitude to the
editorial department of the Daily News for its permission to

Who pays the price?
It is an outrage that the mentally ill and retarded of New
York who are least able to protect themselves should have
to pay for the extravagance of the state's politicians. But
that is exactly what will happen in Uie wake of Gov. Carey's
decision to let attrition r^uce the state payroll by 3,000
persons, including major cuts in the Offices of Mental
Health and Mental Retardation.
Carey is trying to save $91 million to help pay for the
boondoggles gleefully enacted by the Legislature during
last month's special session. The pols gave away millions
on politically popular fuel-aid programs without voting a
penny to cover the costs. Now Carey is presenting us with
the bill, and it is the poor and defenseless who must pay.

T h e social security tax rate
will stay at 6.13 percent for
1980 but there will be an increase in the earnings base a
social s e c u r i t y s p o k e s p e r s o n
said recently.
T h e e a r n i n g s b a s e is t h e
m a x i m u m a m o u n t of annual
earnings subject to .the social
security tax, the representative
said. T h e base will be $25,900
in 1980, compared to $22,900
for 1979.
W o r k e r s who earn less than
$22,900 will pay n o m o r e tax in
1980 than they did in 1979.
T h o s e who have earnings of
$25,900 or m o r e in 1980 will
pay an additional $183.90T h e m a x i m u m 1980 social

v i c t i m s of p a t i e n t violence.

b r e a k up a fight b e t w e e n the two
residents.
T h e a r b i t r a t o r ruled t h a t the u n c l e ' s
account was "overwrought.

FAMILY FUND. They will coordinate the drive. All funds received

In a disciplinary h e a r i n g , it had
been shown t h a t t h e e m p l o y e e had
m e r e l y a c t e d to r e s t r a i n a violent
patient.
T h e e m p l o y e e had been a c c u s e d of
a t t e m p t i n g to s u f f o c a t e t h e p a t i e n t by
p r e s s i n g a pillow onto h e r f a c e . T h e
c h a r g e had been m a d e by a fellow
e m p l o y e e , who, h o w e v e r , failed to
t a k e a n y action a t t h e t i m e and did not
r e p o r t t h e alleged incident f o r t w o
d a y s . T h e a r b i t r a t o r had found h e r
t e s t i m o n y not believable.
L a t e r , Lipkind won d i s m i s s a l of
criminal charges because the state
had not been a b l e t o s u b s t a n t i a t e a
c a s e in t h e d i s c i p l i n a r y h e a r i n g ,
w h e r e the r e q u i r e d proof w a s f a r less
s t r i n g e n t t h a n it w o u l d b e in a
criminal trial.

Union turns turmoil
to progress in Troy
T R O Y — T u r m o i l w h i c h h a s b e e n b u b b l i n g b e t w e e n C S E A a n d City of
T r o y m a n a g e m e n t f o r m o n t h s a n d w h i c h e r u p t e d a c o u p l e of w e e k s a g o
w i t h t h e f i r i n g , a n d s u b s e q u e n t r e h i r i n g , of t h e T r o y C S E A U n i t p r e s i d e n t ,
now s h o w s s i g n s of s e t t l i n g down a f t e r a h e a t e d u p r i s i n g by t h e union led t o
a s e r i e s of m e e t i n g s b e t w e e n union a n d c i t y o f f i c i a l s .
N e g o t i a t i o n s f o r a n e w c o n t r a c t f o r T r o y c i t y e m p l o y e e s r e p r e s e n t e d by
CSEA a r e continuing, but for a t i m e w e r e t h r e a t e n e d with disruption a s a
r e s u H of h a r s h e x c h a n g e s b e t w e e n b o t h s i d e s . C S E A h a s c o n t i n u a l l y c h a r g ed t h a t t h e p r o p o s e d 1980 c i t y b u d g e t c o n t a i n s a
s u r p l u s of c a s h , a n d t h a t c e r t a i n s e r v i c e s
o r i g i n a l l y p r o p o s e d to b e a b o l i s h e d should not
have to happen, and that the city can a f f o r d m o r e
t h a n t h e 7 p e r c e n t m a x i m u m c o n t a i n e d in t h e
original proposed budget for raises.
Then, suddenly about two weeks ago, CSEA
Unit President E d w a r d L a P l a n t e w a s fired the
d a y a f t e r h e a t t e n d e d a m e e t i n g of a n o f f i c i a l
C h a r t e r Revision Commission, to which he had
b e e n a p p o i n t e d by T r o y M a y o r S t e v e n D w o r s k y .
CSEA, enraged over the action, d e m a n d e d an imm e d i a t e hearing, claiming L a P l a n t e w a s being
r a i l r o a d e d by City M a n a g e r J o h n B u c k l e y .
B u c k l e y , w i t h h e a v y p r e s s u r e b r o u g h t by C S E A ,
held a n i n f o r m a l h e a r i n g a l m o s t i m m e d i a t e l y
a n d r e i n s t a t e d L a P l a n t e , d r o p p i n g all c h a r g e s
a g a i n s t h i m . Still a n g r y b e c a u s e of m o r e t h a n a
dozen g r i e v a n c e s still o u t s t a n d i n g by o t h e r c i t y
