EVERETT J. ELIASON was selected as this year's winner of
the Harold J. Fisher Memorial Awai'd for the following reasons:
His outstanding services and accomplishments as a civil service employee have helped to improve and modernize tree nursery
practices and techniques. The resulting benefits of this service to
the State have been three-fold:
1. The elimination of the weed problem at the State tree n u r series in seed beds containing over 99 million trees.
2. The expanded utilization of nursery areas to the point where
an annual production of 40 million trees has been made possible.
3. The reduction in the labor cost of producing three-year old
seedling trees by 87c per thousand in 1950, which amounts to a
total of $17,000 for this item alone.
Perry B. Duryea, State Conservation Commissioner, states:
"These benefits have resulted through Mr. Eliason's pioneer research studies and the practical application of chemicals by him
in the control of weeds at the State nurseries. Through the studies
of chemicals t h a t would kill weeds and still be harmless to coniferous trees. Eliason finally narrowed the many chemical formulas
to one, a petroleum oil spray with a high specific aromatic content.
Without exact knowledge obtained through research, there was
extreme danger of destroying millions of trees where the main object was to produce a chemical sensitive enough in its application
to destroy only weeds."
Formerly, all weed control at the State nurseries was performed by h a n d which was inefficient, slow, and under presentday costs, almost prohibitive. In the nurseries there is an inventory
of over 99 million trees of three different age classes. These trees
are grown in 43,000 seed beds t h a t are four feet wide and twelve
feet long. The length of these beds totals 98 miles. Through the
use of oil sprays in weed control, t h e labor cost of producing 34
million trees in 1951 and 40 million in 1952 has been materially
reduced.
T h e oil spray method of weed conti'ol, pioneered by Eliason,
is now being employed in most of the states and in Canada.

Gilbert Dalldorf, M. D., who is
one of the two winners in this
year's Harold J. Fisher Memorial
Award competition, has held his
present position with New York
State for the past seven years.
His title is Director, Division of
Laboratories and Research, Health
Department.
But his services with public
health go back long before 1945,
when he was appointed to his
S t a t e post. Before that, he had
held a position of similar title
for Westchester County. And before assuming the directorship of
Laboratories and Research for
DR. GILBERT DALLDORF was selected as this year's winner of the Harold J . Fisher Memorial Award for the following
reasons:
He isolated and identified a hitherto undiscavered virus. This
virus produces a disease so similar to poliomyelitis t h a t frequently the two disej^es cannot be differentiated. Unlike the virus of
polio, which attacks the nerves, the virus isolated by Dr. Dalldorf
attacks the skeletal muscles, the nervous system being unaffected.
Dr. Dalldorf gave to this virus the name "Coxsackie," because the
patients from whom it was first isolated being residents of t h a t
village.
William A. Brumfleld, M.D., First Deputy Commissioner of
the State Health Department, states: "One cannot overemphasize
the importance of this discovery to medical science. It makes it
possible to differentiate true poliomyelitis from the Coxsackie
disease which so closely resembles it; and therefore it is of extreme importance to research In polimyelitis itself since it eliminates confusion of diagnosis.
"It is also of great importance from the standpoint of t r e a t ment, since t r e a t m e n t of the disease caused by the Coxsackie
virus where muscles are attacked directly may differ considerably
f r o m the t r e a t m e n t of poliomyelitis in which the nerves are i n volved. The disease caused by the Coxackie virus is generally
milder t h a n polio, and patients generally recover without lasting
paralysis. The early differential diagnosis between this disease
and polio is of obvious importance, since it can be told at an
early stage what t h e probable result will be."
Isolation of the virus has been hailed the world over as a real
milestone in medical progress. Scientists In many parts of the world
are Intrigued with the discovery and are Intensifying efforts to a r rive at its real significance.

T o p S t a t e officials, an engineering college placement officer, t h e
head of a nationally famous private engineering fiim, and a n
official of t h e New York State Society of Professional Engineers
were among t h e speakers presented by Counsel Kelly to Director Kelly, a n d all concurred,
in their various approaches to
t h e problem, t h a t the difficulties of
recruitment,
unfilled positions
and mounting annual turnover in
the lower bracket titles in engineering positions in t h e D e p a r t ment of Public Works, are primarily due to t h e low salaries
currently paid.

Insufficient Force
Henry Ten Hagen, Deputy Chief
Engineer of t h e d e p a r t m e n t , outlined highway needs in projects
covering t h e next five years. He
stated t h a t a ten percent increase
in personnel would be needed to
complete t h e jobs and t h a t currently they were faced with v a cancies. "Lack of engineers is our
real problem, a n d we must have
apltcants in t h e lower grades,"
he said.
"We have insufficient forces to
m a n our staff, and no prospect of
obtaining men f r o m the colleges."
He cited canvassing Cornell, R.P.L,
Clarkson, a Syramise engineering
school—to no avail.
Herbert P. Catlln, director of
placement at R.P.I, in Troy, s t a t ed t h a t of t h e approximately 800
men graduating as engineers next
week all but 25 h a d been placed,
and those were only making a decision as to which job to take. "If
they can spell engineers they have
a job" he said.

F. H. Franklin, a consulting e n gineer, outlined salary and prospects offered by private industry
as compared to S t a t e service, a n d
declared present salaries paid by
governments for engineers were
"a direct Invitation to private i n dustry to increase their raids to
fill t h e dwindling r a n k s of new
engineers."

plays in service to his community.
Mr. Brown also discussed t h e fact
t h a because of its size a n d i n tegrity, the Association h a s a responsibility to t h e press. "This
means t h a t press releases e m a n a t ing f r o m t h e Association or any
of its chapters have to reflect
favorably upon t h e Association
and and its membership. This also
means that the Associatioa In Its
press releases does not go off on
some of t h e wild t a n g e n t s t h a t
other less responsible organizations do."

