Article I– Name

The Honors College-Parents’ Advisory Council (henceforth referred to as the “HC-PAC” or the “Council”) will be the official leadership council of the Honors College-Parents’

Association (henceforth referred to as the “HC-PA”) the official parents’ organization within the Honors College at WKU (henceforth referred to as “the College”).

Article II – Need and Purpose

The HC-PAC will provide leadership in helping to engage the HC-PA with the College, based upon the principles found in the Council’s Mission Statement. Every effort will be made to make sure the parents on the Council will be representative of the scholars enrolled within the College in terms of year, type of high school, diversity, geographic location, and academic programs. The Council will meet four times per year.

Article III—Membership and Responsibilities

Section 1: Members of the Council may be appointed at any time while their scholar is a member of the College in good standing. Parents may be members of the Council while they have a scholar in the College and rotate off when their scholar graduates. The

Executive Director can invite parents to remain on the Council for an additional year.

Section 2: The Honors College-Parents’ Advisory Council Ambassadors will consist of parents to represent out-of-state scholars and families who want to be involved, but are unable to attend required number of meetings. The Ambassador members are welcome to attend any Council meetings and have all the rights and privileges of other members of the Council.

Section 3: Officers of the Council will be Chair (Co-Chairs) and Chairs of Committees.

The officers shall serve as the Executive Committee of the Honors College Parents

Advisory Council. The Executive Committee shall have the authority to meet

(electronically or in person) at times other than regular HC-PAC meetings to make decisions on behalf of the HC-PAC if a Council decision is needed prior to the regular

HC-PAC meeting date.

Section 4: The Executive Director will appoint HC-PAC (and Ambassador) members based upon recommendations from HC-PAC members and the Honors College team.

Past and current HC-PAC members are encouraged to make recommendations to the

Coordinator of Constituent Relations. Ex-officio members of the Honors College-

Parents’ Advisory Council shall include representatives as determined by the HC-PAC.

Section 5: The Executive Director of the College appoints Council Co-Chairs for a twoyear term. The Co-Chairs may be appointed for subsequent one or two-year terms. The

Executive Director appoints committee Chairs for a two-year term and may reappoint for subsequent one or two-year terms.

Section 6: To remain on the Council, three or more activities must be attended per year—with one of those being attendance at a scheduled HC-PAC meeting.

Article IV—Meetings

Section 1: All Council meetings are open to any HC-PA member, current scholar, or faculty, staff, and/or alumni of the College.

Section 2: A quorum shall consist of a majority of current number of families on the

Council. For quorum, families are counted as one member and HC-PAC Ambassadors are not considered in the total current membership.

Section 3: Meetings shall be presided over by the Co-Chairs of the Council. If Co-

Chairs are not present, the Executive Director will invite a Committee Chair to preside.

Article V—Committees

Section 1: Each member will be required to actively participate on one subcommittee of the Council. The current committees of the HC-PAC are: Special Events, Fundraising, and Recruitment.

Section 2: Committees will be led by Committee Chairs. Minutes for subcommittee meetings should be recorded and submitted to the CCR for record keeping. The

Committee Chair positions are as follows:

Special Events : The Committee Chair will lead subcommittee meetings that focus on efforts to increase parent/family engagement with the College through special events such as the H

Welcome Tent, Parent & Family Weekend,

Homecoming, Tailgating, Graduation Luncheons, etc.

Recruitment: The Committee Chair will lead subcommittee meetings that focus on efforts to engage parents in the recruitment of prospective scholars to the

College.

Fundraising: The Committee Chair will lead subcommittee meetings that focus on efforts to increase parent participation in private support for the College. This will include, but is not limited to, assisting with the Annual Fund, Naming

Opportunities, Endowment level gifts, and special targeted asks such as “Adopta-Graduate”, and “Adopt-a-H

Camper” Programs.

Article VI – Appointments

Section 1: Officers shall be appointed each year at the spring meeting of the Council.

Section 2: Officers shall remain in office until their successors have been elected.

Article VII – Parliamentary Authority

Section 1: Meeting will be run based upon Parliamentary Procedure, as described in the most recent edition of The Standard Code of Parliamentary Procedure by Alice

Sturgis.

Section 2: Any member of the HC-PA or the Council who wishes to submit a vote for any election or action item via written proxy may do so and will be accepted as long as it is submitted in writing prior to the actual vote. Those wishing to do so should contact the

Coordinator for Constituent Relations.

Article VIII – Amendments

This constitution may be amended by a three-quarters majority vote of all HC-PAC members present and voting at any regular or called meeting of the Council. Voting members of the Council and of the Executive Director of the Honors College are the only individuals who can propose amendments.
