SOON THE U. S. Civil Service Commission will have to do

t h e r e f o r e total income p a y m e n t would not reflect t h e S t a t e ' s economic
s t a n d i n g f r o m viewpoint of living s t a n d a r d s by various areas, as well
as per c a p i t a income.
The Lucky Thirteen
T h e r e are 13 S t a t e s who^e per c a p i t a income in 1952 exceeded
$1,800. New York r a n k s f o u r t h in t h e n a t i o n in per capita income.
It is exceeded only by Connecticut, Delaware, a n d Nevada. California
does n o t lag f a r b e h i n d New York, with a per capita income of
$2,032 as against New York's $2,260. New Jersey h a s a per c a p i t a
Income of $1,959.
T o m e a s u r e t h e adequacy of a pay scale is needed a highly c o m plex m a t t e r a n d requires consideration of m a n y factors. No one
figure or set of figures will provide t h e answer.
O n e of t h e f a c t o r s is t h e consideration of a n y pay a d j u s t m e n t
or relative wage level is t h e "ability to pay." W i t h a n average income
of $2,038, based on ev*ry m a n , w o m a n a n d child who works lawfully,
it follows t h a t t h e ability to pay for a d e q u a t e high quality governm e n t a l service should be relatively high. I n g o v e r n m e n t service, t h e
ability to pay is reflected in t h e t a x s t r u c t u r e .
Equality in Stale Employees
T h e r e is a f u r t h e r corollary. Since t h e s t a n d a r d of living as
reflccled by the per capita income in the S t a t e of New York is t h e
highest in t h e nation, a n d since S t a t e employees are d e p e n d e n t on
t h e revenue.s obtained f r o m New York S t a t e residents, the.se s a m e

income in t h e S t a t e of California is $1,969, as a g a i n s t $2,038 in New
York S t a t e . California r a n k s sixth in t h e n a t i o n in per c a p i t a income.
Raise Can and Should be Granted
While t h e r e l a t i o n s h i p of per c a p i t a income to S t a t e salaries Is
only one of t h e m a n y f a c e t s t h a t ishould be considered in d e t e r m i n i n g

criterion indicates t h a t a s u b s t a n t i a l u p w a r d a d j u s t m e n t is needed

The nominating committee proposed a slate. Independent nominations are authorized by the constitution
and by-lav^s. The committee did not rest on the assumption that every member of the Association knew that.
It publicized and emphasized the right of nomination by
petition, in fact, almost seemed to encourage it, if there
were any popular ideas on nominees contrary to those
held by the committee. Two nominations have been made
independently.
For each officer post the committee named at least
two candidates, as required by the constitution and bylaws. The Association is now considering a proposed
amendment to permit the committee, in the future, to
make substitution for a candidate who withdraws, to
insure competition for every office,

Roots of Democracy
'
The committee no doubt realizes, as aTl must who
etudy the operations of organized groups, that competition
for office is a sure sign of members' interest and even enthusiasm, and to a degree portends the future of a group.
To vie for office is not only stimulating to the candidates,
but creates an added interest among the membership.
'And if the competition is on a high level, without acrimony, and with one side respecting' the other not less,
but more, because of the competition, as in the CSEA,
then the purposes of democracy are well served. Not
only in government itself must the democratic principle
be enshrined, but in every walk of life, in every undertaking, and on every occasion. Unless the ingredients
©f the democratic compound are in our everyday life, we
can not have or deserve real democracy. The blesaing
must stem from the people upward, and can not merely
be filtered by the government downward.

•tatewide groups, for commending us for valuable service
and help to public employees. Gratitude is easier to take
than to earm We hope our efforts for public employees
have been all that we intended. Perhaps we can best
implement our sense of gratitude by resolving to do an
tven bigger and better job for public employees.
Much remains to be done by and for public .employees. They do not have the full freedom of action
nor recourse to urgent means enjoyed by employees in
private industry, neither ease of approach nor established
methods for redress of grievances, nor moderti labor relations generally. This lag behind employees of private
Industry is regrettable, but not beyond remedy.
One of The LEADER'S resolves for the future is to
light for the establishment of standard grievance "n^aehinery," which in private industry has proved valuable

members, Mr. Quinn was instrumental in bringing this group into
the CSEA. He served as president of the Buffalo group for four

In 1943 Mr, Quinn was elected
to the Legislature from the 4th
Assembly District of Erie County.
During his four years in the Legislature he served as a member of
its civil service committee. While
a member of this committee, he
endeared himself to all civil service employees by his understanding and hi active interest in all

days of the Dewey Administration,
when Mr. Quinn's fight to retain
public employee rights won for
him state-wide recognition.

County all his life. He was graduated from Immaculate Conception
School and Amenia High School.
Previous to entering State serTlce, Mr. O'Brien was managing
editor of the Harlem Valley Times,
a weekly publication at Amenia.
In 1931 he became stores clerk at
Wassaic State School, later became senior stores clerk. In 1946
he was appointed principal stores
clerk at Middletown State Hospital, a position he now holds.
In 1942 Mr. O'Brien entered
military service and ser\'ed at
Camp Davis, N. C., as a member
of the 365th Infantry, CAAAA.
Headed Baseball League
A member of the CSEA for 21
years, Mr. O'B' ien is a past president of Wassaic State School
chapter, and for seven years has
been a delegate of that chapter to
Albany. He has been a delegate
from Middletown State Hospital
chapter since his transfer there.
He is also 1st vice president of the
Mental Hygiene Employees Association, chairman of the legislative committee of that group, and
heads the same committee at Middletown State Hospital.
Mr. O'Brien is past Master of
Amenia Grange, 698; a former
treasurer of Amenia Fire Company, and former treasurer of the
Holy Name Society of the Immaculate Conception Church, Amenia.
For several years, he has been a
member of the executive board of
the Boy Scouts of
America,
He resigned in 1948 as president
of the Interstate Baseball League,
a position which he filled for 10
years. He has been a member of
Amenia Post 319, American Legion,
for 11 years.

the Commission had received only
4,444 applications. TheVe still remain several days — until 4 P.M.
Thursday, September 24 — for
prospective clerks to apply. Those
who will file before then, as well
as persons from whom applications have already been received,
may consider their prospects of
City employment as excellent. If
they pass the test.
Last Thursday the Board of Estimate approved promotion of 694
clerks, including 448 to grade 3. at
$3,386 a year to start, and 246 to
grade 4. $4,016 to start. Promotion
of these clerical employees creates
new vacancies in the lower clerk
tlUe.