Mayor Shaw spoke of his years
as Assemblyman f r o m Tompkins
County, during the course of which
he h a d on m a n y occasions been
m a d e aware of t h e needs of civil
service employees tiu'ough the e f forts of t h e Association, a n d t h a t
he h a d a t all times found t h e
Association very highly respected
by his associates in t h e Assembly.
He personally endorsed the Assoc i a t i o n for t h e tremendous strides
it h a d made in bettering tlie working conditions of public employees.

Highlighting t h e business session was a resolution adopted by
t h e C h a p t e r asking t h a t t h e Dep a r t m e n t of M e n t a l Hygiene r e store to a t t e n d a n t s a n d employees
on violent a n d u n t i d y wards t h e
f o r m e r e x t r a pay of seven a n d
one-half per cent. T h i s was discontinued several years ago a n d
m a n y employees feel t h a t it Is
n o t f a i r since m a n y a t t e n d a n t s on
violent a n d u n t i d y wards who h a d
r e a c h e d t h e i r m a x i m u m pay now
receive as m u c h as $300 per year

f a c t o r s are i m p o r t a n t :
(1) T h e points a d d e d in a p r o motion test are only half as m u c h ;
(2) P a s s i n g u p t h e claim m a y
seriously delay a p p o i n t m e n t or
p r o m o t i o n , resulting in less s e n i o r ity t h a n t h a t of others, a p p o i n t e d
prior to t h e d e f e r r i n g c a n d i d a t e .
Seniority is i m p o r t a n t i n p r o m o t i o n exams, in which r e c o r d
a n d seniority c o u n t h a l f , t h e t e s t
itself t h e o t h e r half. Also, to c o m p e t e in a promotion test, a m i n i mum' l e n g t h of t i m e in a n eligible
title—soon to be six m o n t h s — a n d
n u m b e r of years in t h e d e p a r t m e n t — s o o n to be two years—are
necessary.
Seniority also is i m p o r t a n t for
lay-off purposes. Those lower o n

Social Security a n n u i t y Income
is free of income t a x f o r t h e full
a m o u n t , whatever it m a y be now
or in t h e f u t u r e . T h e p r e s e n t p r i m a r y benefit u n d e r t h e Social
Security p r o g r a m is $1,800 a year.
T h u s , if t h e t a x increase r e c o m m e n d e d by t h e Hoase c o m m i t t e e
is enacted, a n ex-public employee,
retiring on a public pension,
would h a v e to get a $2,400 r e t i r e m e n t allowance, to equal t h e n e t
benefit of a n $1,800 Social S e c u r ity pension. Also exempted by law
are R a i l r o a d R e t i r e m e n t Law p e n sions. T h e m a x i m u m pension u n der t h a t law is $1,440.
Keogh in Front of Fight
Representative Eugene J . K e o g h
of Brooklyn, who h a s been active
for years in a t t e m p t i n g to get
public employee pensions e x e m p t ed, i n t r o d u c e d a proposed a m e n d m e n t to t h e p e n d i n g t a x bill, t o
benefit public employee p e n s i o n ers, b u t w i t h o u t success. Now a n
effort is being m a d e by public
employee groups t o f o i c e t h e
exemption i n t o t h e bill, by p o i n t ing u p t h e need to end t h e longs t a n d i n g discrimination
against
public employees, a n d a t least
bring t h e proposal to t h e floor
of t h e House f o r a vote. R e p r e sentative Keogh is all in f a v o r of
that.

of t h e NYC Employees R e t i r e m e n t
System, wrote to Mr. Keogh, a n d
s e n t copies of t h e letter to P r e s i d e n t T r u m a n , S e c r e t a r y of tlie

CSEA Backs E x e m p t i o n
T h e Civil Service Employees
Association is on record in favor
of previous similar proposals of
Mr. K e o g h a n d is expected to lend
its weight to t h e e f f o r t to get a c tion f r o m Congress now. Tlie association's m e m b e r s a r e employees
of t h e S t a t e a n d of coimtjr a n d
o t h e r local governments.
Mr. V a n N a m e in his letter
calls on Mr. K e o g h ' s colleagues
f r o m NYC to join in t h e e f f o r t to
get t h e exemption enacted.
Mr. V a n N a m e cites t h e e x a m ple of two bus drivers, one of
t h e m employed by a p r i v a t e line
in NYC, t h e o t h e r working f o r
t h e B o a r d of T r a n s p o r t a t i o n . He
shows how, u n d e r t h e p r e s e n t t a x
r a t e s — w h i c h are destined for upward revision—the disparity h i t s
t h e public employee h a r d w h e n he
retires. W r o t e Mr. V a n N a m e :
"By reason of t h e committee's
action yesterday (in r e j e c t i n g t h e
K e o g h a m e n d m e n t ) , retired bus
drivers on t h e T h i r d Avenue bus
route in NYC, w h i c h is privately
owned, will c o n t i n u e to be $1,800
t a x - f r e e , regardless of a n y o t h e r
Income, while t h e bus drivers r e tired f r o m t h e m u n i c i p a l l y - o p e r ated lines, a t $1,800 r e t i r e m e n t

have only $1,395 t a k e - h o m e p e n sion pay, a f t e r taxes.

Those covered by Social Security, who m a y have additional pensions. as through private contract
or employer grants through u n i o n
negotiation, still enjoy the t a x free feature, since their additional pensions are superimposed
on t h e Social Security benefit. As
to the Social Security part, the

excepting the scattered groups not
covered by Social Security, who
